provided in order for us to proceed with our review.

Stormwater Management". At a minimum the plan must
contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations fo= total impervious surfaces

3. Finished grade elevations for structures to be

I. General Overview - The owner Star Rentals is proposing the `
construction of a 12,500 square foot buildinq to be used for
retail sales, repair shop, and rental of construction equipment.
An Environmental Checklist requirinq a 15 day public comment
period and a$75.00 fee is,required for the proposed buildinq.

I. Planning Department (456-2205)
A. Discussion/Requirements 1. Landscapinq is required for the parkinq area and a
four foot wide strfp of Type IV landscapinq is required
alonq road frontaqe. Landscaping requirements were
given to the applicant durinq the meeting.
2. All parkinq spaces are °to be wfthin 60 feet of a
landscape f eature cons istf ng of 32 square f eet in area.
3. Parkinq as illustrated on the site plan is
adequate.
4. Al1 travel areas are required to be paved.

Zone. Standards for the zone were gfven to the
applicant during the meeting.

and quantity alonq with a promfesory letter from the
awner statinq the landscapinq will be instal2ed shall

II. Enqineering Department (456-3600)
A. Discussion/Requirement
1. ComYaents were qiven to the applicant and the
Department of Buildinqs by Bob Turner.
2. Please submft a drainage plan for the site that is
in conformance with Spokane County Guidelines for
Stormwater Manaqement. A copy of drainage guidelines
will be given to the applicant.
3. If the roof will be constructed of non-composition
iaaterial roof drainaqe may go directly to a drywell.
4. An RID/CRP Aqreement, Notice to the Public No. 6 on
Desmet Avenue and Bradley Road needs to be recorded.
Please submit a copy of the recorded property deed so
that the aqreement can be prepared.
5. An Agreement to Pay Fees was qfven to the applicant
durinq the meetinq. The agreement is to be signed by
the owner and returned to the Engfneerinq Department.
Plan review will not be completed until this document
is executed. -
B. Permit Release Requirements
1. Please submit a drainage plan as described above
for review and approval.

III. Health District (456-6040)
A. Discussion/Requirements
1. The applicant must apply for a permit to install an
on site sewaqe disposal.system. The system shall be
- sized to accommodate 15 qallons per person per day.
The applicant was advised to submit application as soon
as possible.

2. The non-domestic wastewater from the building atust
be disposed of separately from the doiaestic wastewater.
The disposal system ntust be approved of by the
Washinqton State Department of Ecoloqy. The wastewater
will bave to be pre-treated by an oil-water separator
and qrit trap prior to disposal. Please contact Andy
Tom, with DOE, at 456-2926 for additional information
regardinq the non-doYnestic wastewater disposal system.
3. Please submit a critical materials list to the
Department of Buildings for review.
4. If it is determined that the proposed is a critical
materials user, the owner will be required to siqn a
Samplinq Aqreement. The aqreement allows the Health
District to sample the effluent of the septic tank on
an annual basis. All cost for sample retrieval and
analysis shall be paid by the owner.
5. The drainfield shall be barricaded from vehicular
traffic, shall not be under hard surfacinq, not
conflfct with 208 drainaqe areas, and be double plumbed
to the street.
6. All construction debris is to be taken to a
licensed landfill.

8. Permit Release Requirements
1. Apply for a permit to install the on site sewage
diaposal system. - ~
2. SubRnit verification from the Department of Ecology
that the disposal system for non-d'omestic waste is an
approved system.
IV. Fire District No. 1(928-2462)
A. Diecussion/Requirements
~ 1. Fire flow for theproposed is 3,500 q:p.m.
~
, 2. One fire hydrant is required for the propased. It
is to be located on the east or west sfde of the east
curb cut in the right of way. The hydrant is to be
installed prior to occupancy per an approved water
plan.
3. The water plan shall contain the location of the
hydrant, hydrant assembly detail, and plumbing detail.
The water plan shall be submitted, to the fire district
and water purveyor (Water District No. 3) for approval
prior to installation.
4: A lock (Knox) box entry system for f~ire department
personnel access is'required to be installed.
V. Department of Buildinqs ( 456-3 675 )
A. Discussion/Requireaaents
1. Plan revfew has been completed on preliminary
plans and a letter was sent to the applicant by Tom
Postlewait.
2. The shop area will be classified as an H-4
Occupancy because it will contain flanmable lfquids and
there will be welding in the shop. Please submit a
floor plan for the shop area.

3. Floor drafns shall be approved by the County
Engineerinq DepartYaent, Health District and the
Department of Ecology. Please submit plans for revfew.
4. The proposed shall meet the minimm requirement$ of
the Requlations for Barrier-Free Facilities.
5. Please submft a critical materials list to the
Department of Bufldings for review. Double containment
may be required.
6. Cross connection devices shall be fnstall on
equipment that may cause pollution of the domestic
water supply.
7. Special inspectfons are required on concrete wfth a
desiqn strength of over 2,500 p.s.i., structural
welding, and high strength boltinq. Please indicate
the name of the testinq laboratory and subinit copfes of
inspection reports to the Department of Suildinqs for
review.
8. Drawinqs shall be directly stamped and siqned by
the architect (wet stamp).
B. Permit Release Requirements
1. Two complete revised sets of plans addressinq the
items discussed durinq and after the meetinq and other
items from the plan review letter needs to be submitted
for review and approval.

beiag the owners of the following described lands in consideration of Mutual
Benefits to be heseafter,derived do for themselves, their beirs, graatees, assigns
and successor(a) in intereqt hereby agree to suChorize Spokane County to place their
name(s) on a petition for the--formatioa of a Road Improvement District (RID) by the
getition method pursuant to Chapter 36.88 RCW, which petition includes the owner(s)
property, aad further not to obj ect, by the signiag of a ballot, to the formation of
a RID by the resolutioa method pursuant to Chapter 36.88 ACW, which resolution
includes the awaer(s) property. If a RID ia formed by either the petition or
resolution mettiud, ae provided for in Chapter 36.88 RCW, the au-ner (s) or
succeseflr(s) further agree: (I) that the improvements or construction contemplated
within the proposed RID are feasible, (2),,that the benefits to be derived from the
formatioa of the RID by the propextq included therein, together with the amount of
aay County participation, exceeds the cost and expenae of formation of the RID, and
(3) that the property within the proposed ItID is sufficiently developed. Provided,
further, the owaer(s) or successor(s) shall retain the right, as authorized under
RCW 36.88.090, to object to aay aesessment(s) on the properCy ae s result of the
improvemeats called for in coajuaction with the formatioa of a RID by either the
petition or resolution method under Chapter 36.88 RCW 8nd to appeal tv the Superior
Court the decision of the 8oard of County Commiseioners affirming the final
assessment roll.
It is further agreed that at auch time as aa RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvemeats required (curb, sidewalk,
drainage control and paving to existing pavemeat) shall be at the sole expease of
the undersigned owner, their heirs, granteea and aseigas without any monetary
participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from
the date of execution below. However, at the expiration date the owner(s) or
successor(a) agree to coastruct the required improvements at their own expense; pay
to Spokane County the then estimated cosC of the required improvements to enable the
County to complete the same; or furnish a bond or other secure method suitable to
the County, providing for or seeuring to the County the actual Oconstruction of ttie
improvements.
The above conditiona and coveaaat apply to the following described progerty:

DItAINAGE SUNiMARY
Genenal
The Star Rental project is located at the intersecaon of Desmet and Bradley in the Spokane Valley In-
situ soils consist of Gamson Valley gravels, acceptable for drywell utstallauons.
1fie site propased a 12,500 square foot building with metal roof, parkang, wash-down area, aad grassed
penmeter. Grass percolation areas (gpa's) will be required for parlang lot drainage. Runoff from the
metal roof vvill be discharged into drywells which vnU also be located and used in the gpa's The wash-
down area is equipped vvith a system to recycle runoff, and therefore, is excluded in these drainage
calculaUOns
Roof DrarnQge
As mentioned, tbe runoff from the buildfng's roof will be collecied and disposed of m drywells. The
western one-halP of the building wflt discharge to the south gpa drywell, and the roofs eastern one-half
will d.iscbarge to the eastern gpa drywell. Each drywell will be a type "B" to provide addiUOnal capacity for
gpa overIlow (please see Bowsuing calcuIations).
Farkrng
The impernous paved asphalt areas are segregated into three sub-basins. See Drauiage Basm Drawuig in
Appendix A for locavons.

ITF.N1 1- Site Plan & General Comments

1. I undexstand that the Spokane Co. Aealth, Planning, Engineers,
and Utilities Departments will have to review and approve the
project tbefore a permit can be issued.

2. Detalls of the wash bay have been added to the plans.
3. One fire hydrant ls to be installed on the ~~side of the
curb cut on the right of way of Desmet. The hydrant is to be
installed priar to occupancy.

4. The storage mezzanine is less than 1,000 sq. ft. so a 1-hr.
separation is not requirecl.

5. Doors 11, 19, 17, 18 & 12 are 1-hr. and will be equi.pped
wnth closing devices. See door schedule Sheet A-5.
