4. Applicant shall obtain approval for on and off-site drainage and
access plans before issuance of building permits.
b. Spokane Countp Health District:
The applicant shall complp with rules and regulations of the Health
District in providing for adequate sewage disposal. All necessary Health
District permits shall be obtained prior to building permit issuance.
Approval of sewage disposal facilities by the Spokane County Health
District.
The applicant should Ieave unpaved land available for sewage disposal at
a load in rate of not greater than 1.2 gallons per square f.oot.
The applicant.should also have available'a 104% reserve drainfield at the ~
same Ioading rate.
c. County Fire Marshal's Office: Fire District #1
Installation of fire mains and hydrants to be in accordance with the
requirements of the Spokane County Fire Marshal.
Access and circulation plans for emergency vehicles to be approved prior
to building permit issuance.
d. Water Purveyor: T'R;ENTWOOD IRRIGATION DISTRICT
We are able to supply this proposal with adequate water.
TII. CONDITIONS
If the Zoning Hearing Examiner approves this request, the following conditions should be considered: %
a. Compliance with all requests stated under Reviewing Agency Comments
above.
b. The applicant shall develop subject property generally in accordance
within the concept presented to the Hearing Examiner Committee. Minor
variations when approved by the Zoning Administrator will be permitted,
including, but not limited to the following changes: Building location,
building materials, landscape plans, and general allowable uses of the
permitted zone. All variations must conform to regulations set forth in
the Spokane County Zoning Ordinance. The original intent of the
development plans shall be maintained.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
Aj For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
NOTE: The Spokane County limit for 208 swales is 3,000 square
feet, not 6,000 square feet as used on your site plans.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-203-78C .
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Sullivan, Sidewalk plans as required by ZE-
203-78C
All required construction (sidewalk) within the Public Road
Right of Way is to be completed prior to the release of a
building permit or a financial guaranty in an amount estimated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Required
plans are to be submitted prior to estimating the amount of the
financial guaranty or permit release.

A'benchmark is required for this project. A benchmark is a
physical mark or object used as a reference for elevations. This
point must be left undisturbed by construction.
'Right of Way dimensions, from centerline of adjacent roads to
property lines should appear on the plans.
All plans submitted to this department are required to have a
professional engineer's stamp or registered architects stamp by
state law. Architect stamp must include a signature and date.
Professional Engineer stamps must include the current seal and
expiration date as well as signature and date.
The County requires a Spokane County Type 4 drywell lid for
drywells in 208 swales. Specify on the drawings this type of lid.
Include a drywell detail on the plans.
Include a sidewalk detail on the plans.
Provide a copy of roof detail sheet or state construction of
roof. Metal roofs do not have to go to a swale, while asphaltic
or built-up roofing is required to be handled by a swale. If HVAC
equipment is proposed to be located on the roof then the roof
area needs to be included in swale calculations unless the HVAC
unit is sealed and self contained.
A bond or some other form of financial surety approved by Spokane
County needs to be submitted for proposals that require
improvements within the adjacent right-of-way. To expedite your

T request for a building permit the County has 3 pre-approved bond
formats. If you chose to use a different format a member of the
County's legal staff will have to review it which will likely
result in a delay.

Approach permits must be obtained, after a site plan has been
approved, and before the issuance of a building permit, from the
County Engineering Department for any new or improved driveway
approaches to the following streets: Upland Drive
A reciprocal use agreement is required for this project. It is an
agreement between the owners of two or more parcels granting
reciprocal use between the properties. Situations that require
. this agreement include, (but are not limited to), ingress/egress,
parking or drainage across property lines. This agreement is a
legal document between the parties. For more information on this
agreement contact your land-use attorney.
Provide a complete location of the BPA power line easement
location. Provide a letter from BPA approving
North Arrow should appear on the plans.
An appropriate scale is required for the plans.
A benchmark is required for this project. A benchmark is a
physical mark or object used as a reference for elevations. This
point must be left undisturbed by construction.
Right of Way dimensions, from centerline of adjacent roads to
property lines should appear on the plans.
All plans submitted to this department are required to have a
professional engineer's stamp or registered architects stamp by
state law. Architect stamp must include a signature and date.
Professional Engineer stamps must include the current seal and
expiration date as well as signature and date.
The County requires a Spokane County Type 4 drywell lid for
drywells in 208 swales. Specify on the drawings this type of lid.
Include a drywell detail on the plans.
Include a sidewalk detail on the plans.
Provide a copy of roof detail sheet or state construction of
roof. Metal roofs do not have to go to a swale, while asphaltic
or built-up roofing is required to be handled by a swale. If HVAC
equipment is proposed to be located on the roof then the roof
area needs to be included in swale calculations unless the HVAC
unit is sealed and self contained.

PROJECT DESCRIPTION:
Tlle Swanson Sullivan 6-Plex i5 a ~rotip of folir parcels of land located at tlle intersection
directly west of Sullivan Rd. and south of Upland Drive. The ledal location of the project is more
generally described as being in the vortlleast quarter of Section 2, Townsliip 25 N., Range 44
E, WM, Spokane County, Washington. The property is located within the Urban category and
is within the Aquifer Sensitive Area (ASA) Overlay zone.
The soil in the area is classified as GqA (Garrisan) based on Sheet 67 of the Soil Survey of
Spokatie County, Washingtott. A copy of tliis sheet is attached. The GgA soil is excessively
drained and lias moderately rapid pernleability. Based on the Spokane County Guidelines for
Stormwater Management, this soil type allows the use of Spokane County type "A" or "B"
standard concrete drywells.

PROJECT PURPOSE:
T}iis draina~e plan will deternline clie storm water facilities required to adequately harldle the
runoff from a ten year design storr,i in posc development condition.
In accordance with the Guidelines for Stormwater Management, the "rational method" will be
used to determine the peak discharQes and runoff volumes for the various basins. This method
is considered adequate for basins less than 10 acres in size. Numerous graphs and charts which
appear in this publication will also be uced and referenced accordinbly.
CALCULATIONS:
The total basin area and the impervious basin area used in the following ca]culations is
summarized below. Usinb the # of lots divided by the total basin area, Table 1 in the Guidelines
was used to determiile a runoff coefficient. 'C']lis coefficient will be compared to a weighted
average coefficient combining proposed impervious areas with proposed permeable areas. The
larger of the two values will control. Due to the size of each parcel and the natural drainage
patterns on the site, one-half of each lot area (the east 1/2) will be considered as contributing to
drainage concerns.

One '208' basin and one drywell was desioned for each parczl llSlila the guidelines identified in
addendum #2 - Modified Rational Mzthod Hydrographs. 'Ille peak flows for the each parcel ~~-ill
be disposed of in one typz "A" dr;~%vell. This drywell will be utilized in combination with a'208'
basin to adequately treat and dispose of the stormwater runoff.
The type "A" drywell and '208' basin will be located on the northwest corner of each parking lot.

Top of berm elevations have been held at 0.5 feet above the inlet to the swale. We have been
under the impression that this is County standard. If this is not the case, please advise us so that
we may lower the top of berm.
A radial dimension has been added to the swale corner to help clarify the bottom length and
width. This seems to have been the discrepancy between volume calculations.

Bonneville Power Administration (BPA) hereby agrees to the use of BPA's easement area for
construction, use, and maintenance of a: 1) private parking area and landscaping extending a
distance of approximately 48 feet into the right-of•way within a parcel of property known as Lot 6,
Krueger's Addition and a: 2) private parking area, landscaping, and a drain field extending a
distance of approximately 100 feet into the right-of-way within a parcel of property known as Lot 7
of Krueger's Addition. The location of your park;ng, landscaping, and drain field is partially within Lot 1 of Section 2,
Township 25 North, Range 44 East, Willamette Ivleridian, Spokane County, State of Washington,
and as shown on the attached segment of BPA drawing marked Exhibit A.
PLEASE NOTE; BPA is not the owner of this property and if you are not the owner, you
must obtain the owners' permission to use this property. There may aIso be other uses of
the prol)erty which niight be locatcci within the same ,irea as your project. This agrcement
is subicct to tliose other rights. ,

BPA'S AGREEMENT IS CONTINGENT ON THE FOLLOWING CONDITIONS:

1. Hazard or Interf'erence: The subject use of this easement area has been
determined not to be a hazard to, nor an interference with BPA's present use of this
easement for electric transmission line purposes. Accordingly, there is no present
objection to such use. However, if such use should at any time become a hazard to
the presently installed electncai facilities of BPA, or antif facilities added or
constrtjcted in the future, or if such use should interfere with the inspection,
maintenance, or reAair of the same, or with the access along such easement,
vou will be re4uired to remove such hazard or interference at no expense to
BPA.
2. You are hereby given notice that transmission proiects are scheduled in this
area near the vear 2002, and your parking, landscaping and drain field may be
subject to removal and you will be responsibie for the removal and a11 costs
involved. . 3. BPA shall not be liable foc any damage to your parking, landscaping, and drain
field located within the right-of way which might occur during maintenance,
reconstruction, or future construction of its facilities.
4. Access to transmission line towers and to and along the right-of-way by BPA's
maintenance crews shall not be interfered with or obstructed.
5. No covered parking shall be allowed. . 6. You shali mark the perimeter of your drain field.
7. Landscaping within the right-of-way sha11 not exceed 10 feet in height.
8. Operators of construction equipment must maintain a minimum distance of
15 feet between equipment and transmission iine conductors (wires).
9. BPA's right-of-way shall be restored to its original condition or better following
construction. No grade changes to facil;tate disposal of overburden shall be allowed
, from the excavation or construction of the parking, landscaping, and drain field.

10. Your park,ng and drain field should be designed to vvithstand HS-20 loading
from BPA's heavy vehicles (up to 54,000 pounds gross vehicle weight),
11. There shall be no storage of flammable materials or refueling of
vehicles/equipment within the right-of-way.
12. The construction, use, and maintenance of your parking, landscaping, and drain
field shall be at no cost to BPA.
13. Other uses and utilities on the right-of-way must be applied for
separatety.
14. You shail not make any changes or additions to your use of the
right-of-way without BPA's review and writien approval.

PROJECT DESCRIPTION:
1'he Swanson Sullivan 6-Plex is a group of four parcels of land located at the intersection
directly west of Sullivan Rd. and south of Upland Drive. The legal location of the project is more
generally described as beinb in the Northeast quarter of Section 2, Township 25 N., Range 44
E, WM, Spokane County, Washington. The property is located within the Urban category and
is within the Aquifer Sensitive Area (ASA) Overlay zone.
The soil in the area is classified as GgA (Garrison) based on Sheet 67 of the Soil Survey of
Spokane County, Washington. A copy of this sheet is attached. The GgA soil is excessively
drained and has moderately rapid permeability. Based on the Spokane County Guidelines for
Stormwater Managernent, this soil type allows the use of Spokane County type "A" or "B"
standard concrete drywells.
T'he drainage design for this project is composed of a single parcel analysis providing a typical
design layout for each of the four parcels. The intent of the design is to retain dra.inage within each parcel to provide '208' treatment and drywell injection.
PROJECT PURPOSE:
This drainabe plan will determine the storrn water facilities required to adequately handle the
runoff from a ten year design storm in post development condition.
In accordance with the Guidelines for Storrnwater Management, the "rational method" will be
used to determine the peak discharges and runoff volumes for the various basins. This method
is considered adequate for basins less than 10 acres in size. Numerous graphs and charts which
appear in this publication will also be used and referenced accordingly.
CALCULATIONS:
The total basin area and the impervious basin area used in the following calculations is
summarized below. Using the # of lots divided by the total basin area, Table 1 in the Guidelines
was used to determine a runoff coefficient. This coefficient will be compared to a weighted
average coefficient combining proposed impervious areas with proposed permeable areas. The
larger of the two values wil.l control. Due to the size of each parcel and the natural drainage
patterns on the site, one-half of each lot area (the east 1/2) will be considered as contributing to
drainage concerns.

Weighted C=((14,100 x 0.2) +(7900 x 0.90))/22,000 = 0.45 > 0.25 from above.
Therefore C= 0.45 controls for overland flow.
One '208' basin and one drywell was desi jned for each parcel using the guidelines identified in
addendum #2 - Modified Rational Method Hydrographs. The peak flows for the each parcel will
be disposed of in one type "A" drywell. This drywell will be utilized 'ul combirlation «rith a'208'
basin to adequately treat and dispose of the stormwater runoff.
The type "A" drywell and '208' basin will be located on the northwest corner of each parking lot.
