The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At -
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
_ generated on site.
2. Calculations for total impervious surfaces
,contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
,drywells proposed.
7. Elevation of drywell inlets where applicable.
8..Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No.ZE-21-80
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
~ a.Nora Avenue, Typical Roadway Section #1
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount ofithe financial guaranty or permit,release.
2.-As an alternative to the required road improvements
the County will accept an RID/CRP agreement

"Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
. right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
:plan has been approved, and before the issuance of
a building permit, from the County Engineering
.Department for any new or improved driveway
approaches to the following streets:
a.Nora Avenue
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
l. Site Plan.
2. Drainage plan as specified.
3. Other infor_mation:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County-Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized -
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
incllzding each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

SPOKANE COUNTY
HEARING EXAMINER COMMITTEE
FINDlNGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on April 9, 1981, and
the members of the Committee present being Jane Myers, Chairperson, Ron
McVicker and John Ccaller.
B. PROPOSAL
, The sponsor, Don Krebs, is requesting approval of a Change of Conditions, File
No. ZE-21-80 for the purpose of developing an equipment storage yard and
building in the Restricted Industrial Zone.
C. FINDINGS OF FACT
1. That the existing land use in the area is school, industrial, storage yard
and undeveloped.
2. That the Comprehensive Plan designates this area as appropriate for urban
development.
3. That the existing zoning of the property described in the application is
Restricted I ndustrial .
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with, and the Committee concurs with the Declaration of
Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda item
have been fu If i I led .
6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly., the pro-
posed rezone is justified.
B. That the proposed use is compatible with existing uses in the area.
9. That the owners of adjacent lands expressed approval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in harmony
with 'the general purpose and will not be otherwise detrimental to the public
health, safety, and welfare.

CONDITlONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
a) COUNTY PLANNING DEPARTMENT
1. The Zoning Administrator shall approve a specific exterior lighting pian for the approved area prior to installation of such lighting. (Such
pfan shail attempt to confine illumination to the area with full considera-
tion to adjacent properties).
2. A specific landscape plan, planting schedule and provisions for mainten- ance acceptable to the Spokane County Zoning Administrator shall be
submitted with a performance bond for the project prior to release of
building permits.
3. The applicant shall develop subject property generally in accordance within the concept presented to the Hearing Examiner Committee. Minor .
variations when approved by the Zoning Administrator will be permitted,
incfuding, but not (imited to the following changes: Building location,
landscape plans, and general aliowable uses of the permitted zone. A!I
variations must conform to regulations set forth in the Spokane County
Zoning Ordinance. The original intent of the development plans shall
be maintained.
4. Direct light from any exterior area fighting fixture shall not extend
over the property boundary.
5. That the existing chainlink fence shall remain; however, if the schoof
building becomes active again in the future, a 6-foot sight-obscuring
barrier wi!l be required. 6. Applicant shall comply with '208' recommendations concerning storm-
water runoff and provide necessary landscaping for runoff.
7. Applicant shall comply with all agency's regulations as amended prior
to issuance of building permits.
8. That the provisions of SEPA's NOTiCE OF ACTION pursuant to Chapter
43.21C.080 RCW and the Board of Spokane County Commissioners
Resoiution #77-1392 be initiated by the project applicant within thirty
(30) days of final disposition of this application, and prior to any
on-site improvements.
9. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guidelines
(WAC 197-10) and the Spokane County Environmental Ordinance (SCEO),
a proposed declaration of non-significance has been issued at least
fifteen (15) days prior to this date; the official file, written comments
and/or public testimony contain information regarding assessment of
the proposal's adverse impacts to the physical environment; a finding
is hereby made that no potentially significant adverse impacts upon the
physical environment are anticipated as a result of the project; and a
final declaration of non-significance is hereby to be issued.
10. Ail current standards of the Restricted (ndustrial Zone, as amended,
shall be complied with in the development of this site. . 2

~ b} COUNTY ENGINEERING DEPARTMENT
1. Applicant shall pave 20 feet on Nora Avenue.
2. Applicant shall construct cement concrete curb and sidewalk adjacent
to the property on Nora Avenue.
3. Applicant shall submit for approval by the Spokane County Engineer
road, drainage, and access plans prior to the issuance of a building
permit on the praperty.
4. The applicant shall submit for approval by the Spokane County Engineer
and the Spokane County Health District a detailed combined on-site
sewage system plan and surface water disposal plan for the entire
, project prior to the issuance of any building permit on the property.
5. A parking plan and traffic circulation plan shall be submitted and
approved by the Spokane County Engineer prior to the issuance of a
building permit on the property. The design, location, and arrange-
ment of parking stalls shall be in accordance with standard traffic
engineering practices. Paving or surfacing as approved by the County
Engineer, will be required for any portion of the project which is to
be occupied or traveled by vehicles.
6. The word "applicant" shall include the owner or owners of the property,
his heirs, assigns, and successors.
7. To construct the road improvements stated herein, the applicant may,
with the approval of the County Engineer, join in and be a willing
participant in any petition or resolution which purpose is the formation
of a Road Improvement District (RID) for said improvement pursuant to
RCW 36.88, as amended. Spokane County will not participate in the
cost of these improvements.
8. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.
9. All required improvements shall conform to the current State of Washing-
ton Standard Specifications for Road and Bridge Construction, and
other applicable county standards in effect at the date of construction,
unless otherwise approved by the County Engineer.
c) COUNTY UTI L1T1 ES DEPARTIVIENT
1. Pursuant to Board of County Commissioners Resolution No. 80-0418,
the use of on-site sewer disposal systems is hereby authorized. This
authorization is conditioned on compliance with all rules and regulations
of the Spokane County Health District and is further conditioned and
subject to specific application approval and issuance of permits by the
Health District.

2. The owner, his heirs or successors shall join and participate in any
petition or resolution which purpose is the formation of a utility local
improvement district (ULID) pursuant to RCW, Chapter 36.94, as
amended. The owner, his heirs and successors shall further agree not
to oppose or protest any legal assessments for any utility local improve-
ment district (ULID) established pursuant to RCW Chapter 36.94, as
amended.
3. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County.
4. Each unit shall be double plumbed for connection to future areawide
collection system.
d) COUNTY HEALTH DISTRICT
1. Recommendations:
a) Water service must be coordinated through the Director of Utilities,
Spokane County.
b) Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Department
of Social and Health Services.
c) The use of individual wells is not authorized.
d) Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
e) Subject to specific application approval and issuance of permits by
the Health Officer, the use of individual on-site sewage disposal
systems may be authorized.
e) COUNTY BU I LDI NG AND SAFETY DEPARTMENT
1. The site is located in Fire District #1.
2. Mains and hydrants to be installed, in accordance with the Spokane
County Department of Building and Safety.
f) WATER PURVEYOR
1. Purveyor is Washington Water Power #1, and they will supply the site
with adequate water for domestic, fire and irrigation uses.
E. ORDER
The Hearing Examiner Committee, pursuant to the aforementioned, finds that the
application of Don Krebs, for a Change of Conditions as described in the appli-
cation should be approved.
