The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a°minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site plan showing the buildings in relation to the
entire school property.
.2. Drainage plan as specified.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

I. General Overview - The leasee, West Valley School District, is proposing to remodel an
existing structure, which they are leasing with an option to buy from Phillip and Bill Vigue.
The proposed consists of 12,800 square feet. Eight (8) employees are anticipated to be
employed on-site. Progosed will consist of a maintenance area (for groundskeeping supplies
and maintenance supplies), a building operations area, a warehouse (storing mainly dry
goods), an office area, and restrooms. The building operations area will consist of a small
wood shop with some equipment, spray paint, but no on-site welding will be performed.
Proposed is constructed so as to allow for driving a truck into it, if necessary. Personnel
employed by the leasee are licensed public operators for applying pesticides through the
Washington State Department of Agriculture, though no chemicals are stored on-site. No new
paving or outdoor storage azeas are proposed, no floor drains exist, and proposed will not be
used for educational purposes. Discussion was held regarding the 20 foot easement on the
vacation of Lily Street on the west side of the parcel. The leasee has ordered a copy of the
easement from Transamerica Title.

4. The current setback requirement along Nora Avenue is 35 feet. Only 27 feet
is shown on the site plan. No new construction is allowed within the 35 foot
setback.
5. Please submit a revised floor plan illustrating the square footage of use for
each area. These figures will be used to determine parldng stall requirements.
These parking stall requirements will be based on:
a. 1 for every 350 gross square feet (with a minimum of 5 required) for
the office space.
b. 1 for every 2,000 gross square feet of warehouse area
c. 1 for every 400 gross square feet of shop area
d. 1 for every 2,0(}0 gross square feet of storage area (if the storage area
is greater than 1,000 square feet) or 1 for every 400 gross square feet (if
the storage area is less than 1,000 square feet)
6. Please submit information regarding building height, ingress, egress, parlcing
(size and paving), and travel lanes.
7. Please submit a signage plan for review and approval illustrating the height
and dimensions of the signs, and their location. Applicant indicated that the sign
is anticipated to be located in an existing landscape site.
8. Please submit a lighting plan for the proposed, identifying the location and
direction of illumination for any proposed lighting.
9. A five (5) foot wide strip of Type III landscaping is required al.ong Nora
Avenue on the south side of the site.
10. The minimum landscaping requirements of the code are required to be met
for the parking area. A minimum of 10 % of the parking area is to be land-
scaped. Also, all parking stalls are to be located within 60 feet of a landscape
feature consisting of 32 square feet in area. This is not required if proposed has
less than 20 parking stalls.
11. Please submit an estimate from a nursery including size, type, quantity of
landscaping, itemized cost of the irrigation system, and the cost of labor along
with a promissory letter from the owner stating the landscaping will be installed
shall be submitted. Applicant was told that he could use school district employ-
ees for this.
12. Please contact Spokane County Air Pollution Control Authority at 456-4727
as required for all I-2 zones. Please submit written documentation that they were
contacted.
B. Permit Release Requirements ,
1. Please submit an estimate from a nursery including size, type, quantity of
landscaping, itemized cost of the irrigation system, and the cost of labor along
with a promissory letter from the owner stating the landscaping will be installed
shall be submitted.

II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirements -
1. Comments were given to the Department of Buildings by Bob Turner and
presented at the conference by Tom Davis.
2. Please submit a drainage plan for the site that is in compliance with Spokane
County Guidelines for Stormwater Management for any new hard surfaced
area(s).
a. Drainage calculations for stormwater volumes generated on site.
b. Calculations for total impervious surfaces contained within the site.
c. Finished grade elevations for structures to be constructed on site.
d. Finished grade elevations at the top and bottom of the 208 swale.
e. A typical cross section of the 208 swale.
f. Calculations to justify the number and type of drywells proposed.
g. Elevation of drywell inlets where applicable.
h. Copy of the proposed landscape plan.
3. An Agreement to Pay Fees is required to be signed by the owner and returned
to the Division of Engineering & Roads. A copy of this agreement is available
through them. Plan review will not be completed until this document is execut-
ed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit a copy of the Agreement to Pay Fees signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The water purveyor for the proposed is Spokane County Water District #3
(536-0121 Please contact the water purveyor to review requirements for back
flow preventers.
2. Proposed is served by an on-site sewage disposal system that was just recently
installed. However, this installation has not received final approval from the
Health District, and a reinspection fee is now required to complete the final
inspection. The size of the system is adequate for the proposed.
3. Please contact the Health District regarding the type of vegetation planned in
the required five (5) faot strip of property along Nora Avenue, as the vegetation
must be compatible with the drainfield which is located within the area where the
vegetation is being required.

4. Proposed may have floor drains in the restrooms. If floor drains are installed
in the shop area or where any critical materials are stored, then the floor drains
must drain directly into a holding tank.
5. Please submit a critical materials list to the Department of Buildings for
review. If it is determined that the proposed is a critical materials user, the
owner will be required to sign a Sampling Agreements. The agreement allows
the Health District to sample the effluent of the septic tank on an annual basis.
All costs for sample retrieval and analysis shall be paid by the owner. A spill
and clean up procedure would also be required by the Department of Buildings.
6. The applicant was advised to research the language of the easement for the
vacated Lily Street as there are 55 gallon drums stored within the 20 foot area
and the owner of the easement would be responsible for any cleanup of the site.
It was suggested that the owner may want to get certification that the easement is
a clean site.
7. All construction debris shall be taken to a licensed landfill.
B. Permit Release Requirements
1. Please pay the reinspection fee for the on-site sewage disposal system and
have a final inspection completed and approved on it.
2. Please submit a critical materials list to the Department of Buildings.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed has been calculated for 4,000 G.P.M..
2. For your information: a 10 inch main exists in Park Road, an 8 inch main
exists to the north of the proposed (in the northwest corner of the adjacent
property), and a 4 inch main exists in Nora Avenue (from Park Road).
3. Two (2) fire hydrants exist. Hydrant #15191ocated in the field is inaccessible
and must be moved to the northeast corner of the parcel. It must be surrounded
by a bamcade for protection. The two (2) fire hydrants will only produce, at a
maximum, 2,000 gallons per minute. There are 3 options available to meet the
required fire flow:
a. Install a sprinkler system in the proposed. This option would cut the
required fire flow by approxi mately 50 A vault would be required with
an 8 inch main serving it. If the sprinkler system consists of over 100
heads, central monitoring will be required. I
b. Replace the 4 inch main in Nora Avenue with a 10 inch main
c. Install a centrally monitored heat and smoke detection unit that is U.L.
listed.
Applicant indicated that they anticipate proceeding with both (a) and (c) above,
plus moving of the one (1) hydrant, and extending the line.
4. The fire hydrant(s) shall be installed as per an approved water plan. Prior to
the preparation of the water plan, the applicant shall contact Spokane County
Water District #3 at 536-0121 as soon as possible to obtain the purveyor

requirements including specifications. The water plan shall contain the location
of the hydrant, hydrant assembly deta.il, and plumbing detail. The water plan
shal.l be submitted to the fire district and water purveyor for approval prior to
installation. The fire hydrant(s) shall be installed prior to occupancy.
5. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
compieted forms are to be returned to the fire district prior to release of the
building permit. The box shali be installed prior to occupancy.
B. Permit Release Requirements
1. The order form for the lock (Knox) box entry system shall be submitted to the
Fire District prior to release of the building permit.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only by Jun Mascardo.
2. The proposed building is being classified as a B-1 and B-2 occupancy, Type
VN construction. The ground maintenance area wiil be B-1. The woodworking
area could become H-2 if more than three (3) pieces of dust producing stationary
equipment are located in the area. These pieces of equipment must have dust
collectors attached to them. Please submit information regarding the number of
equipment pieces to be located in this area.
3. Discussion was held regarding the easement and the exact property line of
vacated Lily Street. Please submit a Ietter from the owner for determination
regarding if this area is a non-building easement. If it is not a non-building
easement, then 4 hour fire resistive walls will be required for the proposed.
4. Please submit information regarding the classification of use of each area of
the proposed to determine any requirements for fire walls.
5. The submitted plans identify a suspended ceiling. Please indicate it's loca-
tion. Applicant indicated that there are no suspended ceilings, and that a sus-
pended soffit will be used. The cunent height of the interior of the proposed is
14 feet, and they are proposing to lower it to at least 10 feet.
6. A mezzanine is indicated above the receiving area. Please submit an engi-
neering drawing illustrating the requirements of 125 pounds per square foot, 7
foot headroom, and a beanng wall. Applicant indicated that this mezzanine will
be removed and not used. ,
7. Please submit engineering information for the shear wall with a door.
8. Complete plans need to be submitted for plumbing and mechanical.
9. If any area is heated to over 50 degrees Fahrenheit, is must meet the require-
ments of the Washington State Energy Code.

10. The proposed shall meet the minimum requirement of the Regulations for
Barrier-Free Facilities for parking areas/stalls, doors, and restrooms. Proposed
may also have additional responsibilities under federal regulations. For informa-

11. Every exit door is required to have a landing that is the same elevation as the
inside of the proposed.
12. Please submit an updated critical materials list for review.
13. Please post a sign that the stove located in the lunchroom is for heating
purposes only. Applicant stated that the stove would only be used occasionally
by employees.
14. The front page (cover sheet) of the construction drawings shall contain, at a
minimum, the professional stamp with an oriQinal dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitted for
review and approval.
APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were understood and had no
further questions at this time regarding permit requirements.
CORREC'ITONS:
To minutes or changes from what appears in the minutes, we should be notified within one
day of your receipt of these minutes.
To site plans as required by any or all of the above-listed departments shall be submitted to the
Department of Buildings who will then distribute accordingly to those departments.
