MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County; Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of

The City of Spokane Valley seeks a quali-
fied consultant team to provide final plans,
specifications and estimates for the Barker
Road/BNSF Grade Separation Project. This
project will construct a grade -separated
intersection for Barker Road and Trent Av-
enue (SR 290) utilizing new and/or existing
infrastructure to route vehicular traffic over
the BNSF Railroadtracks.
Copies of the RFQ packet may be obtained

of recipients, interested parties shall
download the RFQ packet. Any addenda to
this project will be sent only to those listed

The City of Spokane Valley in accordance
with Title VI of the Civil Rights Act of 1964,
78 Stat. 252, 42 U.S.C. 2000d to 2000d-4
and Title 49, Code of Federal Regulations,
Department of Transportation, subtitle A,
Office of the Secretary, Part 21, nondis-
crimination in federally assisted programs
of the Department of Transportation issued
pursuant to such Act, hereby notifies ell
bidders that it will affirmatively ensure that
in any contract entered into pursuant to this
advertisement, disadvantaged business
enterprises as defined at 49 CFR Part 26
will be afforded full opportunity to submit
bids in response to this invitation and will
not be discriminated against on the grounds
of race, color, national origin or sex in con-
