The County Engineerinq Department has completed a review of
the above referenced project. The followinq information must be
provided in order far us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a mini.mum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Springfield, Typical Roadway Section No. 1,
Access Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a f inancial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Enqineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on Springf ield.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RID/CRP agreement.

4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Springfield
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Platining Ordinance, will be required for
any portion of t,he project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Aqreement to Pay Fees". This document must be
returned to the County Enqineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

Chapter 9.14 of the Spokane County Code. The fees will be based on aclual salary

percent acfrninistrative cliarge, and will he bi[led montiily as accrued. Any ftnol
billing amounts, tu inciucle any Iate fees or any otlier eapcnscs incurred in tlte
oollection of an ovetclue account must be pAicl prior to the C.aunty's acceptance of
ihe project fnr filing.
2. The uadersigned agrees that these fees are due and payable upon receipt of the
biUing as specified above.
3. Any invoices not paid within 30 days of Ilie invoice clate wiil be suhjecied to a late
fee cltarge of per month (12% per year) on tlie unpaid balAnce of the account
ancl any accrued late fee charges. In addition, if any outstanding balance on the
acoount for this project is not paid within 30 days of the invaice date, no further
teviews oF tlte project documents will be conducted until tlie entire account balance
is peid. Any batance on the account for this project not paid witliin 65 days of the
invoice date may result in legal action or the initation of otlier collection proceciures,
inclucling referral to e coileclion agency. 1le Sponsor will be liable fur any anci all
expenses incurred by the County for the callectjon of overdue accounts.

Re: Williams Trucking Mobile Office Permit
Dear Julie
Attached hereto fs the revised site plan which maved the
new trailer closer to the existing one so they can be joined
together with decking. Thus, eliminatinq the need for the second
handicap access ramp on the new trailer.
Additionally, I have enclosed a copy of the tie down method
used for the subject building. I trust that this will suffice
for the permit issuance. Please let me know when the other
departments are finished with their comments. (Incidentally,
the Health District memo has been attended to and we are
processing that permit for septic connection at this time).
Finally, the deck will be constructed under separate permit
prior to occupancy of the new trailer. Your attention to this
matter is appreciated.

expense of the Assignar, enforce, short cf termination of the Lease, the perform-
ance or observance of each and every covenant and conditian of the Lease by the
Lessee Lo be performed or observed, not modify nor in any way alter the te nns
of the Lease, not terminate the term of the Lease nor accept a surrender thereof
unless required to do so by the terms of the Lease, not anttcipate the rents

Benefite to be hereafter derived do for themeelvee, their heire, qranteee, aesigne
and euccessor(e) in intereet hereby aqree to authorize Spokane County to place their
name(e) on a petition for the formation of a Road Improvement Dietrict (RID) by the
petition method pureuant to Chapter 36.88 RCW, which petition includee the owner(e)
property, and further not to objeot, by tha eigning og a baliot, or not to proteet
to the formation of a AID by the reeolution method pureuant to Chapter 36.88 RCW,
whfch reeolution includee the owmer(e) praperty. If a RSD ie formed by either the
petition or reeolution method, ae provided for in Chapter 36.88 RCW, the owner(e) or
eucceeeor(e) further aqree: (1) that the improvemente or conetruction contemplated
within the propoeed RID are feseible, (2) that the benefite to be derived from the
formation of the RID by the property included therein, together with the amount of

participation by Spokane County.
The RID waiver contained in thie agreement ehall expire after ten (10) yeare from
the date of execution below. Howsver, at the expiration date the owner(e) or
succeeeor(e) aqree to construct the required improvemente at their own expeneej pay
to Spokane County the then eetimated aoet of the required improvemente to enable the
county to complete the eame; or furnieh a bond or other eecure method euitable to
the County, providinq for or eecuring to the County the actual conetruction of the
