WAIVER OF POSSIBLE CLAIMS REGARDING KNOX-BOX
For and in consideration of SPORAriE CODNTY FIRE PROTECTION
DISTRICT NO. 1 agreeing to* keep in its possession, and *use in the
event that it becomes necessary for the Fire District to enter
the premises of the undersigned, a master key for the Rnox-Boz,
which. Rnox-Box has been attached to the premises of the
undersigned, the undezsigned does hereby waive any and all claims
or rights of action which the undersigned may have •now or in the
future, against SPORANE COIINTY FIRE PROTECTION DISTRICT NO. 1
arising out of its use, maintenance or 'possession of the Rnox-Box
master key.
This waiver and release is intended to include, but not
limited to, the loss of the master key, possession of a master
key by an unauthorized party, the failure to use said rnaster key
in the event that it is necessary to enter the premises of the
undersigned, and the unauthorized use of the master key by
persons knoWn or unknoWn, and is intended to be applf cable in all
situations except those in which the Fire Distzict has acted * in a
manner which constitutes gross negligence or willful misconduct.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
2. Other information:
a. All traveled surfaces must be paved.
b. Contact WSDOT f or inf ormation on the f uture
conf iguration of lst Ave.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

D) The owner of the property or the authorized
/ representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.

CALL TO ORDER: The meeting was called to order at approximately 11:00 a. m. by the

SCOPElPROJECT DESCRIPTION: The owner, G.G. Schneider, is proposing to construct
an addition of approximately 2,730 square feet to an existing structure. Proposed will be used
by L& L RV Sales and Service for maintenance and service of the intenor of recreational
vehicles. No welding or engine work will be done on the site. Proposed will contain offices
and a vehicle display area in the front portion of the existing structure, requiring no remodel-
ing. Applicant is intending to add a new floor drain, utility sink, a grease and dirt trap, and a
dump station. Applicant is proposing to move the existing lighting. Signage, fencing, and
outdoor refuge storage areas have yet to be decided.
I. Planning Department
A. Discussion Items
1. The proposed is located in a B-3 zone. The proposed use is allowed in the
zone.
2. The proposed is located on parcel number 24532-0401 and 24532-0405. The
situs address as stated above needs to be noted on the assessor's file.
3. The proposed is effected by Zone Changes ZE-101-41 and ZE-312-53 for
which there are no conditions.
4. Please submit a Certificate of Exemption with a new legal for the required lot
line adjustment.
5. Parking for the proposed cannot be determined at this time.
6. Please submit a lighting plan for the proposed identifying the location and
direction of illumination for any proposed lighting.

7. If proposed has over 20 parking stalls, a minimum of 10% of the parking area
is to be landscaped. Also, all parking stalls are to be located within 60 feet of a
landscape feature consisting of 32 square feet in area. If all parking is on
existing asphalt, there will be no landscaping requirements.
8. A five (5) foot wide strip of Type III landscaping is required along both First
Avenue and Dyer Road.
9. All travel lanes and the outdoor storage areas are required to be paved unless
approval is received from the Spokane County Air Pollution Control Authority
(456-4727). Applicant indicated that they plan to pave east from the proposed to
Dyer Road.
B. Permit Release Requirements
1. Please submit an estimate from a nursery including size, type, quantity of
landscaping, itemized cost of the imgation system, and the cost of labor along
with a promissory letter from the owner stating the landscaping will be installed
shall be submitted.
2. Please submit a revised site plan illustrating the new legal, site dimensions,
parking (existing and proposed), ingress and egress, building height, a floor plan
including the square footage of each use (for determination of parking requue-
ments), paving of parking, traffic control devices (striping, curbing, etc.),
lighting, signage, and setbacks for review and approval.
II. Division of Engineering & Roads (456-3600)
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Bob Turner.
2. Please submit a drainage plan for the site that is in compliance with Spokane
County Guidelines for Stormwater Management.
a. Drainage calculations for stormwater volumes generated on site.
b. Calculations for total impervious surfaces contained within the site.
c. Finished grade elevations for structures to be constructed on site.
d. Finished grade elevations at the top and bottom of the 208 swale.
e. A typical cross section of the 208 swale.
f. Calculations to justify the number and type of drywells proposed.
g. Elevation of drywell inlets where applicable.
h. Copy of the proposed landscape plan.
If the roof on the proposed is metal, the drainage may be directed into a drywell.
If new asphalt is less than 3,000 square feet, then 208 swales are not required.
3. Please contact the Washington State Department of Transportation regarding
their future plans for the East Sprague interchange and for lst Avenue. It is
anticipated that no circulations will be allowed to Eastern Road.
4. Approach permits shall be obtained for new driveway approaches along Dyer
Road.

5. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
~ 2. Please obtain approach permits for any new approaches off of the county right
` of way.
' 3. Please submit a copy of the Agreement to Pay Fees signed by the owner.
V II. Health District (456-6040)
A. Discussion Items
1. The water purveyor for the proposed undetermined. It appears that Spokane
County Water District #3 (536-0121) provides the water for fire flow and that
East Spokane Water District #1 (926-6072) provides the domestic water. Please .
contact both of them for service information.
2. Proposed must connect to the available sewer through the manhole in First
Avenue. The floor drain must also be connected to the sewer.
3. The dumping station must have a locking type cap on it. Please contact Jim
Leget at the Utilities Department (456-3604) regarding the hookup from the
dumping station to the sewer.
4. A septic tank still exists on the property. Please locate the tank and properly
abandon it.
5. Please submit as critical materials list to the Department of Buildings for
review.
B. Permit Release Requirements
1. The Health District is ready to release their portion of the building permit.
IV. Fire District No. 1(928-2462)
A. Discussion Items
1. Fire flow for the proposed has been calculated for 3,000 G.P.M..
2. Two (2) fire hydrant exist to serve the proposed providing approximately
3,500 G.P.M..
3. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
completed forms are to be returned to the fire district prior to release of the
building permit. The box shall be installed prior to occupancy.

B. Permit Release Requirements
1. The order form for the lock (Knox) box entry system shall be submitted to the
Fire District prior to release of the building permit.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only by Jun Mascardo.
2. The proposed building is being classified as a B-2, Type VN construction.
3. Please submit the structural analysis for the wood frame wall.
4. If proposed is heated to over 50 degrees Fahrenheit, insulation must meet the
energy requirements.
5. Perimeter insulation is required to be R-10.
6. Please submit a lighting budget for the proposed.
7. Please verify the size and number of roof vents.
8. Please identify on the revised site plans the roof load, snow load and wind
load.
9. Please illustrate how proposed will be attached to the existing building.
Applicant indicated that proposed will be free standing.
10. Please verify the shear wall for lateral bracing.
11. Please submit an updated critical materials list for review.
12. The front page (cover sheet) of the construction drawings shall contain, at a
minimum, the professional stamp with an original dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitted for
review and approval.

The applicant acknowledged that all comments/requirements were understood and had no
further questions at this time regarding permit requirements.
