The County Engineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
b
l. Drainage calculations for storinwater volumes
qenerated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to 3ustify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane Caunty Zone Change No. ZE-1-77
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Girard, Typical Roadway Section No. i, Access
Standard.
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is ta be completed prior to the
release of a building permit or a financial guaranty in an antount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Requixed plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release. Please
oontact an $nqineer as soon as possibie so as not to delay your
permit.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new ar improved driveway
approaches to the following streets:
a. Girard
D) Insufficient information was submitted with the propasal.
We are unable to proceed with our review. We will need
the followinq before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The _
design, location and arrangement of parking stalls shall be in
accordance with standard traffic enqineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. The paving requirentent applies to the alley. If access
is intended, then it must be paved and a sight distance analysis,
prepared by an enqineer, will be required.
b. No access is allowed to Broadway.
E) IItility Condition: Permittee is responsible for arranqinq
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative n►ust complete and sign Spokane County
Engi.neers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The appliaant or his representative has been qiven a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimua► guideline.

Approach PerYaits are required on all new approaches as well as all
approaches that will be altered. Contact Sylvia Lightfoot at the
County Engineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
A bond or some other form of financial surety approved by Spokane
County needs to be submitted for proposals that require
improvements within the adjacent right-of-way. To expedite your
request for a building permit the County has 3 pre-approved bond
f ormats . I f you chose to use a dif ferent f ormat a member of the
County's legal staff will have to review it which will likely
result in a delay.
DRAIFAGS RKFORT:
The drainage report prepared by Simpson Sngineers for Girard Road
has been approved.
PLANS:
Road Plan: Revise the plans to reflect the new curb cut location
and revise the grades if necessary.
A mylar of the road plans, signed by the ovner must be submitted to
Spokane County.
Site Plan: outline and otherwise define basins A and B.
Asphalt drained was computed in this office to be approximately
9,850 square feet. Address the difference.
A complete drywell detail is required.

The acceptable drywell frame and grate is a type 4.
The 4" concrete slab apron detail appears to no longer apply to the
plan, please remove it.
The swale for basin A has a bottom elevation of 981-9" and a
drywell lid elevation of 99' -3" . Both of these elevations are above
the elevation of the asphalt, 981-211. Please revise.
The required amount of 208 swale for basin A was computed to be
less than what is shown on the plan. Address the difference.
Revise the North and South building elevation drawings to show only
the three tenants.
Provide the spot elevations requested on the plan.

The purpose of this letter is to clear up some of the items that were brought up after the
pre-application rneeting held April 26, 1994.
Allsy Improvement
The alley does not have to be improved as long as you are not using it for any
purpose. This would include refuse pick-up as well. The engineered road plans
and sight distance analysis wili not be needed unless you are using the alley.
Eastern Overt&ad DooL
Demonstrate how a typicel vehicle wili enter and leave the last storage aree. If
this includes paving a pad to the north to give the vehicle more room to back
out, then show that on the site plan and include the additional area in your
'208' calculations. I used a 42' turning radius on the last door assummg the
vehicle wouid back straight out onto the pad. With this template the vehicie
can not exit this last unit.
Front Entrance
The first entrance on Girard Streei to this site is inadequate for vehicles larger then
a passenger vehicie. Indicate on your plan a sign of adequate size directing delivery
vehicles to the rear.
208 Re4wrements
The 208 information you indicate on this plan is the same as what was used on the
previous smaller building. Please revise the calculations and sizes to reflect the
changes in the buildmg size.
These are the items that were, brought up after the pre=application meeting. In order to
proceed with the review, we will need a revised site pian. I'suggest y,ou clean up the plan
as much as possitile to make the review, a little easier. Remove all unnecessary items and
make'the plan as clear as possible.
Please submit any revised plans to the BUILDINQ DEPARTMENT along with seven copies
for circulation to all rewewing agencies. Do NOT submit rewsed plans directly to the
Engineer's Office. If you have any questions, feel,free to call.

A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqement". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained withfn the site.
3. Finished grade elevations far structures to be
constructed on site.
4. Finished grade elevatians at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the nwmber and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change PTo. ZE-1-77
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineerinq practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.
b. The alley access and use will have specific
requirements as follows:
1. Pavinq of the alley will be required. The
asphalt and sub-base thicknesses are to be 3 inches of asphalt
over 6 inches of sub-base.

2. The alley asphalt must be directed to a
208 drainaqe swale for treatment. Since the alley is County right
of way, a drainaqe easement will be required for runoff if the
208 swale is on private property.
3. The alley is in County right of way,
this will require the alley to be designed by a licensed Civil
Engineer. Please aoatact aa Eaqiaeer as sooa as possible ao as
not to delay your permit.
4. A sight distance analysis, prepared by an
licensed Civil Engineer, will be required for the alley access to
Broadway.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This docwnent must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Departiaent.

requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.

The alfey does not have to be improved as long as you are not using it for any
purpose This would include refuse pick-up as well. The engineered road plans
and sight distance analysis wilJ not be needed unless You are using the aliey.
Eastern OvQrhead Door

this includes paving a pad to the north to give the vehicte more room to back
out, then show that on the site ptan and include the additional erea in your
'208' calculations I used a 42' turning radius on the last doar assuming the
vehicle wauld back straight out onto the pad With thrs template the vehicle
can not exit this last unit.
Front Entrance
The first entrance on Girard Street to this site is inadequate for vehicles larger then
a passenger vehicle. tndicate on your plen a sign of adequate srze directing delivery
vehicles to the rear.

A review of the above referenced project has been accomplished. The list below is
a summary of the items that need to be addressed. Please refer to the enclosed check
prints for complete comments.
1. The southern approach is adequate for vehicles requiring a 45' turning
radius. You may eliminate the signs if you wish.
2. The radius you indicate for the last space is incorrect. The radius should
start at the location of the front wheels. Please see the enclosed
drawing for clarification. Please revise.
The ailey is not to be used by tenants or owners of this building until improvements
are made to said alley. It is also brought to your intention that backing out onto the
County right-of-way is illegal. The current site layout makes it very difficuit for the
vehicles leaving space 'D'. Various movements will be necessary for the vehicle to
leave this space.
Please make the necessary revisions and submit revised plans to the BUILDING
DEPARTMENT for circulation to all reviewing agencies. Do NOT submit plans directly
to the Engineer's Office.
