General Overview - The owner, Don Swanson, originally proposed this project and paid plan review fees in April, 1981. He is now proposing to construct the 19 unit two and one-half story apartment building with 19 carports. Proposed will have a footprint of 6,346 square feet and will have a total of 18,212 square feet for all stories. Proposed will not have an office or a swimming pool. Groundskeeping will be contracted out. A hot tub is pro- posed. -1- n HEALTH DISTRICT (324-1560) n Please apply for a permit from the Washington State Department u of Health for the on-site sewage disposal sytem and the hot tub ( spa ) . n The Health District is ready to release their portion of their U portion of the building permit. . The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management"o At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. , 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: 1. Spokane County Zone Change Noo ZE-52-79 C) The following improvements within adjacent Right of Way are required prior to the release of a building permit: 1. You must submit road and drainage plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following streets: a. McDonald, Typical Roadway Section No. 1, Collector Standard. All required construction (sidewalk/curbing/pavement) within the Public Road Right of Way is to be completed prior to the release of a building permit or a f inancial guaranty in an amount estimated°by the County Engineer to cover the cost of construction or improvements shall be f iled with the County Engineer. Required plans are to be submitted prior to estimatinq the amount of the financial guaranty or permit release. t Page 2 2. Approach permits must be obtained from the County Engineering Department for driveway approaches to the following streets: a. McDonald D) Insuff icient inforYnation was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan showing existing and proposed development. 2. Drainaqe plan as specified. 3. Other information: a. Road Plans for McDonald. b. The County Arterial Road Plan identif ies McDonald as a Collector arterial. The existing right-of-way width of 50 feet is not consistent with that specified in the Plan. In order to implement the Arterial Road Plan a strip of property 15 feet in width along the McDonald frontage shall be set aside in reserve. This property may be acquired by Spokane County at the time arterial improvements are made to McDonald. E) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. F) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. Only after all the information and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released. The proposed development of the Apartment complex as requested in Ref. No. B92028 in the County of Spokane requires'the widening of McDonald Road to a county typical Roadway section No.l, Collector Standard. The ezistfng asphalt section of approximately 12' in width, this necessitates the widening of the road way by 8' to a cross section width of 20' for the length of the project of 144' M/L. A transition length of 225 'is projected to match into the existing asphalt. This is a net increase of approximately 2100SF of asphalt. the increased surface of asphalt will result in a net increase of 0.14cfs (see A-1). The type of soil in this vicinity is Garrison as shown on Plat 66 of the SCS soil manual. This soil type is a silty sand and has been preapproved the Spokane courity to have an infiltration rate Of 1.0 cfs for a Type "B" drywell. A Type "B" drywell will installed at the southerly end of the construction. This drywell will intercept and discharge all the increased runoff from the coad widening.
