He 13 wants to move his operation out to this site. { 14 He would be closer to more businesses doing the 15 same thing; Inland Diesel, Broadway Truck Stop. 16 The site is big enough that later on 17 he could put in another, another building for 18 lease. It's an all-steel structure; BASN 19 building. There will be restrooms, one office, 20 and clear span open building; firewallaon 21 the 'north side *because -of t.-he' proxim-ity of. t*he 22 property line. 23 MR. The Planning 15 Department is going to require a revised site 16 plan. We need you to dimension all property 17 lines. And this site plan does not have 18 dimensions for the north property line. SHAW: I will have some concerns 10 in regard to the location oE the building close 11 to the north property line. There is a Code 12 standard that states that no lights shall 13 extend over property lines. 14 Therefore, I would like you to 15 locate your wall packs on the structure and 16 illustrate the direction of illumination such 17 that no light will extend across the property 18 line. 19 MR. If there is any 9 equipment or machinery that might produce air 10 emissions, then they may come under their 11 jurisdiction for permitting, like paint flus, 12 things of that nature. 13 MR. DAVIS: So keep that in mind. 15 The other things on there, just like dust needs 16 to be controlled during construction, all 17 travel surfaces need to be paved with that 18 plan. 19 Okay. What we're 10 talking about is any brand new hard surface 11 area for an asphaltic roof, or a roof 12 containing HVAC machinery. HARPER: And specifically in 16 regards to Thierman Road, the RID agreement 17 simgly says that this property owner agrees 18 that in the future if a county road project or 19 road improvement district is formed, that they 20 will agree to participate in this road ~ 21 improvement project. - , 22 MR. WAY: You did not indicate on 11 here where you intend to bring the water into 12 the property, but just show it on your plot 13 plan when you submit an application for a f. 14 septic tank system permit. 15 First of all, the floor plan 16 indicates you're going to have floor drains, 17 and looks like a centralized sand trap? 18 MR. BERGLUND: Right. 19 MR. WAY: This is a vehicle repair 20 shop, and there will be grit and possible 21 petroleum drippin•g on the floor. You'll , 22 probably need to add an oil-water separator 23 along with that sand trap. 24 And have you given any thouqht as to i 25 where that system will drain? WAY: Just from experience, you 9 need to talk to Andy Thom (phonetic), or one of 10 his people up there. 11 MR. BERGLUND: Yes. I talked to 12 Andy before. 13 MR. WAY: Whether or not he's going 14 to let you daylight that into a swale or 15 whether or not he's going to say a holding tank 16 is going to depend on whether or not there is 17 critical material-s involved. 18 MR. BERGLUND: Basically this is the 19 exchange of parts. 20 MR. WAY: Will there be engine4work? 21 . MR. BERGLUND Some, yeah.. , , • . 22 MR. WAY: Okay. We will not The 2 Health District will not act as a liaison , i ~ J 3 between the Department of Ecology and the 4 Building Department, so you need to secure 5 their approval on the building permit separate 6 from the Health District. 7 Being a truck repair shop with 8 chemicals, lubricants and solvents present on 9 the premises, we're going to ask for a critical 10 materials list. And if it's determined by the 11 Building Department after a comparison of those 12 types of chemicals and the quantities being 13 stored that the owner is a critical materials ~ 14 user, then prior to the Health District's 15 release, the owner of the business will have to 16 sign a sampling agreement allowing the Health . 17 District access on an annual basis to the 18 septic tank for the purpose of drawing a 19 sample, which will be then transported to a 4 20 private laboratory for analysis to check for 21 •t'he• pr-esence of those critical materials °that • 22 are stored on the premises. 23 An important thinq to relate to the 24 owner is, the cost of that sample retrieval and 25 analysis is borne by the owner. 4 "ON THE RECORD" COURT REPORTERS 19 Spokane, WA (509)535-5353 1 Does the owner intend to have any 2 fuel storage on the premises? WAY: Hot wrenching kind of goes 13 along with diesel mechanics. 14 MR. BERGLUND: Yeah. I assume he's 15 going to have a torch on the job. 16 MR. WAY: You'll need to locate the 17 storage in the building for those cylinders and 18 show how if it's portable, then I guess it's 19 going to be shown as portable but Clyde is ZO going to need to know what's there. He doesn't 21 want to-send fire•men in there. i.f someth.ing• is . 22 going to explode on them. 23 MR. WZSENOR: Especially this one. 24 MR. WAY: We need to have all 25 construction debris taken to and disposed of in "ON THE RECORD" COURT REPORTERS 20 Spokane, WA (509)535-5353 1 a licensed disposal site, as usual. 2 And to sum it up, our permit release ~ J 3 requirement would be a review and determination 4 of critical materials use on the premises. I 5 And the owner needs to apply for a 6 permit for the septic tank system. 7 As a warning, we're running four to 8 five weeks behind on test holes at this time. 9 MR. BERKLUND: Yes. 10 MR. WAY: If the owner decides to go 11 ahead, things will probably start slowing down 12 as the months progress, and hopefully we'll 13 catch up. { 14 MR. BERGLUND: Okay. 15 MR. DAVIS: A question for you: The 16 Department of Ecology, since they're a separate 17 entity with enforcement powers, could they 18 simply could Frank obtain a letter from them 19 approving the method of disposal ~ 20 MR. WAY: I would certainly think 21 that 22 MR. DAVIS: instead of having a 23 release, and then we'd have to try to run them 24 down? . 25 MR. Obviously, if the 2 Department of Ecology determines that on-site , I 3 disposal of the effluent from the floor drains 4 is appropriate, then they'll have to work out 5 some kind of approval of the arrangement for 6 disposal, whether it be septic tank/drainfield 7 for that, or whether it be daylighted to a 208 8 swale, or whatever. 9 That's basically what I'm saying, is 10 it's between the owner and the Department of 11 Ecology. 12 That system, the floor drain system 13 is going to have to be separate from the 24 domestic waste system which serves the 15 restroom. 16 MR. DAVIS: And do they issue 17 permits for this? 18 MR. WAY: No, they do not. 19 MR. BERGLUND: I'll work with Andy 20 on it, though. ' 21 MR. WAY: But what we're trying to • 22 do here is save the owner of the business a 23 bunch of money by having everything up front. 24 MR. DAVIS: Right. 25 MR. WISENOR: The Fire Department, 10 Daryl said it's Water District No. 3, and your 11 fire plug, there's 2,500 gallons a minute for 12 that. You need to verify with Water District 13 No. 3 if they can supply that much water with ~ 14 those three hydrants in there, Frank or 15 those two hydrants. You've got one that's 16 right here, and then you've got the other one 17 that is on your other corner (indicating). 18 You've got them on both corners, but that's the 19 end of their district and they're kind of low 4 20 on that. 21 If you can't supply that, then we're 22 going to have to talk about something else. 23 Improving that would be a real problem because 24 there is an eight-inch main that runs through - 25 here, runs through here, comes back and loops ~ , "ON THE RECORD" COURT REPORTERS 23 Spokane, WA (509)535-5353 1 in over'here (indicating). So it's a long way 2 to go before you get to a big main. 3 If you can't meet the fire flows, or 4 close to it, and guick calculation shows 5 about 1,300 gallons a minute available water 6 there you might be looking at sprinkling it. 7 I don't knaw. $ So talk to the Water District and 9 see what they have got in there. 10 MR. BERGLUND: Right. 11 MR. WISENOR: With the eight-inch 12 mains, with that kind of pressure, there should 13 be more water available there. ~ 14 Is there going to be any painting 15 done in here? 16 MR. BERGLUND: No. 17 MR. WISENOR: Other than maybe 18 spotting? 19 MR. BERGLUND: Yes. There might be 20 some incidental. Q 21 MR. WISENOR: Right. But yau're not 22 going to have 23 MR. BERGLUND: Not going to be a 24 paint booth on site, as such. 25 MR. WISENOR: Right. Okay. i. BERGLUND: Actually there's more 15 water there than there is out on Sprague and 16 Argonne. 17 MR. WISENOR: Sprague and Argonne? 18 Oh, yeah. Well, they got the hydrants there, 19 but they don't have the flow. I've got the 20 records. That's what it showed in factd, you 21 can take those. It shows the hydrant. It 22 shows the flows in there, and it shows a drop 23 in it the last couple of years. I don't know 24 why. They may have a valve closed someplace. - 25 So take a look at that.
