In accordance with the Washington State Environmental Policy Act (SEPA) WAC 197-11-310 a threshold determination is required to be issued by the
Division of Buildings (DOB). An environmental checklist needs to be prepared and submitted to assist the DOB in making the threshold determination
for circulation to agcncies of jurisdiction.
Permits ean not be issued until after the issuance of a threshold determination and a 15-day public comment period. A $75.00 fee is required to initiate
the environmental review.
PRO,IECT OVERVIFW
The applicant is proposing to build a 17,500sf professional office building. The main floor consists of 11,000 sf, while the 2nd floor is 4000sf with a
future 3,000sf expansion being considered. The proposed basement of 2500sf will be used for dry storage of archives.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. 84-46
C) it 1. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Mission Avenue

D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County
Engineer. The design, location and arrangement
of parking stalls shall be in accordance
with standard traffic engineering practices.
Paving as required by the County Planning
Ordinance, will be required for any portion of
rhe project which is to be occupied or traveled
by vehicles. It is illegal to back out onto the
Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engin_eers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

1. Reimburse Spokane County fvr project review and inspection fees as specified in Chapter 9.14 of the Spokane County Code. The fees will be based on actual salary costs incurred
by Spokane County for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as accrued. Any billing amounts due,
including any expenses incurred in che collection of an overdue account, must be paid
prior to the County's acceptance of the project for filing. If a project is approved and/or
filed with a balance still owing, the unpaid balance shall be paid within 30 days of the
invoice date. 2. The undersigned agrees that these fees are due and payable upon receipt of the billing as
specified above. 3. Any invoices not paid within 30 days of the invoice date will be considered delinquent.
If any outstanding balance on the account for this project is not paid within 30 days of
the invoice date, no further reviews of the project documents will be conducted until the
entire account balance is paid. Any balance on the account for this project not paid
within 65 days of the invoice date may result in legal action or the initiation of other
collection procedures, including referral to a col(ection agency. The Sponsor will be
liable for any and all expenses incurred by the County for the collection of overdue
accounts.

The project site is located on Parcel "B" of "Argonne Forest Plaza," a commercial
development on Marguerite Road between Mission Avenue and Interstate 90 in the
Spokane Va11ey. The site formerly had several houses and duplexes, which have been
~
removed. The recently-completed Automateci Office Systems building is located on
Paxcel "A" to the north, and the Quality Inn - valley Suites motel complex is adjacent to
~
the east. The solls at the site are mapped as Garnson senes gravelly 1oam (S.C,S. 1968),
which is on Spokane County's list of sails with "very rapid permeability", allowing for
full infiltration rates with standard precast drywells. The existing slope across the site is
generally from south and west to north and east.
The proposed project encompasses construction of a single office building with a
footprint of approximately 11,000 square feet. The building, to be occupied by the
accounting firm of LeMaster and Daniels, is assumed to have a"polluting" roof. Asphalt
parking areas surround the building, and will be graded to drain from the north side of the
building around the west and east sides to the south side of the site.

For retention and disposal of stormwater collected on the site, a"208" grassy ponding
area will be consfiructed along the southern boundary of the parcel. Two drainage
basins are identified on the site, referred to as the "West Basin" and the "East Basin,"
corresponding to the two possible routes for runoff to flow on the asphalt pavement to
the "208" pond. Surface runoff will reach the pond via the low points at the soukh edge of the parking area. Two concrete curb inlets, Type, 1 will ramp the surf'ace runoff from
~ the asphalt into the pond. Outflow from the pond will be through a Type "A" dryweli
located away from the curb inlets. The drainage design and outflow calculations are
~ based on the assumption that the natural material at the location of the drainage facilities
provides percolation at an acceptable rate (i.e. 0.3 c.f.s, min. through the drywell and
0.36"/hr. through the pon-d floor).

As per Spokane County requirements for «20S» treatment, asphalt pavement surfaces and
the building roof draining to the proposed "208" pond are included in the "208" ponding
r calculations. The ponding depth for "208" treatment is 6". Al1 impervious and pervious
surfaces on the site are included in the hydrology calculations. The ponding denth for
starage of stormwater, in excess of outflow, is 8". Sufficient. storage volume for a 10-
year storni event, as per the bowstring calculations, is provided within the first 8" of
ponding in the "208" pond. .

"208" POND VOLUME CALCULATIONS
The following pages contavl data for the on-site drainage basins and "208" stonuwater retention
pond. Refer to the 1" = 30' Stormwater Drainage Plan for ihe site layout and. basin limits.
For the proposed drainage pond with 3:1 side slopes, the pond volume can be calculated with two
components: the volume directly above ihe pond floor plus the volume above the side slopes. To
compute the volume at any ponding depth, only two parameters need to be knowii: pond floor area
and pond floor perimeter length (both are specified on the Drainage Plan map). .
Volume is calculated at 6" depth for "208" treatment and at 8" depth for storage, as follows:

PROJECT DESCRIPTION
The project site is located on Parcel "B" of "Argonrie Forest Plaza," a commercial .
cievelopment on Marguerite Road between Mission Avenue and lnterstate 90 in the
Spokane Valley. The site formerly had several houses and duplexes, which have been
removed. The recently-completed Automated Office Systems building is located on
Parcel "A" to the north, and the Quality Inn - Valley Suites motel complex is adjacent to
the east. The soils at the site are mapped as Garrison series gravelly loam (S.C.S. 1968),
which is on Spokane County's list of soils with "very rapid permeability", allowing for
full infiltration rates with standard precast drywells. The existing slope across the site is
generally from south and west to north and east.
The proposed project encompasses construction of a single oflice building with a
footprint of approximately 11,000 square feet. The building, to be occupied by the
accounting firm of LeMaster and Daniels, is assumed to have a"polluting" roof. Asphalt
parking axeas surround the building, and will be graded to drain from the north side of the
building around tlle west and east sides to the south side of the site.
For retention and disposal of stormwater collected on the site, a"208" grassy ponding
area will be constructed along the southern boundary of the parcel. Two drainage
basins are identified on the site, referred to as the "West Basin" and the "East Basin,"
corresponding to the two possible routes for runoff to flow on the asphalt pavement to
the "208" pond. Surface runoff will reach the pond via the low points at the south edge
of the parking area. Two concrete curb inlets, Type, 1 will ramp the surface runoff from
the asphalt into the pond. Outflow from the pond will be through a Type "A" drywell
located away from the curb inlets. The drainage design and outflow calculations are
based on the assumption that the natural material at the location of the drainage facilities
provides percolation at an acceptable rate (i.e. 0.3 c.f.s. min. through the drywell and
0.36"/hr. through the pond floor).
. As per Spokane County requirements for "208" treatment, asphalt pavement surfaces and
the building roof draining to the proposed "208" pond are included in the "208" ponding
calculations. The ponding depth for "208" treatment is 6". All impervious and pervious
surfaces on the site are included in the hydrology calculations. The ponding depth for
storage of stormwater, in excess of outflow, is 8". Sufficient storage volume for a 10-
year storm event, as per the bowstring calculations, is provided within the first 8" of
ponding in the "208" pond.
- "208" POND VOLUME CALCULArI'IONS
The followulg pages contain data for the on-site drainage basuls a.nd "208" storinwater retention
pond. Refer to the 1" = 30' Stormwater Drainage Plail for the site layout and basin limits.
For the proposed drainage pond with 3:1 side slopes, the pond volume can be calculated with two
components: the volume directly above the pond floor plus the volume above tlie side slopes. To
compute the volume at any ponding depth, only two parameters need to be known: pond floor area
and pond floor perimeter length (both are specified on the Drainage Plan map).
Volume is calculated at 6" depth for "208" treatment and at 8" depth for storage, as follows:
At 6" depth:
Pond Volume =(0.5 ft. depth x pond floor area) +(1/2 x 0.5 x 1.5 x pond floor perimeter)
=0.5 A+0.375 P
At 8" depth:
Pond Volume =(0.67 ft. depth x pond floor area) +(1/2 x 0.67 x 2.0 x pond floor perimeter)
= 0.67A + 0.67P

PROJECT DESCRIPT'ION
The project site is located on Parcel "B" of "Argonne Forest Plaza," a commercial
development on Marguerite Road between Mission Avenue and Interstate 90 in the
Spokane Va11ey. The site formerly had several houses and duplexes, which have been
removed. The recently-cortipleted Automated Office Systems building is located on
Parcel "A" to the north, and the Quality Inn - Valley Suites motel complex is adjacent to
the east. The soils at the site are mapped as Gai-rison series gravelly loam (S.C.S. 1968),
which is on Spokane County's list of sails with "very rapid permeability", allowing for
full infiltration rates with standard precast drywells. The existing slope across the site is
generally from south and west to north and east.
The proposed project encompasses construction of a single office building with a
footprint of approximately 11,000 square feet. The building, to be occupied by the
accounting firm of LeMaster and Daniels, is assumed to have a"polluting" roof. Asphalt
parking areas surround the building, and will be graded to drain from the north side of the
building around the west and east sides to the south side of the site.
For retention and disposal of stormwater collected on the site, a"208" grassy ponding
area will be constructed along the soutliern boundary of the parcel. Two drainage
basins are identified on the site, referred to as the "West Basin" and the "East Basin,"
corresponding to the two possible routes for runoff to flow on the asphalt pavement to
the "208" pond. Surface runoff will reach the pond via the low points at the south edge
of the parl.~ng area. Two concrete curb inlets, Type, 1 will ramp the surface runofffrom
the asphalt into the pond. Outflow from the pond will be through a Type "A" drywell
located away from the curb inlets. The drainage design and outflow calculations are
based on the assumption that the natural material at the location of the drainage facilities
provides percolation at an acceptable rate (i.e. 0.3 c.f.s. min. through the drywell and
0.36"/hr. through the pond floor).
As per Spokane County requirements for "208" treatment, asphalt pavement surfaces and
the building roof draining to the proposed "208" pond are included in the "208" ponding
calculations. The ponding depth for "208" treatment is 6". All impervious and pervious
surfaces on the site are included in the hydrology calculations. The ponding depth for
storage of stormwater, in excess of outflow, is 8". Sufficient storage volume for a 10-
year storm event, as per the bowstring calculations, is provided within the first 8" of
ponding in the "208" pond.
"'208" 1'OND VOLUME CALCULATIONS
The following pages contain data for the on-site drauiage basuls aiid "208" storniwater retention
pond. Refer to the 1" = 30' Stoimwater Drainage Plan for the site layout and basin linuts.
For the proposed drainage pond with 3:1 side slopes, the pond volume can be calculated with two
components: tlie volume directly above the pond floor plus the volume above the side slopes. To
compute the volume at any ponding depdi, only two parameters need to be l:nown: pond floor area
. and pond floor perimeter length (both are specified on die Draulage Plan map).
Volume is calculated at 6" depth for "208" treatment and at 8" depth for storage, as follows:
At 6" depth :
Pond Volume =(0.5 ft. depth x pond flaor area) +(1/2 x 0.5 x 1.5 x pond floor perimeter)
=0.5A+0.375P
At 8" depth:
Pond Volume =(0.67 ft. depth x pond floor area) +(l/2 x 0.67 x 2.0 x pond floor perimeter)
