PERMIT REVIEW PARTICIPANTS: Robin Domitrovich, Department of Buildings • Scott Egger, Engineer's Department • Scott Enghlehard, Planning Department Jun Mascardo, Department of Buildings. Daryl Way, Health District ' Clyde Wisenor, Fire District No. 1 APPLICANTS: Bert Perkins, Owner, E. 11511 Trent Ave, Spokane, Washington 99206 SCOPE/PROJECT DESCRIPTION: I. General Overview - The owner Bert Perkins is proposing the construction of two 7,290 square foot speculative warehouses. The proposed permit is for the shell portion of the building only. Interior completion permits will be obtained upon completion of each portion of the proposed. SIIMMARY OF DEPARTMENTAL REQUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. Please submit a revised site plan illustrating the location of the existing and proposed parking stalls. Scott Englehard will determine the number of required parking stalls for the proposed and get back to the applicant. 2. A copy of landscape requirements were given to the applicant during the meeting. 3. Al1 parking stalls are to be within 60 feet of a landscape feature consisting of 32 square feet in area. - 1 - r 4. The parking lot and driveway is to be paved. . B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery including size, type, and quantity along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) ' A. Discussion/Requirement , 1. A drainage plan for Building B of the proposed project was not received. Please submit a drainage plan that is - in conformance with Spokane County Guidelines for Stormwater Management. 2. The drainage check print was returned to the applicant during the meeting. Please address the comments on the check print and return it to the Engineering Department. 3. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. 4. It was noted that the proposed drywell between the two buildings may interfere with the footings a suggestion was offered that the roof drain be directed to the rear portion where river rock is proposed. However calculations are needed to determine if the size is adequate thereby eliminating the need for a drywell. B. Permit Release Requirements 1. Please address the comments on the drainage check print and return it to the Engineering Department. 2. Please submit a copy of the Agreement to Pay Fees signed by the owner. - 2 - . , , III. Health District (456-6040) A. Discussion/Requirements 1. The sewage disposal system will be sized for 15 gallons per person per shift. Please submit the anticipated occupancy for the proposed so that the size of the on site sewage disposal system can be determined. 2. Combine the proposed drainf ields into one and barricade both sides of the drainfield from vehicular traffic. There shall be a 10 foot separation between the drainf ield and drainage swale. • 3. No f loor drains shall be allowed in the proposed warehouses. 4. Submit a revised site plan illustrating the proposed drainf ield and the location of the existing drainfield for review. 5. The owner will be required to sign a Sampling Agreement when occupancy for the warehouses is proposed. The agreement allows the Health District to sample the effluent from the sewage system on an annual basis. All costs for sample retrieval and analysis shall be paid by the owner. A riser to grade with an easy access lid shall be installed at this time for sample retrieval. 6. Al1 construction debris shall be taken to a licensed landf ill . 7. The water purveyor for the proposed is Irvin Water District #6 (924-9320). B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. Apply for a permit to install the proposed on site sewage disposal system. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire f low for the proposed is 4,000 g.p.m. - 3 - G , . ' 2. The fire district requires drive access on the east side of Building B. 3. One additional fire hydrant is required to be installed on the west portion of the site. 4. An lock (Knox) box entry system for fire department personal access shall be installed in one central location. V. Department of Buildings (456-3675) A. Discussion/Requirements • 1. Plan review has been completed on preliminary plans and a letter was given to the applicant by Jun Mascardo. 2. The proposed must meet the minimum requirements of the Regulations of Barrier-Free Facilities. 3. Special inspections are required for structural masonry and concrete over 2500 p.s.i. Please indicate the name of the Special Inspectors. 4. Please submit details of the required one hour wall. 5. A parapet wall is required on the east and west side of each building. 6. The proposed shall be insulated as per the Washington State Energy Code. 7. Interior completion permits shall be obtained for each tenant. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during and after the meeting and other items from the plan review letter needs to be submitted for review and approval.
