• "Needed: 208 calcs" A 208 swale is not required. All surfaces are
impervious except for the building roof which is made of steel, therefore not
requiring a 208 swale by my understanding.
• "Landscape plan" We are discussing the landscape plan with the Spokane
County Planners. Once resolution of the landscape plan is completed, we
will provide a landscape plan to your offices.
• "Benchmark?" The benchmark is shown at the northwest corner of the
site. The note which states "Existing survey monument- Assumed elevation
equals 1963.00"' is the benchmark.
Also enclosed are the original three sheets that you reviewed for this project. I am not
retaini.ng a copy of these comments, nor am I adding additional marks to your comments.
I believe that this letter should suffice for any drawing revisions.
I hope tbat this letter will provide you with the information necessary to complete your
review. Following our discussion with the Planning Department, should a landscape be

This letter is being provided to SCAPCA as a request to waive the pavement requirement
for the 400' maintenance road at the Freeway and Vista Pump Station.
CH2M HILL is the engineer of record for designing the Freeway and Vista pump station
for Spokane County Water District #3. During design of the pump station, CH2M HILL
was informed that a gravel access road, for maintenance purposes, would be permissible
for this municipal water pump station. Our engineers were told, that due to minimal use,
a non-asphaltic road surface would be allowed.
We have applied for a building permit to construct the pump station at this time. As part
of the County Engineer's review, they have made exception to the gravel maintenance
road. Robert Turner of the County Engineering Department has informed us that a waiver
is required by SCAPCA to allow the gravel access road. We were unaware of the waiver
requirement during design, and hereby request such waiver at this time.
This letter is being written to request permission from SCAPCA to continue with
construction of a gravel access road for this site. Again, this road is 400 feet long and will
only be used as a maintenance road to access the pump station from Vista Road and this
maintenance road will not be used more than twice per week.

We have received your comments concerning the road, drainage and site plan design for
the above referenced project's building permit. It appears you received sheets 1, 2, and
2A on April 2, 1992. Only Sheet 2 has comments from your review. Because the
comments do not require drawing changes I will address all the comments shown on Sheet
2 within this letter. I do not believe additional plans or revisions of these plans will be
required in order for you to approve the plans. Each com.ment item would be addressed
separately and are as follows:
~ "Describe what this pipe is for" The pipe is required to dispose of
pumped aquifer water during startup and shutdown. The purpose of this
disposal is to prevent hydrualic surges occuring in the Water District
distribution system. Disposal is to the drywell. The pipe is a six inch
diameter galvanized steel, above ground conduit, with discharge located two
feet above high water of the ponded area to prevent backflow siphonage.
• "New approach Yes, there is a new approach onto Vista Road. We will
obtain an Approach Permit.
• "Paved?" No, this is not a paved driveway. The Owner, Water District
#3, plans to install a gravel driveway to the area your comment is pointing
toward. We are in the process of having a waiver for paved surfaces on this
project approved through SCAPCA and the Planning Department.
• "All traveled surfaces are to be paved and runoff from pavement treated
through 208" As previously described, we are intending to have a gravel
driveway, and, therefore a 208 swale is not required.

RE: Paving Waiver Request for Freeway and Vista Pump Station Dear Mr. Pederson:
After review of the paving waiver request information that Brad
Phelps of CH2M Hill has provided to me for the Freeway and Vista
Pump Station, it is SCAPCA's opinion that allowing the access road
to the pump station to be graveled rather than paved will not
adversely affect air quality.
This recommendation is based on the information given below.
1. The site is located inside Spokane County's PM10 Non- Attainment area. For this reason dust emissions from unpaved
surfaces and tracking onto public roadways is a concern. The
proponent has indicated that a 30 foot apron will be paved to
help minimize tracking onto Vista. The road will be graveled
which will help control fugitive emissions associated with
traffic on the access road.
2. The use of this road will be very limited. The proponent
states that the access road will not be used more than twice
per week.
3. Fugitive emissions from vehicles travelling on the road can
be minimized by keeping vehicle speeds down. The proponent
has indicated that a speed limit of 5 mph will be posted next
to the access road-directly off of Vista Road.
4. The proponent has also stated that the road will be re-
graveled in the future, as dust becomes a problem.
The one concern with this paving waiver request arises from -unauthorized use of the road. The property immediately to the ,
north of the first section of the access road is used for a piano
repair/moving company. The owner of this business could drive from
his property to the access road and then onto Vista Road (This
might be easier than backing out of the business driveway). This

SCAPCA would ask that this issue be addressed. A couple of
possible solutions include:
* Putting up some sort of driving barrier which would discourage
the piano business' use of the access road.
* A letter of agreement from the piano business that the access
road would not be used by the business.

District #3) and supportive comments from Spokane County Air Pollution Control Authority, and
the Spokane County Engineers office (see attached) the Planning Director concurs that the
requested paving waiver will not adversely affect air quality and approves the request.
