The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
1. Drainage calculations for stormwater volwaes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" f or the f ol lowing
land use action:
1. Spokane County Zone Change No. 54-68
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. An RIDJCRP agreement "Notice to Public No. 6" on
Bradley needs to be recorded.
2. Please submit a copy of a recorded property deed
from the Auditors off ice for the subject property.
Upon receipt of the deed our staff will prepare the
RID/CRP agreement.
3. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the following streets:
a. Bradley

E) Utility Condition: Permittee is responsible for arranqing

representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your buildinq permit be released.

1. Geneml Overview - The owner Nott Atwater Co. is proposing the construction of a
I5,000square foot manufacturing building. Rubber belts, gaskets, and some leather belts will
be manufactured in the proposed. Also manufactur+od wili be molds for the dyes used in
manufacturing the belts. Currently there are 18 employee.s, the applicant stated that they are
not anticipating an increase in employment.

1. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in an I-2 Zone. Based on the information submitt@d
the use is not allowed in the zone. The use as described in the Pre-Application
Conference is only allowed in a I 3 Zone. Please contact Tom Veljic with
detailed information on the proposed operation so that verification can be made
on whether or not the proposed use is allowed in the I 2 Zone. If it is deLer-
mined that the proposed use is not permitted in the zone, a zone change will be
required to be obtained prior to pernut issuance.
2. The 25 parlcing spaces as illustrated on the site plan are adequate. C?ne
loading dock (12 x 30) is required, please illustrate on site plan. If the loading
dock is covered it shall be a minimum of 141fi feet above grade.
3. A five foot wide stnp of Type III landscaping is required along all road
frontage.
4. All parking stalls are to be within 60 feet of a landscape feature consisting of
32 square feet in area.

5. All traveled surfaces are required to be paved. Please illustrate on revised
site plan.
6. If fences are prapased please uldicate size, type, and location on revised site
plan.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating landscaping, loading dock, any
proposed fences, and paved areas for review and approval.
2. An estimate from a nursery including size, type, and quantity along with a
promissory letter from the owner stating landscaping will be installei shall be
submitted.
3. Verification on whether the proposed use is allowed in the zone shall be
detenmined prior to perntit issuance.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division of Buildings by
Bob Turner.
2. Please submit a drainage plan for the site that is in compliance wnth
Spokane Couaty Guidelines for Stormwater Management.
3. The proposed shall comply with conditions of Zooe Change No. 54-68.
4. An RID/CRP Agreement, Notice to the Public No. 6 is required oa Bradle
Road. Please submit a copy of the r~ocorded pn~rty deed to the Division of
Engineering & Roads so that the agreement can te prepared.
5. Approach permits shall be obtained for new driveway approaches along
county nght of way.
6. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and r+eturned to the Division of
Enginoering & Roads. Plan review will not be completed until this document is
executed.
B. Pcrmit Release Requirements

2. Please submit a copy of the recorded property deed so that the RID/CRP
Agreement can be prepared.
3. Approach permits shall be obtained for driveway approaches along county
right of way.
4. Please submit a copy of the Agreement to Pay Fees signed by the owner.

M. Health District (456-6040) A. Discussion/Requirements
1. The applicant will need to apply for a permit to install the proposed on site
sewage disposal system.
2. The on site sewage disposal system illustrated on the site plan is large enough
to accommodate the 18 employees.
3. Please submit a critical materials list to the Divisioo of Buildings. If it is
determined that the proposed is a a critical materials user the ovmer will be
required to sign a Sampling Agreement. The Agreement allows the Health
District to sample the effluent of the septic tanlc on an annual basis. All cost for
sample retrieval and analysis shall be paid by the owner.
4. A ULID Agreement is required to be signed by the owner. Also, double
plumbing is required for the proposed. The ZJLID Agreement aad double
plumbing will be coordinated with the Division of Utilities.
5. Please submit a revised site plan illustrating all proposed and existing utilides
Iocated on the property.
6. All construction debris is to be taken to a licensed landfill.
7. The water purAcease or for the proposed is Spokane County Water District No. 3
(509) 536-0121. contact the water purveyor to review requirements for
back flow preventers.
B. Permit Release Requirements
1. Apply for a perrnit to install the proposed on site sewage disposal system.
N. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed is 4,500 g.p.m. The required fire flow is not
available at the site. Options for obtaining the required fire flow are to install a
spriakler system in the proposed or change the constructton type to Type II N. If
the appucant decide.s to install a sprinkler system a sprinkier vault and hydrant
will be required to be installed on the street. Centml monitoring will also be
required to be installed.
2. A lock (Knoa) box entry system for fire department personnel access is
required to be installed. Knox paddlocks will be required Lo be installed on any
gates that are to be locked. Forms for ordering was given to the applic,ant. The
completed forms are to be returned to the fire district.
3. Please submit a revissd sitre plan illustrating the location of existing fire
hydraats.

B. Peraait Release Requirements
1. Determination on option chosen to meet the required fire flow shall be made.
V. Air Pollution Control Authonty (456-4727)
1. Air Polluuon was not present at the Pre-Apphcation Conference, however
written comments were submitted to the Division of Buildings prior to the
meeting and are as follows:
2. All air pollution regulations rnust be met.
3. Air pollution regulations require that dust emissions dunng demolition,
construction, and excavation projects be controlled.
4. Measurers must be taken to avoid the degosition of dirt and mud from
unpaved surfaces onto paved surfaces.
5. All travelled surfaces must be paved and kept clean.
6. Debns generated as a result of this project must be disposed of by means
other than burning.
7. SCAPCA Regulation I, Article V. requires that a Notice of Construction and
Application for Appzoval. be submitted to and appmved by our agency prior to
the construction, u~stallation, or establishment of an air pollutioa sflurce. This
includes boilers with input of 400,000 BTLTIhr or greater.
VI. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been compleired on the site plan only and a letter will be
sent to the applicant by Tom Postlewait.
2. A SEPA checklist is req.uired to be submitted for the proposed. The checklisc
requires a 15 day public review peaiod and a$75 fee. The applicant was advised
to submit the checklist as soon as possible so that the issuance of the building
pernut would not be delayed. Please Note: If ihe applicant is required to obtain
a re-zone for the subject site, the Planning Department will be the lead agency
for the SEPA checklist, not the Division of Buildings The applicant was given
the checklist to be oompleted.
3. A critical materials list and special inspection forms were given to the
applicant during the meeting.
4. The proposed may be considered an H Occugancy depending on the quanades
and types of dyes used at the site.
5. Please submit a detail of the south exterior wall for review.
6. The proposed must meet the minimum requirements of the Washington State
Regulations for Barrier-Free Facilities.

7. Please venfy that the mechanically operated ventilation system is capable of
supplying the minimum outside air requuements of the Washington State Energy
Code.
8. Cross connection devices shall be installed on equipment which will cause
p+ollution of domestic water supply.
9. Drawings shall be directly stamped and signed by the architect.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during
the meeting and other items from the plan review letter needs to be submitted for
review and approval.
