The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5'. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:

Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of

1. General Overview - The owner, West Valley School District, is proposing to construct two
(2) new buildings. The first building will be a pole type construction of 9,850 square feet to
be used as a bus parking facility. No on-site fueling of the buses will occur. This building
will be located on the north end of the parcel that Seth Elementary is located on. The second
, building will be 7,206 square feet and will contain an office, a food service warehouse, and a
two (2) vehicle bay maintenance area for servicing buses (minor oil changes and exchange of
parts.). This building will have a security system. West Valley School District is the lead
agency for the State Environmental Protection Act, and has not made a decision if they will be
proceeding with a checklist.

3. Please complete a Certificate of Exemption either aggregating the two parcels
into one parcel or adjusting the parcel boundaries of one of the parcels.
II. Spokane County Air Pollution Control Authority (456-4727) - Kelle Vigeland
A. Discussion Items
1. Comments were given to the Department of Buildings by Kelle Vigeland and
presented to the applicant by Bill Benish who summarized the following:
- Proposed must meet all air pollution regulations, including those dealing with
dust emissions during construction and excavation projects.
- All traveled surfaces are required to be paved.
III. Division of Engineering & Roads (456-3600) - Gary Nelson
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Gary Nel son . -
2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management, as listed item "A" of the
handout and also mailed with these minutes to the applicant. Please note item #8
requiring the submittal of a landscape plan to the Division of Engineering to
assure there is no conflict between the Planning Department requirements and the
Division of Engineering requirements.
NOTE: Please contact the Engineer's office regarding requirements for the
loading dock shown on the site plans.
3. Please submit road and drainage plans prepared by an engineer for road
improvements to Mission Avenue. Gary Nelson will verify the functional
classification and the required type of roadway section that applies to Mission
Avenue and will contact the applicant and his engineer (Chuck Simpson) with
this information. All required road construction shall be completed prior to
permit issuance or a bond in an amount estimated by the County Engineer to
, cover the cost of construction shall be submitted. The applicant was advised to
submit the road and drainage plans as soon as possible so that permit issuance
would not be delayed. It was noted that these road improvements need to be
made on the entire parcel for which the building permit is being applied.
As an alternative, the Division of Engineering suggested that the applicant could
do a minor lot line adjustment through a Certificate of Exemption to relocate the
conflicting property line rather than aggregating the parcels. The Planning

Department stated that considerations must be made to assure that setback
requirements are met and that an easement for the septic system on the adjacent
property be obtained. The two parcels would then become lots "A" and "B". If
this is procedure is chosen, please submit a Certificate of Exemption to the

4. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit road and drainage plans prepared by an engineer for road
improvements on Mission Avenue. '
3. Please submit a copy of the Agreement to Pay Fees signed by the owner.
IV. Health District (324-1577) - Daryl Way
A. Discussion Items
l. Written comments were presented to the Department of Buildings by Daryl
Way and were presented at the meeting by Bill Benish.
2. The water purveyor for the proposed is Spokane County Water District No. 3
(536-0121). Please contact the water purveyor to review requirements for back
flow preventers.
2. Proposed must apply for a permit for an on-site sewage disposal system. The
Uniform Plumbing Code requires that the drainfield be located on the same
parcel as the proposed, unless a waiver is obtained from the Department of
Health and the owner of the property on which the drainfield is located grants an
easement for the drainfield.
3. Please submit complete plans and specifications for the food storage area of
the proposed for review and approval.
4. Please submit a critical materials list to the Department of Buildings for
review. If proposed is determined to be a critical material user, the owner will
be required to sign a Sampling Agreement. The agreement allows the Heal.th
District to sample the effluent of the septic tank on an annual basis. All costs for
sample retrieval and analysis shall be paid by the owner.
' With the amount of critical materials being stored and used on the site, the
proposed will be considered a critical materials user. A copy of the Sampling
Agreement was given to the applicant.
5. All construction debris shall be taken to a licensed landfill.

To comply with the ruling that "no evergreen trees shall be allowed
in the swales", a change order will be submitted to the contractor -
awarded the contract. The plans can not be changed because the bid
opening is scheduled for June 23, 1992. The change order will
change the previously proposed Austrian Pines (Pinus, nigra) to
Quaking Aspens (Populus tremuloides), 1 3/4" cal. min. The number
of trees will remain the same.

referenced project. I'm hopeful that all areas of concern to the county have been addressed:
Swales: As requested I've included the dimensions for each
swale on your original review sheet. Please refer
to the revised grading plan as some of the pervious
area values have been adjusted.
Drywells: All drywells on site have been upgraded to Spokane
County Type 'B' drywells. In some cases, an
additional drywell was added to the swale.
Runoff Flow: I've included additional slope percentages to help
clarify surface flows.
Landscape: I've included the revised landscape plan for your
review. . Details:
2.09 (Drywell Detail) The original detail we had shown
shall be voided and all reference to this detail
ignored. In its placewe shall reference the
standard Spokane County Type 'B' drywell.

2.10 (Polydrain/Oil Separator Detail) The catch basin in the original detail has been eliminated. As
requested it has been replaced by an oil separator
, and pump. The pump shall have a manual 'on' switch
