The County Engineering Department has completed a review of
the above referenced project. The following inforrnation must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Storiawater Management". At
a minimum the plan must contain:
1. Drainage calculations for storaiwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the nunnber and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
5pokane County Zone Change No. ZE 18-94
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepaxed by an
engineer. Plans must be prepared for the following
streets:
a. Cataldo Ave.
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement

"Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Cataldo Ave.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the followi.ng before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parki.ng stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Candition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement ta Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these conunents. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their suhmittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaini.ng the
agreed upon change in requirements. tnlhen the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

A property deed is required if the applicant decides to proceed
with a Road Improvement District Agreement. This is an agreement
to not protest the formation of a Road Improvement District.
This document is required in lieu of making necessary roadway
improvements. A deed is also necessary if right-of-way is
required.
Property line dimensions of the entire parcel must be shown, not
3ust the portion being constructed. Please label property lines.
Approach Permits are required on all new approaches as well as
all approaches that will be altered. Contact Sylvia Lightfoot at
the County Engineer's Department. Approach permits for county
roads will not be issued until a site plan is approved.
A drainage plan for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management".
Curb, curb stops, or fencing is required around the peri.meter of
the parking lot to prevent vehicles from traveling in unpaved
areas.
A traffic circulation plan for the period between initial and
final development needs to be submitted. Also, include
provisions for parking during the interi.m.
Provide drywell grate elevations.
A landscape plan is required to ensure there is no conflict with
swale area.
Show driveway width to Fore Seasons complex and right-of-way
widths on Cataldo and Lily.
Detail location and type of gates to be used at the west entrance
and at the north fire access. Label the the north access as an
exclusive emergency vehicle access.
All impervious surfaces that are drained to the swale must be
included in the volume calculations, not 3ust asphaltic surfaces.
Additional spot elevations are needed at the west entrance to
ensure that runoff from the roadway is not flowing onto the
property.
Additional spot elevations are needed along the swale (on the
ad3acent driveway) ta allow for better delineation of the swale.
There is an existing drainage easement to the west of the
proposed approach, in the same location as your proposed swale.

The drainage from the Fore Seasons driveway will need to be
included in your swale calculations. The area of the pavement is
approximately 6655 ft2. The installation of the curb inlet to
the common swale will need to be coordinated with the owner of
Fore Seasons.

Conmuttee, after independent review, hereby adopts the DNS

11. The owners of adjacent lands expressed approval of the proposed use and did not
object to the proposed builduig height.
12. The applicant has demonstrated that conditions have substantially changed since the
origmal zorung of this ar+ea and accordingly, the propased zone reclassificaaon is
justified. Specifically, changed conditions mclude development of an industnal
park adjacent to the west, and adopaon of the Spokane County Comprehensive
Plan
13. The gropased use will not be detrimental to the public health, safety, mozals or
welfare especrally in hght of the condhtions recommended by the reviewing
agencies
14. The Committiee addidonally finds.
a. The proposed zone reclassificanon will not have a detrimental impact upon the
adjouung propemes and the proposed recreational facihty will unprove the
neighborhood.
b That the Spokane County Planning Deparnnent, as directed by the Heanng
Exanuner Committee should consider amending the Spokane County Zoinng
Code so that those uses allowed in the Business Matrix are also allowed in the
Industnal Matnx.

1-18-95 Phone call from owner. Tentative approval of pians given verbaily. The
owner was told that the R I.D. agreement and property deed letter were
ready to be signed. He became very upset at the County permit process
and wanted to know why it was taking so long. We went over the progress
af the project, and I expiained to him that his plans had been in the
Engineenng Department for a total of eight days since October.
Dunng the phone calt, Mr Lamarche stated that he had been advissd by
his architect that the best approach to the permit process would be to obtain
the Engjneers sign-off before submit#ing pians to the other departments
Upon heanng this, I told him that the po#ential for changes to the site and
drainage plans preven#ed the Engineering Department frorn immediately
releasing its portion of the permit. This dilemma was very cleariy explained
to the owner
This was the first point at which the Engineering Department became aware
of the owners approach to obtaining a building permit. it was atso clearly
explained to the owner that thES was not the approach recommended at the
pre-application meeting
