The County Engineering Department has completed a review of
th-e above referenced project. The following information rnust be
prvvided in order far us to proceed with our review.
A} For any new hard surface area, far an asphaltic roof, or
a roof eontaining HVAC machineryf adrainage plan
for the site shall ba prepared in cornpliance with Spokane County "Guidelines for Storrnwater Management". At
a minimum the plan rnust cantain;
1. Drainage calculations for stormwater ualurnes
generated on site.
2. Calculations for total irnpervious surfaces
contained within the site.
3. Finished grade elevations for structures ta he
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typicai cross section af the 208 swale.
6. Caleulations ta justify the number and type of
drywells proposed.
7. Elevation of drywrell inlets where applicable.
B) Insufficient information was submitted w,ith the proposal.
We are unable to proceed with our review. We will need
the follawing before we can proceed;
1. Site Plan showing a,ll r~ew paving (the b~~~ ~f the

where existing asphalt, and drywell is located,
2. Drainage plan as specified.
C) Utility Condition: Ferrnittee is responsible for arranging

CALL TO ORDER: The meeting was called to order at approximately 10:00 a. m. by the
Division of Buildings Code Compliance Coordinator, Tom Davis, with the following in

SCOPElPROJECT DESCRIPT'ION:
1. General Overview - The owner Westco Inc. is proposing to re-build a 12,017 square
foot structure that was recently destroyed by fire. The proposed will have the same foot print
as the structure destroyed by fire but may have additional height added. The existing footing,
foundations, floor slab, and walls from the existing structure will be used.
. SITMMARY OF I1EPAR'T11ENTAL RE;OUIREMENT'S:. . . . . . . . . . . .
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-2 zone. The proposed use of wholesale
cleaning is allowed in the zone.
2. The proposed is located on parcel number 12533-2813.
3. One off street loading dock is required for the proposal. The loading dock is
to be a minimum of 12 x 30 and if the loading dock is covered the canopy shall
be a minim-um of 141h feet high.
4. The minimum landscaping requirements of the code are required to be- met
for the parking area. A minimum of 10% of the parking area is to be land-
scaped. Also, all parking stalls are to be located within 60 feet of a landscape
feature consisting of 32 square feet in area. Denny Christenson asked if there
could be any deviation from the parking lot landscape requirements_ Tom Veljic

advised the applicant to contact Steve Horobiowski, Planning Department
regarding the matter. A five foot wide strip of Type III landscaping is required
along Trent Avenue. Please submit a landscape plan for review and approval.
5. Parking as illustrated on the site plan is adequate. A minimum of 26 parlcing
spaces are required and 29 spaces are shown.
6. A lot line adjustment through a Certificate of Exemption shall be obtained for
the subject property because a portion of the property was sold/leased and
according to the Assessor's office is not excluded in the legal description.
7. Any new signs proposed must comply with the current sign standards.
B. Permit Release Requirements
1. An estimate from a nursery including size, type, and quantity of landscaping
along with a promissory letter from the owner stating the landscaping will be
installed shall be submitted.

A. Discussion/Requirement
1. The Division of Engineering & Roads was not present at the Pre-Application
Conference. Written comments were submitted to the applicants and the Divi-
sion of Buildings.
2. The written comments indicated that a drainage plan for new hard surfaced
areas would be required. The applicant stated that there will be only 2,800
square feet of new hard surfaced area. This new amount of hard surfaced area
does not exceed the minimum requirement for 208 drainage swales, therefore the
proposal should not required 208 drainage swales. Tom Davis advised the
applicant to verify the requirement with Gary Nelson, Division of Engineering &

y 3. An Agreement to Pay Fees is included with the owners copy of the minutes.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a copy of the Agreement to Pay Fees signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements -
1. The proposed on site sewage disposal system is under the jurisdiction of the
Department of Ecology. A letter dated October 1, 1991 from the Department of
Ecology was submitted to the Division of Buildings. The letter stated that the
. plans for the pr,oposed on site system have been reviewed and approved with

r conditions indicated in the letter. Please contact Carl J. Nuechterlein, Depart-
ment of Ecology at (509) 456-2926 for additional information.
2. The site is served by an on site privately owned water system. The water
system is under the jurisdiction of the State Department of Health. The water
system will need approval by the Department of Health prior to permit release.
Please contact Tom Wells, Department of Health at (509) 456-3186 for addition-
al information.
3. Please submit a critical material list to the Division of Buildings for review.
4. The debris from the existing building shall be reviewed for for asbestos
material. If asbestos is present it will need to be properly abandoned and taken
to one of the two landfills in Spokane County licensed to dispose of asbestos.
All other demolition and construction debris is to be taken to a licensed landfill.
B. Permit Release Requirements
l. The.Health District is ready to release their portion of the building permit. .
IV. Air Pollution Control Authority (456-4727)
A. Discussion/Requirements
l. If the debris from the existing building contains asbestos a permit to meet
federal regulations shall be obtained.
2. The applicant stated that the boiler to be installed will be over 400,0(}0
BTU's. Spokane County Air Pollution Control Authority regulations require a
Notice of Construction permit be obtained for appliances over 400,000 BTLT's.
A fee for the permit will be based on review time and air flow. The regulations
also require that a State Environmental Policy Act (SEPA) be submitted for the
proposed. There is a requirement for a 15 day public comment period as well as
a$75.00 fee. The requirement for a SEPA checklist and the subsequent issuance
of the Notice to Construct Permit will not delay the issuance of a building

3. Dust emissions need to be controlled during construction.
4. Measures must be taken to avoid traclang of mud and dirt onto county right
of way. If tracking occurs it shall be cleaned as soon as possible.
V. Fire District No. 1(928-2462)
1. The fire district was not present at the Pre-Application Conference. Tom
Postlewait advised the applicant that a lock (Knox) box entry system for fire
department personnel access is required to be installed. Forms for obtaining the
lock box can be obtained from Fire District No. 1.

V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only and a letter was sent
to the applicant by Tom Postlewait.
2. The proposed building will most likely be classified as a B-2 Occupancy.
The occupancy will be verified once a critical materials list has been submitted
and reviewed. A critical materials list was given to the applicant during the
meeting.
3. A minor lot line adjustment is required for the subject parcel for the portion
of the property that has been sold/leased. The exterior walls shall meet minimum
fire protection requirements.
4. Please submit an engineers report on the structural status of the existing fire
damage walls and other structural elements for review.
5. The proposed shall meet the minimum requirements of the Washington State Regulations for Barrier-Free Facilities.
6. Drawings shall be directly stamped and signed by the architect. (Pen and ink
- not copy)
7. Please verify that the mechanically operated ventilation system is capable of
supplying the minimum outdoor air requirements of the Washington State Energy
Code. .
8. Cross connection devices shall be installed on equipment which will cause
pollution of the domestic water supply.
9. Portable fire extinguishers shall be installed as per the requirements of the
Uniform Fire Code.

be required on the proposed. Please indicate the name of the testing laboratory
and submit copies of the inspection reports to the Division of Buildings for
review.
11. The applicant asked about the possibility of obtaining a fast track permit for
the proposed. Tom Davis informed the applicants that the requirements for
obtaining a building permit should not take to long and advised the applicant
against a fast track permit.
12. Tom Davis determined that since the applicant is re-building a fire damaged
building and using the same footings, foundations, and walls no environmental
checklist will be required. However, Air Pollution Control Authority, permit
requirements will require the filing of a checklist as noted in item IV A. 2.
above.

1. Two complete revised sets of plans addressing the items discussed during
the meeting and other items from the plan review letter needs to be submitted for
review and approval.
APPLICANT'S COMMFNTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were understood and had no
further questions at this time regarding permit requirements.
CORRECTIONS :
To minutes or changes from what appears in the minutes, we should be notified within one
day of your receipt of these minutes.
To site plans as required by any or all of the above-listed departments shall be submitted to the
