SCOPE/PROJECT DESCRIP'ITON:
I. General Overview - The owner, John Clark, is proposing to construct an addition to an
existing building constructed in 1987. Proposed will be used by the existing business operated
in the original building by Mr. Clark which distributes plastic coils for binding of manuals
and/or documents. Proposed will match the construction of the original building (concrete
masonry) with stucco panels at the upper wall. No restrooms are proposed in this addition.
No new signs, lighting, or floor drains are proposed. Perimeter fencing currently exists along
the west and south property lines.

SUMMARY OF DEPARTMENTAL RF,Q NTS:
I. Planning Department (456-2205) - Francine Shaw
A. Discussion Items
1. The proposed is located in an I-3 zone. The progosed use is allowed in the
zone.
2. The proposed is located on parcel number 35144.9074 which is effected by
Zone Reclassification ZE-101-41 and Short Plat SP-85-352. Conditions of the
Short Plat do not effect the site except for the condition allowing only one use of
the property, and therefore not allowing for any subleasing of any buildings on
the site.
3. Please verify the front yard setbacks. 34-1/2 feet is illustrated on the site
plans and 35 feet is required from the property line or 65 feet from the center of
the roadway (whichever is greater). If encroachment is verified to be six (6)
inches, the applicant can request an Administrative Exception for a variance of
less than one (1) foot.
4. Parking cannot be determined at this time. Parlcing stall requirements will be
based on one (1) stall for every 400 square feet of manufactunng space. Using
those figures, sixteen (16) parking stalls will be required and only eight (8)
parking stalls are illustrated. The applicant can apply for a variance to reduce the
required number of parking stalls, but was advised that this request would require
a Public Hearing with notice and that the earliest this variance request could be
heard would be August.
Paving is illustrated on the site plans. Please illustrate all traffic control devices
on the revised site plans.
5. Please note the location and height of any existing fencing on the revised site
plans.
6. Proposed must meet the requirements and standards of all applicable federal,
state and local agencies' statues, laws, and ordinances with regards to protecting
the soil, ground and surface water, air, and human health.
7. The exisdng landscaping is illustrated on the site plans. The applicant stated
that it consists of basically sod and trees.
A five (5) faot wide strip of Type III landscaping is required along the entire
site. Please verify that this is in existence. Landscaping is required to be
surrounded by six (6) inch curbing. Please submit an estimate from a nursery
including size, type, curbing, quantity of landscaping, itemized cost of the
irrigation system, and the cost of labor along with a promissory letter from the
owner stating the landscaping will be installed.

A. Discussian Items
1. Comments were given to the applicant and the Department of Buildings by
Bab Turner.
2. Please submit a drainage plan for the site that is in compliance with Sp. okane
Cvunty Guidelines fvr Starmwater Management a.s detailed in the handout given
to the applica.nt at the rneeting and also attache.d to the applicant's copy of thm
minutes.
3. Please submit road and drainage plans for sidewalk improvements to A1lci.
These plans do not need to be prepared by an engineer. AIki shall be improved
to T)rpical Roadway Section No. 1, Access Standard. A11 requirecl raad
construction.shall be completed priar to permit issuance or a bond in an arnount
estimated by the Cnunty Engineer to cvver the cast af construction shall be
submitted. The appiicant was advised to submit the raad and drainage plans or to
band for the required impravements as soon as possible so that perrni,t issuance
wvuld nat be delayed.
4. Approach perrrxi,ts shall be vbCained for new driveway ~~proaches along Ailci.
5. An Agreement to Pay Fees was given to the applicant during fi.he rneeti.tig.
The agreement is to be signed by the owner and returned to the Division of
Eflgineering & Rvads. Plan review will not be completed until this dacument is
executed.

B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit road and drainage plans for sidewalk improvements on Allci.
3. Approach permits shall be obtained for driveway approaches along county
right of way.
4. Please submit a copy of the Agreement to Pay Fees signed by the owner.
IV. Health District (324-1577) - Daryl Way
A. Discussion Items
1. The water purveyor for the proposed is the City of Spokane.
2. An on-site sewage disposal system exists on the site. The drainfield may
have to be moved if it is not located as it is illustrated on the site plans.
Please protect the existing drainfield during construction from vehicular traffic
by installing a temporary barrier.
3. Please submit a critical materials list to the Department of Buildings for
review.
4. The applicant stated that he had intended to stub in the plumbing for the
future restrooms, but he may reconsider since subleasing the space is not
possible.
5. The double plumbing line runs under the footprint of the proposed new
addition. Please check the type of pipe material used in this line to venfy that it
can safely be placed under the footing of the proposed structure.
6. All construction debris shall be taken to a licensed landfill.
7. No on-site burning or burial of debris will be allowed.
B. Permit Release Requirements
1. The Health District is ready to release their portion of the building permit if
the location of the drainfield matches the location illustrated on the site plans,
and has authorized the Department of Buildings to release their portion of the
building permit.
V. Fire District No. 1(928-2462) - Eric Olson
A. Discussion Items
1. Fire flow for the proposed has been calculated for 2,500 G.P.M..
2. Two (2) fire hydrants presently exist to serve the site. One of the hydrants is
located across Alki, but will count towards meeting the fire flow requirement as
Alki is a dead end street.

e 3. A lock (Knox) box entry system for fire department personnel access is
required to be installed. Forms for ordering was given to the applicant. The
completed forms are to be returned to the Fire District prior to release of the
building permit. The box shall be installed prior to occupancy.
B. Permit Release Requirements
1. The order form for the lock (Knox) box entry system shall be submitteri to the
Fire District prior to release of the building permit.
VI. Department of Buildings (456-3675) - Bobby Stone
A. Discussion Items
1. Plan review has been completed only on the site plan by Bobby Stone.
2. The proposed building is being classified as a B-2 occupancy, Type IIIN
construction.
3. Please submit an updated critical materials list for review.
4. The proposed shall meet the minimum requirement of the Regulations for
Barrier Free Facilities. Proposed should also comply with the provisions of the
American Disabilities Act. The Department of buildings will not be requiring
compliance with this act until it is adopted as part of the Washington State
Barrier Free Regulations, which is not expected to occur until July, 1992. For
information about the Americans with Disabilities Act, call 1-800-435-7232.
The applicant stated that the existing sidewalks are flush with the parking.
Please indicate if the new sidewalks are going to be installed flush or if they will
incorporate ramped access.
5. Structural calculations should be submitted to justify the adequacy of the
structural system (including foundation) for seismic, wind, dead, snow and live
loads. (UBC Chapter 23)
6. If proposed is heated to over 50 degrees Fahrenheit, it must comply with the
Washington State Energy Code.
7. If wofld • trusses are used in the proposed, drawings with an engineer's stamp
are required to be submitted.
8. Please indicate the name of the Special Inspector contractor for the exterior
masonry and submit copies of the inspection reports to the Department of
Buildings for review.
9. Please illustrate the location of any fuel burning (gas) appliances on the
revised site plans. The applicant stated that there would be vehicular access into
the proposed building, therefore the fuel burning appliances must be located not
less than 18 inches from the floor.
10. Please submit specifications on the insulation of the cement masonry unit.

11. The entire perimeter wall of the proposed must be of four-hour fire-resistive
construction.
12. The front page (cover sheet) of the construction drawings shall contain, at a
minimum, the professional stamp with an orieinal dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitted for
review and approval.

IN THE MATTER OF ) FINDINGS OF FACT,
SHORT PLAT N0. SP-85-352 ) CONCLUSION AND DECISION
THIS MATTER, an application for the approval of a Short Plat, pursuant to
Spokane County Resolution No. 78-291, came before the Spokane County Short
Plat Administrator on the 28th day of January, 1985.
Having reviewed the records and files in this matter, the Spokane County
Short Plat Administrator makes the following:
FINDINGS OF FACT AND CONCLUSION .
I.
That the Spokane County Comprehensive Plan indicates this site to be
within the INDUSTRIAL Category and within the Priority Sewer Service Area.
II.
That the uses and density proposed by the plat sponsor appear to be
consistent with policies of the Industrial Category and compatible with
adjacent land uses.
III.
That the existing zoning for this site is Manufacturing.
IV.
That proper legal notification was given for this proposal.
V.
That the owners of adjacent lands expressed neither approval nor
disapproval of this proposed use.
VI.
That appropriate provisions have been made for sewage disposal, water
supply, storm water control, circulation, fire protection and other necessary
public facilities and utilities.
VII.
That the proposed use is not detrimental to the* general purpose or
otherwise harmful to the public health, safety and welfare.
VIII.
That no significant adverse environmental impact will likely result from
approval of this proposal.
THEREFORE, the Spokane County Short Plat Administrator hereby issues this
DECISION
Short Plat application SP-85-352 is hereby APPROVED subject to cpnditions
which shall be complied with by the applicant and/or sponsor prior to finaliza- -
tion of the short plat. I

CONDITIONS OF APPROVAL FOR SHORT PLAT #SP-85-352
PLANNING DEFARTMENT '
1. That the preliminary plat be given conditional approval to
February 1, 1988. The Short Plat Administrator may administratively
approve a request for a one year exCension of time if the sponsor submits
a Written requesC forty-five (45) days prior to the above expiration
date. A request for an Extension of Time may subject the proposal to new
conditions required by reviewing agencies.
2. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
3. That a statement be placed in the dedication to the effect that no more
than one allowable use as determined by the Spokane County Zoning
Administrator be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat. -
4. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the
utility companies. Written approval of the easements by the utility
company must be received prior to the submittal of the final plat.
5. That a certificate of title be furnished the Planning Department prior to
the filing of the final plat.
6. That a survey be required prior to the filing of a final plat.
7. The plat dedication shall state: "Further development of any of the
tracts within this short plat shall be in compliance with the
requirements of the Aquifer Sensitive Overlay Zone of the Spokane County
Zoning Ordinance."
COUNTY ENGINEER
1. That conditional approval of the plat by the County Engineer is given.
2. That plans, profiles, and cross sections as designed Co County standards
showing proposed street centerline and curb grades be submitted to the
County Engineer for approval prior to construction and/or the filing of a
final plat; road plans to be prepared under the direction of a licensed
Professional Civil Engineer. 3. That drainage plans and design calculations showing the alignment of
drainage facilities be submitted to the County Engineer for approval
pr.ior to construction and/or filing of the.final plat. Drainage plans to
be prepared under the direction of a licensed Professional Civil Engineer.
4. Construction within the public streets and easements shall be performed
under the direct supervision of a licensed engineer/surveyor, who shali
furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that all disturbed monuments
have been replaced.
5. No construction work is to be performed within the existing or propos,ed
Public Right-of-Way until a permit has been issued by the County
Engineer. All work is sub,ject to inspection and approval by the County
Engineer.
6. All construction within the existing or proposed Public Right-of-Way is
to be completed prior to filing the final plat or a bond in the amount
estimated by the County Engineer to cover the cost of construction of
improvements, construction certification, "As Built" plans, and
monumenting the street centerlines shall be filed with the Counry
Engineer.

7. A statement must appear in the dedicatory language of the plat that
individual driveway access permits be required prior to issuance of a
building permit for driveway approaches to the County Road system.
8. Dedication of 4 ft. additional Right of Way along Fancher Road.
9. Existing County roads providing direct access to the plat shall be paved
and curbed to Spokane County standards.
10. Public Road Standard TYPICAL Roadway Section
(1) Section Number 1 for Alki Ave. Minimum Paving width Access Std.
(2) Section Number 1 for Fancher Rd. Minimum Paving width.Major Art. Std.
11. The word "applicant" shall include the owner or owners of the property,
his heirs, assigns, and successors.
12. To construct the road improvements stated herein, the applicant may, with
the approval of the County Engineer, join in and be a willing participant
in any petition or resolution which purposes is the formation of a Road
Improvement District (RID) for said improvements pursuant to RCW 36.88,
as amended. At such tiIDe as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvements required (curb,
sidewalk, drainage control and paving to existing pavement) will be at
the sole expense of the undersigned owner, their heirs, grantees and
assigns. This provision is applicable to Fancher Road only.
13. As an alternative method of constructing the road improvement stated
herein, the applicant may, with the approval of the County Engineer,
accomplish the road improvements stated herein by joining and
participating in a County Road Project (CRP) to the extent of the
required road improvement. At such time as an RID is created or any Road
Improvement Project is sanctioned by Spokane Courty, the improvements
required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner, their
heirs, grantees and assigns. This provision is applicable to Fancher
Road only.
14. That the following statement be placed in the plat dedication: The
owners, their heirs, grantees and assigns, agree to join in the formation
of a County Road Improvement District pursuant to RCW 36.88 at such time
as a Road Improvement District is created or any Road Improvement Project
is. sanctioned by Spokane County. The improvements required (curb,
sidewalk, drainage control and paving) will be at the sole expense of the
owner, their heirs, grantees and assigns. This applies to the
improvements specified for Fancher Road.
15. The proposed plat shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No. 80-1592, as amended, which
establishes regulations for roads, approaches, drainage, and fees in new
construction.
16. The County Engineer has examined this development proposal and has
determined that the impact of this proposal upon the existing County Road
System warrants the roadway improvements herein specified.
17. That roadway plans, profiles, cross sections, drainage plans and the
roadway improvements specified (see conditions 2, 3 and 10 above) shall
be required prior to the release of a building permit for parcels "A",
"B" and "C".
SPOKANE COUNTY HEALTH DISTRICT 1. A combined surface water and sewage disposal detailed plan shall be
approved by the County Engineer and the Spokane County Health District
prior to the issuance of any building permit for this project.

2. The dedicatory language of the plat wi11 state that: "Subject to specific
application approval and issuance of permits by the Health Officer, the
use of on-site disposal sewage systems may be authorized."
3. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social & Health
Services.
4. Prior to filing the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."
5. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State health authorities
and the local fire district and purveyor will be installed within thfs
plat, and the subdivider will provide for individual domestic water
service as well as fire protection to each lot prior to sale of each lot."
6. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
7. Prior to filing the final plat, the sponsor shall demonstrate to the
satisfaction of the Spokane County Health District that suitable sites
for on-site sewage disposal systems are available on lots B& C.
Prior to filing the final plat, the sponsor shall demonstrate to the
satisfaction of the Spokane County Health District that the existing
on-site sewage disposal systems serving the structures located on lots A
& D are wholly located within the boundaries of the respective lots.
COUNTY UTILITIES
1. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the
use of on-site _sewer disposal systems is hereby authorized. This
authorization is conditioned on compliance with all rules and regulations
of the Spokane County Health District and is further conditioned and
subject to specific application approval and issuance of permits by the
Health District.
2. The dedication shall state: "The owner(s) or Successor(s) in interest
agree to authorize the County to place their name(s) on a petition for
the formation of a ULID by petition method pursuant to RCW 36.94 which
the petition includes the Owner(s) property and further not to object by
the signing of a protest petition against the formation of a ULID by
resolution method pursvant to RCW Chapter 36.94 which includes the
Owner(s) property. PROVIDED, this condition shall not prohibit the
Owner(s) or Successor(s) from objection to any assessment(s) on the
property as a resulC of improvements called for in conjunction with the
formation of,a ULID by either petition or resolution method under RCW
Chapter 36.94."
3. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.
4. The dedication shall state: "Each new dwelling unit shall be double
plumbed for connection to future area-wide collection systems.
BUILDING AND SAFETY
1. The building located on proposed Tract D does not appear to meet the
required fire resistive standards for the setbacks intended. The
building, through the permit process, may require upgrading to conform
with UBC requirements.
