The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site. ,
2. Calculations for total impervious surfaces d,
contained within the site. _
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed. •
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
enqineer. Plans must be prepared for the followinq
streets:
a. Mission, Typical Roadway Section No. l,
Collector Standard.
b. Bradley, Typical Roadway Section No. 1, Access
Standard.
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a buildinq permit or a financfal guaranty in an amount
estimated by the County Enqineer to cover t3}e cost of
construction or improvements shall be filed with the County
Enqineer. Required plans are to be submitted prior to estimating
the amount of the financial quaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP aqreement
"Notice to Public No. 6" on Mission and Bradley.

3. Please submit a copy of a recorded property deed
'
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RI D/ CRP aqreement.
4. Approach permits must be obtained from the County
Engineerinq Department for any new or improved
driveway approaches to the following streets:
a. Bradley
b. Mission
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the f ol lowf ng before we can proceed :

1. Site Plan.
2. Drainaqe plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in .
accordance with standard traffic engineering practices. Paving as
required by the County Planning ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.
b. RID notices far Bradley and Mission.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these commerits. Please return
the completed Agreement to your contact person at the
Enqineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your buildinq permit be released.

The RSD wafver contained in this agreement ehall expire after ten (10) yeare from
the date of execution below. However, at the expiratiort date the owner(s) or
succeasor(s) agree to conetruct the required improvemente at their own expeneef pay
to Spokane County the then eetimated coet oP the reguired improvemente to enable the
County to complete the eamej or furnieh a bond or other eecure metbod euitable to
the County, providing for or eeouring to•tbe County the actual aonetruction of the

Attached please revised copies of the site plan for the above referenced project. Piease note
that the pian hes been modified according to your comments. These comments are tagged
with revision No. 1 dated 7-13-93.
An itemization of changes are as follows:
1. The existing benchmark and grade indication, which was previously noted, has been
identified at the southeast corner of the building. For clarity it has been dimensioned
from the southeast corner of the property line.
2. Existing grade at the west corner has been raised slightly to accommodate a minimum
1% slope into the drainage swale.
3. Truck templates have been included in the site pian at the service yard and along
Mission Avenue. it should be noted that ali "semi" truck traffic is limited to the small
driveway off of Mission. The truck traffic anticipated for the south portion loading
area is step van type only. The tempiate indicates this correctly.
Enclosed please find copies of the title insurance report and the deed of trust for the property
for your information, and the preparation of the R.I.D. Agreements.

Because of some on-site conditions, a minor modification to the above referenced project is
reqwred.
Enctosed please find a sketch indicating a revision to the entry drive at Mission. The
original drawings indicated a joint access for the loading area and the access to the South
parking area. 6ecause of fire hydrant location, we are requesting that they be split apart.
We feel this is more beneficial for the loading area, beceuse it lessens the drive to the exit
and decreases the slope. This access is used primarily once a day by deiiver vehicles, and
we do not see that an additaonal curb-cut Moses a problem on Mission Avenue.
Please review and call me if you have any questions. Obviously, the Contractor is
attempting to asphalt next week and a timely decision would be appreciated.
