The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan mustcontain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
Note : If the proj ect exceeds 50 0 of the accessed value,
we require the entire site to comply with the
Stormwater Guidelines.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a.Bradley, Local Access
b.Dora Street, Local Access
All required construction (sidewalk/curbing/pavement) within

the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors off ice for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a.Bradley
b.Dora Street
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified. .
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. The County Comprehensive Plan identifies the
South Valley Arterial as a Principal Arterial controlled access
high capacity facility. In order to implement the Arterial Road
Plan an additional 30 feet of right of way may be necessary if
your location is identified within this plan. This is not a
condition of your permit, the County Engineers office is only
disclosing to you a potential future need. Spokane County is
willing to purchase the effected property to have adequate right
of way to implement these arterial improvements.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Pyan review will
not be completed until this document is executed. This

document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
G) See comments on the attached minimum required checklist.
Please return the checklist to your contact person at the County
Division of Buildings. The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If 'changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a notLn, explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

The Spokane County Division of Buildings has completed a review of the above referenced project. The
following information must be submitted in order for this office to proceed with our review to determine
compliance of the project with all applicable Spokane County Zoning Code standards and conditions. Please
submit all revised information to the DEPAI2TMENT OF BUILDINGS for circulation of the information to all
implementing departments.
Applicant shall comply with all conditions of approval for the above noted land use actions, if any.
Comments/Questions: This project exceeds the "50% Rule" per the zoning code of Spokane County. The
present assesed value of the building is $27,300. The remodel cost is approximately $25jP00.
Applicant will be provided with a copy of the site plan from Applway remodel and change of use.
A. Site Plan Revisions:
x 1. Identify north arrow.
x 2. Identify scale.
x 3. Clearly identify the property lines surrounding the en6re pamel.
x 4. Clearly illustrate building setbacks to the property lines.

7. Show all parking spaces. All parking spaces must meet the zoning code standards for
design, width and number of spaces required. (See JC below for additional information.)

11. Identify refuse areas and screening. (No screening is required in I-2 and I-3 zones.)
Areas shall be screened on all sides from public view by a five and one-half (5 1/2) foot sight
obscuring fence or masonry wall with a sight-obscuring gate for access. All storage shall be
accessory to the use permitted on the site.
12. Identify storage areas, if any, and screening. No storage is allowed in the front or
flanking street yards. Storage areas must be enclosed within a building or behind a sight-
obscuring fence not less than 51/2 feet in height.

plan. Start by stating the square footage of each use within the project. Then show your
parking calculations stating the required parking spaces for each use in conjunction with the
square footage for each use. For this project: Outdoor display area =(approximately)
55,440sf. Required parking is 1/1500sf. = 37 spaces required. Office space = 4050sf.
Required parking is 1/350sf = 12 required -spaces. Total required parking spaces focustomers
and employees = 49 spaces. Some display area may need to be eliminated. The parcel is
not large enough for the ,intensity of use proposed.
6. State the maximum building height for your project and the number of feet and
stories. Include a note identifying basements and mezzanines. (Maximum height is 35 feet
for this zone and parcel. Building is within 150 feet of the UR-22 Zone.)
7. State your building coverage calculations directly on the general information legend,
showing the percentage of building coverage on the site. (Maximum coverage is 60% for this
zone and parcel.)
8. State on the site plan: "All exterior lighting on the site will be directed away from
adjoining properties."
C. Landscape plan requirements: Below are the landscaping requirements for a change of
use from a motel to a car dealership. Some new landscaping will need to be negotiated for
this project. Below is what is actually required.
1. Landscaping on street frontage, for the parking area, or for adjacent zoning, must be
illustrated, on the site plan or separate landscape plan, showing proper width, location, type
and size of species at time of installation. For this purpose, create a separate landscape
legend.
2. Five (5) feet of type III landscaping is required adjacent all roadways. See type III
handout.
3. At least 10% of the parking area must be landscaped. Note: Street frontage
landscaping does not "count" as parking lot landscaping. See handout for parking area
landscaping. Parking area landscaping is not required with less than 20 required spaces.
4. All parking spaces must be within 60' of a landscape feature and no landscape feature
can be less than 32 sf in area.
5. Show 6" curbing around all landscaping in order to prevent travel on these areas.
6. Submit a nursery estimate that includes the cost of plants, labor and irrigation system.
7. State: "All landscaped areas will be equipped with an automatic irrigation system."
8. Submit promissory letter for landscaping. A sample handout is available.
9. If the parcel is located on the corner of an intersection, the clear view triangle
requirements must be met. State, "Trees within the clear view triangle shall have
their branches removed seven (7) feet above ground level. Other vegetation shall be
maintained no higher than three (3) feet above grade elevation of the centerline of
the adjacent street." Signs or other obstructions are also required to meet the
standards of the clear view triangle.

1. The -e~ parcels need to be aggregated through the Certificate of Exemption
(CE) process. Please provide CE documentation c/o L. Lakshas, DOB. Contact the Spokane
County Division of Planning, Permit Center, located in the public works building.
2. The storage building does not meet the required setbacks for the zone. Was a permit
issued on this building? Required setback is 35 feet from the property line or 65 feet from
the centerline of the roadway right of way, whichever provides the greater setback.
3. Customer and employee parking on 1 st avenue cannot back out onto 1 st avenue.

We propose to furnish all materials and Perform aU labor necessary to compiete the
following:
1. Tear off existing roofing.
2. Tear off sheeting were needed.
3. Repair trusses if damaged.
4. Re-sheet where needed and re-roof entire building.
5. Remove all drywall from the first four units on the west end of the building.
6. Remove designated interivr walls from the first four units.
7. Repair floor sheeting if needed and re-level the floor.
' 8. Frame in existing doors and windows in first four units.
9. Frame in 4'X8' windows across the front of the building and one 4'X8' window and 3-0
door on west end of the building.
10. Insolate ceiling over the entire length of the building.
11. Insolate wa11s in first four units and hallway. ~
12. Run electrical outlets and light fixtures in the new office.
13. Run phone lines into the new office.
14. Repair existing plumbing up to commercial code standards.
15. Drywali, tape, texture and paint walls and ceilings.
16. Install carpet in the new office and hallway.
17. Lay linoleum in the bathrooms.
18. 10' X 12' deck to be built on the west end of the building with handicap ramp.
19. Handicap ramp to be built off the existing deck.
20. Five Handicapped parking spaces to be painted on existing pavement (Handicap parlang
signs to be purchased by customer).
All of the above j ob descriPtion to be completed in a substantial and workmanlike manner
according to standards and practices for the sum of Twenty-Four Thousand Nine Hundred
Ninety-Five and 00/000 DoUars ($24,995.00).
