Revised Stormwater Plan
Dear Building Department Officials,
At the request of the owner for this project J-U-B ENGINEERS has prepared a revised
stormwater plan for Basin B of the project.
While under construction the owner discovered that the existing topography of the site
would be better treated in terms of stormwater ponds by a pond located on the northwest corner
of the property. After reviewing the site topography I agree with the owner. J-U-B ENGINEERS
did not perform the original topographic survey and stormwater design plan but is submitting this
revised plan and calculations at the owner's request per normal Spokane County requirements.
The previous location of the pond was on the southwest corner of the property. J-U-B
ENGINEERS has developed this Basin B revised pond location stormwater plan in order to
properly address the requirements of the pond and document for Spokane County the revisions
that need to occur in the field.
This is a situation where an experienced owner is addressing a problem discovered during
construction that would have affected the functional ability of the previous stormwater pond
design. I believe the owner should be commended for his upfront attitude in bringing the
problem forward for revision and resubmittal for your agency review.
Please evaluate this submittal and prepare any comments or concerns or approvals as

4. Add a County standard drywell detail.
5. Add undeveloped area into drainage calculations, if desired,
to facilitate future building endeavors.
6. Proper sizing of drywells is required. A Type "A" drywell will
handle 5,000 sf and a Type "B" drywell will handle 15,000 sf.
Use multiples of each to provide adequate drywell structures.
Bowstring calculations to prove that the drywell type selected
is sufficient will be required if these recommended salues are
exceeded.
7. Show how travel onto the undeveloped area will be prevented,
i.e., wheel stops.

1. The agreement to pay fees form should have been received in your office by now.
If not please give me a c111 as soon as possible.
2. The rock pits along the building are intended to ser~~e as dr~~~vells for rain water
runoff fi-om the metal buildi~ic, root'. I,her-e c-ire 5 rock pits provided. Each rock pit
takes up to 2500 square feet of roof sur-face area runoff At the 5 year stonli rate (per
the County Engineer's "Guidelines for Storm Watcr Managcment") this generates 104
CFlH:R of ninoff. Each swale contains 25 SF of surface arez and extends 4' below
grade. This takes it below the "B soil profile" into sandy ~ravel (see attached). At an
assumed percolation rate of 72"/HR, each swale would handle 150 CF/HR of runoff.

3. The landscape plan has been added to the architectural site plan on the resubmitted

including any expenses incurred in tlle collection of an overdue account, must be paid
prior to the County's acceptance of the project for filing. If a project is approved and/or
filed witli a balance still owing, the unpaid balance shall be paid within 30 days of the
invoice date. 2. The undersigned agrees that these fees are due and payable upon receipt of the billing as
speciCed above. 3. Any invoices not paid within 30 days of the invoice date will be considered delinquent.
If any outstanding balance on the account for this project is not paid within 30 days of
the invoice date, na further reviews of the project documents will be conducted until the
entire account balance is paid. Any balance on the account for this project not paid
within 65 days of the invoice date may result in legat action or the initiation of other
collection procedures, including referral to a collection agency. The Sponsor will be
liable for any and all expenses incurzed by the County for the collection of overdue
accounts.

the Grassy Swale areas provided. The attached calculation for Basin "B" of the Project was
completed on December 6th, ] 995 and filed with the County Engineering Department. It called
for a single "1'ype A.Dry Well to be installed in Swale B. Basin A contains approxiiiiate►y 25 %
less impervious surface. .Both Swale A and Swale B were provicied with one Spol:ane County

During the recent conversation with Paul Chase of Fire District #1 regarding certification of our
nevv hydrant, r askcd him about the need for the special turn-a-round and dcy-vvell as originally
plannecl. We discussed the need based on the following premises.
I. Adjacent to the hydrant is a 30 foot swing cyatc onto the subjecl pi-operty accessible by
lock-box. this allows fiill drive-thru on the site on 40,000 square foot of paved yard.
2. The permanent easement right of way of 30 feEt is paved and allows open swing access
onto National Foods property of an acre National has no intention of fencing their
property offas they use it daily for their business. .
3. Tlle property on wliich the improvement will be located on is easement access to a
property to the west is for sale. It is being aggressively marketed by Tomlinson Black. _
Sale of same would make the improvements subject to removal.
.
-It seems that considering the conditions noted above, the requirements existing may be .
superfluous ro the Fire Departments need for functional performance oCtlleir duties.
F?aul Chase is in agreement with my thought 1nd has personally visited the site to suppor-t this
opinion.
VVe are requesting withdrawal of tllis requirement, which at the time of original planning seemed
necessary and relevant to all concerned.
