General Overview - The owner Great Western Chemical is proposing to demolish and rebuzld aportion of the existing facility. The existIng u,nderground starage tanks at the site will be rernoved and sozl sampiing will be performed at the location. Also px'opased is th~ re3acatian of some of the existing abave ground storaqe tanks. The intent af the praject is to bring their chemical storage facilities into compliance with county codes by providing double containment. It was noted that permits far tank removal and a temparary loading dack have been i ssued by Building and 5a fety. An Enviranmental Checklist was prepared and submitted tv Spnkane County Air Pollution Control. Authority for the described project. Public comrnent period concludes on May 25, 1990. - I - SUNIlKARY OF DEPARTMENTAL,REOUI,REMENTS : I. Planning Department (456-2205) A. Discussion/Requirements l. A copy of the zoning requirements were given to the applicant and Building and Safety by Al1an deLaubenfels. 2. The proposed is located in a Restricted Industrial Zone. 3. The relocated above ground storage tanks can not exceed 15 feet in height as per the zoning requirements for the Restricted Industrial Zone. 4. The exposed above ground storage tanks shall be completely sight screened year-round, from public view, by a fence, hedge, shrubs or maintained landscaped berm. In response to a question regarding a chain-link fence with slats as a sight screen, Allan deLaubenfels stated that the ordinance refers to "completely sight screened" and slats are not considered to meet the intent of the ordinance. 5. Al1an deLaubenfels suggested that the applicant proposes a scheme to accommodate Planning concerns regarding screening for review and determination. B. Permit Release Requirements 1. Please submit a revised site plan illustrating the location and height of the above ground storage tanks, and the location of the site obscuring fence. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Coraments were given to the applicant and Building and Safety by Scott Egger. 2. The proposed may be required to submit a drainage plan that is in conformance with the Spokane County Guidelines for Stormwater Management. Scott Egger advised the applicant to contact Stan Miller of the Engineering Department for determination if 208 swales are required for the proposed. It was noted that only those areas to be disturbed and improved are subject to drainage requirements. - 2 - - 3. Please submit manufacturers inforrnatiorx on the praposed holding tank and oilfwater segarator in ar+der that a dete,rrnination can be made regarding cvnforrnance to starmwater management gtlldellne5. 4, The check print was returned to the applicant during the meeting. Please address the comments on the crieck print and return -it to the Engineering Depart°ment. 5. An Agreement to Pay Fees was given to the applicant during the rneeting. Daryl w'ay complimented t'he applicants on having a c].ean facility, 2. Containment and treatment of the chemicals stored on ! the site will be under the jurisdiction of the Department of Ecology. Please contact Ar~dy Tam (456-2926) of the Department of Ecology for requirernents for the px`oposed. 3. TYxe existiang on site sewage disposal system is adequate for the five persons ernployed at the site and Yras the capacity for 15 employees. 4, The location of the existing septic tank is in confll-ct with the truck loading dock. The applicant indicated that the tank will be protected. 5. The existznq drainfield is not to be driven over. 6. Since the proposed is acritical materials user a SampIing Agreement for sampling of the effluent from the septic tank on an annual basis shall be signed by the _ 3 • ~ awner. Costfor the obtaining and testing the effluent shall be paid by the owner. 7. Al1 un-cantaminated construction and demolition debris must be taken to a licensed landfill. B. V. Building and safety (456-3675) A. Discussivn/Requirements 1. Plan review has been completed ❑n preliminary plans by Ken Jeffrey, 2. Please refer to Chapter 79 Division V, of the Unifarm Fire Code as oppased to Chapter 79.401 as indicated in tha meeting for code analysis of the proposal. Gentlemen: • Enclosed please find four sets of revised drawings and one set of drainage calculations for the subject project. The drainage system is an inverted syphon with inlets to catch basins at El. 96.2'. The elevation of the outlet is at 95'. Average pipe cover is 31 . Drain pipes are declined to a sump in the bottom of the outlet structure. Because of the inverted syphon, the drain pipes will run full. The usual methods for computing flow loss in open channels do not apply. We have calculated head loss based on "Cameron Hydraulic Data," for head loss of water in old pipe. We used the 10-year storm to calculate flow rates. Maximum head loss calculates to be less than 0.155 feet. Available fall is 1.2 feet. This should be adequate. A percolation test in the vicinity of the new dry well indicates a rate in excess of 40 inches/hour. The projected area of the dry well and its gravel surround is 201 square feet. These combine to a calculated infusion rate in excess of 670 cubic feet/hour. Applied to the site drainage area, this computes to an equivalent precipitation rate of .473 inches/hour. This is the 2-1/2 hour average precipitation rate for the 100-year storm.
