MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of

Municipal Code (SVMC), the lead agency
has determined that this proposal does not
have a probable significant adverse impact
on the environment. An Environmental Im-
pact Statement (EIS) is not required under
RCW 43.21C.030(2)(c). This decision was
made after review of a completed environ-
mental checklist, the application, SVMC
Titles 19, 21 and 22, site assessment, and
comments from the public and affected
agencies. This information is available to
the public on request.
This DNS is issued using the optional DNS
process in WAC 197-11-355. There is no
further comment period on the DNS.

Appeal: An appeal of this determination
• shall be submitted to the Community De-
velopment Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and make specific
factual objections to the City's threshold
determination. Appeals shall be conducted
in conformance with Section 17.90.(Ap-
peais) of the SVMC, and any required fees
pursuanttothe City's adopted Fee Schedule
shall be paid at time o1 appeal submittal.
Pursuant to Section 21.20.150 of the SVMC,
appeals shall be limited to a review of afinal
threshold determination.
