complies with applicable codes and requirements and that required inspections are requested. Failure to request required
inspections and obtain the necessary approvals prior to progressing beyond the point where inspections are required may
necessitate removal of certain parts or the construction at the owner's/permittee's expense. At a minimum, the following

1. LOOTING when forms and reinforcement are in place and prior to placement of concrete.
NOTE:This inspection includes review of the structure's setbacks from property lines.Minimum setbacks are
established by County zoning regulations.Typically,side and rear yard setbacks are measured from property
lines, while setbacks for yards abutting streets are measured from the property line or the center line of the
nadway right-of-way,whichever provides the ureater setback from the center line of the roadway right-of-way.
Curb lines and fence lines are not necessarily indicative of property lines.In some residential areas,the County
can own as much as 20 feet of right-of-way between your property and the actual improved street/curb. The
e.sponsibility to comply with applicable setback provisions lies solely with the permittee— neither Spokane
County nor its authorized representatives assume any responsibility for the verification or location of your
rinarty lines.Please verify their location prior to locating your structure.Failure to properly locate the structure
may require its relocation at the owner's/permittee's expense.
2. FOUNDATION---when forms and reinforcei-nent are in place and prior to placement of concrete.(Blocking fora
manufactured home is required to be inspected prior to the installation of skirting.)
3. FRAMING—after ail framing, bracing and blocking is in place, and prior to concealing.
4. INSULATION prior to the installation of drywall.
5. PLUMBING et- after rough-in, before covering, and final.
6. MECHANICAL ----- rough-in of piping, before covering, metal chimneys before concealment, and final.
7. FiNAL wren complete and prior to occupancy and/or use. Please provide 24 hours notice.
NOTE:in addition to inspection of the structure,this inspection includes review of site improvements(typically
depicted on the,approved site plan)required by ordinance or as a condition of approval of this permit.Items such
as the installation of fire hydrants,fire department access,on-site drainage("208 swales"),road improvements,
parking,and landscaping are common requirements of a permit/site plan which must be completed prior to final
approval of a building or issurance of a Certificate of Occupancy.
M addition to the above any plumbing or mechanical systems or materials which would be concealed by framing, drywall,
concrete, ente must be inspected prior to cover. Check with the department for "special inspections" in conjunction with

commenced or is stopped for a period of 180 days, unless a written request for an extension of the permit is received and
approved by tne Building Official prior to expiration.At a minimum an inspection should be requested at least once every 180
days to assure the validity of the permit. A permit may be renewed within one year of the date of expiration for one-half the
oriaanal fee, subject to certain limitations — please call us if you have any questions.

RE : Construction of a 36x38x15 , 1368 square foot detached
garage/workshop to house recreational and hobby vehicles .
Extensive material /construction/size evaluation, residential
correlation, structural placement on lot, complementary design to
the community and adjacent dwellings , consent of varience to
covenant by surrounding building sites/ land owners , consultation
with the office of Spokane County Building Permits was performed by
this committee and the following conclusion/decision has been made :
1 . Roofing and Siding: Roofing material as stated in SECTION 11
of the Vera Crest Declaration of Protective Covenants requires
shake or cedar shingles , or masonry red tile by used on any
detached single-family dwelling (which includes garages and
carports) . No composition roofs allowed .
(General concenses of the Vera Crest homeowners are in
agreement that there MAY be a need to allow the use of composition
material , or preferablly a synthetic cedar roofing material that
gives the appearence of cedar shakes when reroofing existing
dwellings . At this time the committee is taking this under
consideration and will be submitting a proposed amendment to the
covenant in the near future. )
For the purpose of your proposed detached garage, the
committee will allow the roofing material to be of composition that
is of the same color as the cedar roofing of your dwelling . The
siding of the detached garage must be equal or better quality of
your dwelling and must be in conformity and harmony of external
design as stated in SECTION 2 .
2 . Residential Comparison: Committee evaluation of structures
similar in size to your proposed garage, found that the structures
viewed were located in areas where similar structures were built
for the purpose of housing farm machinery, and/or had no attached
garage to the residence . The residential areas in which these
structures were built also had multi -family residences, had less
square footage than the Vera Crest Covenant requirements , or were
located in rural farming/acreage areas .

3. Complementary Design to Community and Adjacent Properties:
The Covenant was established to maintian a conformity of properties
and structures and to portect market values within the subdivision .
Although the proposed structure would be beneficial for housing
recreation vehicles and a workshop the property owner of
E . 15015 20th , Veradale, its height and size does not conform to
the surrounding properties within the subdivision . SECTION 1
states private garages shall not be larger than housing of three
standard-size passenger automobiles . Normal height for standard-
size passenger automobile garages is 12- 14 ' peak height with
sidewalls being 8-9 ' high . Proposed structure is not within the
Covenant ' s standard-size passenger automobile garage residnetual
character of property . A less than desireable precidence would be
set for future construction of similar structures if proposed
structure was approved .
4 . Consent of Variance to Covenant: The Architectural Control
Committee contacted property owners within Vera Crest with the
structural proposal of E . 15015 20th . General consensus was
approval to place a garage/workshop in the NW corner of mentioned
property with the following restrictions : ( 1 )Structural height not
to exceed standard-size automobile garage height (maximum 14 ' peak
and 9 ' sidewalls) ; (2)Wood or identical dwelling siding be used, as
well as complementary roofing material as previously described ;
(3)According to county records , the dwelling that was constructed
on said property is less foundation square footage than the
proposed 36x38 square foot detached garage . A building of this
size is out of porportion to the property and other properties
within the subdivision . The committee will approve a detached
garage 26 ' wide by 30 ' deep (780 square feet) , with the conditional
materials and heights as stated in section 3 .
5 . Setbacks: Determining the proper setback of the rear property
line to the adjacent street (Progress) is in question. There is a
5 ' Utility setback requirement , but an additional 15 ' may be
required according to Section 10 of the Covenant .
Upon compiling all information, reviewing county and Covenant
restrictions , evaluating possible alternatives as well as future
precidences , and representing the Vera Crest Homeowner ' s investment
within their respective property , this committee must deny the
proposed 36x38 square foot outbuilding . If it is your decision to
persue an outbuilding that is acceptable to the sub-division as
stated in Sections 3 and 4, please submit your proposed plans with
elevations to one of the Architectural Control Committee members
BEFORE obtaining a permit to build .
