1. They reguest that pziority review be given to their project.
2. They agree to reimburse Spokane County for project review fees
as specified in Board of County Commissioner's Resolution 80-
1592 attachment C, as amended. The fees will be based on
overtime costs incurred by Spokane County for project reviews
plus a ten percent administrative chazge, and will be billed
monthly as accxued.
3. The undezsiqned agrees that these fees are due and payable upon
receipt of the billing as specified above. The monthly billinq

CALL To 4RDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

APPLICANTS:

SCOPE/PROJECT DESC1tIPTION:
I. General Overview - The owner Ted Anderson is proposing the
construction of a 1536 square foot office building.
SUMMARY OF DEPARTMENTAL R$QIIIREM$NTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. For their records the Planning Department needs to
know when the existing buildings were built, what they are
used for, the location of the existing parking, and how it
will relate to the proposed parking.
2. A copy of landscaping and parking requirements were
submitted during the meeting and will be sent to the
applicant.
3. All conditions of pending short plat 613-89 shall be
met.
4. Please specify if the proposed will contain retails
sales as well as office space.

8. Permit Release Requirements
1. Please submit a revised site plan for the entire site
illustratinq proposed and existing parkinq, landscaping,
uses withi-n the buildings, and the location of existing
buildings for review and approral.
2. An estimate from a nursery includinq size, type and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
3. All conditions of short plat 613-89 shall be met.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comment were Building and Safety by Bob McCann and a
copy will be sent to the applicant.
2. Submit a drainage plan for the site, at a minimum the
plan shall contain the following: drainage calculations
for stormwater volumes qenerated on site, calculations for
total impervious surfaces contained within the site,
finished grade elevations for structures to be constructed
on site, finished grade elevations at the top and bottom
of the 208 swale, a typical cross section of the 208
swale, calculations to justify the number and type of
drywells proposed, and the elevation of drywell inlets
where applicable.
3. Bob McCann had concerns regarding the gate located on
the property and the ability for traffic to maneuver
around the gate.
4. An Agreement to Pay Fees was given to the applicant
durinq the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. An RID/CRP Agreement on Lake Road needs to be
recorded. Please submit a copy of a recorded property
deed for the subject property so that an the agreement can
be preparsd.
2. All conditions of short plat # 613-89 must be met.

3. Submit a drainage plan as described above for review
and approval.
III. Health District (456-6040)
A. Discussion/Requirements
1. A sewage maintenance agreement may be required if the
proposed segregation of the property is going to separate
the existing buildings.
2. Please submit the addresses of the existing buildings.
3. Please indicate the number of emplayees so that the
sewaqe system can be sized.
4. The area for the proposed drainfield will need to be
barricaded in such a manner that no vehicular traffic may
pass over the drainfield and the curb cut must be removed.
5. Please submit an updated critical materials listing to
Building and Safety for review.
6. If it is determined that the owner is a critical
materials user a"Sampling Agreement" which involves
sampling of the effluent of the septic tank on an annual
basis, shall be signed and returned to the Health
District. Cost for obtaining and processing the sample
shall be paid by the owner.
7. Please specify if the proposed will be used for retail
sales as well as office space. If the proposed is to have
retail sales please estimate the anticipated usage from
the customers so the the sewage system can be sized.
B. Permit Release Requirements
1. Apply for sewage system permit.
2. Al1 conditions of short plat 613-89 must be met.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Please submit a water plan for the proposed project.
2. Tre proposed building must contain fire walls or be
sprinkled.

3. If the building is sprinkled a central monitoring
system for the sprinkler system shall be installed.
4. A lock (Knox) box containing access keys for fire
personnel is required to be installed.
5. A fire hydrant is required to be installed and must be
located with in 20 feet of siamese connection.
6. A copy of Fire District No. 1 standards for water
supply for fire protection were submitted during the
meetinq and will be sent to the applicant.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a letter was given
to the applicant by Jun Mascardo.
2. The proposed must meet the minimwn requirements of the
Regulations for Barrier-Free Facilities.
3. Separate facilities shall be provided for each sex
when the number of employees exceeds four and both sexes
are employed.
4. The address must be posted on the building and must be
visible from the road.
5. PSpecial inspections are required for concrete over
2500 p.s.i. Please fill out special inspection forms
together with the name of the special inspection
organization to our office for review and approval.
6. The proposed shall comply with the requirements of the
Washington State Energy Code if qas heated, or the
Northwest Energy Code if electrically heated.
7. Please provide heat/loss calculations and a lighting
budget for review and approval.
8. Please verify the location of fire extinguishers.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting arid ather
items from the plan review letter needs to be submitted
for review and approval.

Written comments from the Planning Department, Engineer's
Degartment, and Fire District No. 1 are being attached to the
applicants copy of the minutes.
CORRTsCTIONB:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
AD.TOURNMSNT: There being no further business, Tom Davis thanked the
departinents for their participation and reminded all that he should
be contacted if there are any unforeseen problems which may arise.
