General Overview - The owner Carl Nemitz is proposing the construction of a 5,000 square foot sheet metal shop. The owner estimated there to be six employees, three in the shop area and ~ three in the office area. SUMMARY OF DEPARTMENTAL REOIIIREMENTS : 1r'~l ~~~;1f►^ I. Planning Department (456-2205) ~ C A. Discussion/ReQuirements ~ ~ 1. The proposed parking area is require~d to be paved~ The applicant had a problem with this requrr-ement;-T-im Lawhead suggested that the applicant submit a letter to Wally Hubbard, Director of the Planning Department requesting a waiver from the paved parking requirement. 1 2. Type IV landscaping is required along Nora Avenue. A .copy of Type IV Landscaping Standards were given to-the applicant during the meeting. - 1 - 3. All parking stalls are to be within 60 feet of a landscape feature consisting of 32 square feet in area. 4. A Certificate of Exemption shall be obtained for the proposed site. Tim Lawhead stated that the previous owner may have already obtained the exemption, Tim will check into the matter and get back to the applicant. B. Permit Release Requirements 1. An estimate from a nursery including size, type and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. 2. Please submit a detailed landscaping plan for review and approval. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and Building and Safety by Scott Egger. 2. The proposed will have a metal roof therefore drainage can go directly into the drywell. 3. A drainage plan that is in compliance with Spokane County Guidel.ines---,for Stormwater Management is required for the,..p"arking 1` " 4. An Agreement to Pay Fees was given to the owner during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1. Please submit a drainage plan as described above for - review and approval. 2. An RID/CRP Agreement Notice to Public No. 6 is required on Nora Avenue. Please submit a copy of the recorded property deed so that the agreement can be prepared. 3. Please submit a copy of the Agreement to Pay Fees signed by the owner to the Engineering Department. - 2 - III. Health District (456-6040) A. Discussion/Requirements 1. The proposed on site sewage system as shown on the site plan is not adequate. A minimum size system consisting of a 1,000 gallon tank and 150 feet of drainfield which will accommodate 12 persons per day shall be installed. 2. Please submit a revised site plan illustrating the location of existing and proposed on site utilities. 3. The applicant stated that the existing water line located on the property is to be relocated off the property by the water district. Please submit a letter from the water district verifying that the water line is being moved and an approximate date of when it will be moved. 4. If it is determined by the Planning Department that the parking lot does not have to be paved then sewer pipe used shall be steel cast or ABS. 5. Please submit a critical material list to the Department of Buildings for review. 6. If it is determined that the proposed is a critical materials user a Sampling Agreement shall be signed by the owner for the sampling of the effluent of the septic tank on an annual basis. The cost of sample retrieval and analysis shall be paid by the owner. 7. Also, if it is determined that the proposed is a critical materials user a riser and ring type lid shall be installed to grade for easy sampling access. 8. The water purveyor for the proposed is Spokane County Water District No. 3(Phone 536-0121.) B. Permit Release Requirements 1. Apply for a permit to install the proposed on site sewage system. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed is 3,000 p.s.i. - 3 - 2. The fire district needs assurance that they will have access to the fire hydrant located off site. 3. If the existing eight inch water line is moved off site the new line that is installed must also be eight inches to provide the required fire flow. V. Department of Buildings (456-3675) A. Discussion/Requirements 1. The proposed was originally classified as a Group B-2 Occupancy, the applicant stated that there will be some welding inside of the building therefore, the classification shall be changed to a Group H-4 Occupancy. 2. The proposed shall meet the minimum requirements of the Regulations for Barrier-Free Facilities. 3. Please submit a cross-section detail showing the ceiling height and insulation for the office area. 4. Shop drawings for roof trusses shall be submitted. 5. Please submit mechanical drawings showing the heating and cooling system and ventilation system for the building. 6. Lighting layout and lighting budget calculations shall be submitted. 7. Please submit a critical materials list to the Department of Buildings for review. B. Permit Release Requirements l. Two complete revised sets of plans addressing the items discussed during and after the meeting needs to be submitted for review and approval. COUNTY ACTION: Tim Lawhead of the Planning Department will check to see if a Certificate of Exemption has already been obtained for the proposed site and get back to the applicant. APPLICANT'B COMMENTS/ACRNOWLEDGEMENT: The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regarding permit requirements. - 4 - . . / • ' CORRECTIONB: , To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes.
