SCOPB/PROJBCT DBpSCRIP°TI(]N:
I. General Overview - The parcel of land for the proposed
pro]ect is 235' x 224' and is located at the corner of 3rd Avenue
and Pines Road. There is an existing 870 sq. ft. conerete block
residence that will remain and be used for nursery stock and
office and retail space. The basement of the building will be
used for storage. The only structural changes will be to remove
the front door and one window and install siding over the area;
add a wooden deck to one side of the building, to be 4" to 5"
above grade; remove a bathroom wall and the bathtub; and to '
remave the chimney and install a glass french daor in its place.

II. Construction Schedule - The owner would like the business ta
be in operation by or before March 1, 1988.

SUMIMARY OF DBPARTMSNT'AL REQUIR921TS :
I. Planning Department (456-2205)
A. Discussion/Requirements
1. This site was subject to a 1977 Zone Change to
Local Business (#185-77)

2. Detached signs must meet sethack and maximum area
requirements as specified in the Local Business Zone.
A separate permit is required for siqns.
3. The 30" tall split rail fence needs to meet the
setback requirements for a clear-view triangle.
B. Permit Release Requirements
1. A landscape plan needs to be provided prior to
release of the permit and should include the size,
quantity, and cost of landscaping, along with a
promissory letter for installation.
2. The zone requires the storage of materials to be
either indoors or within a six foot sight-obscuring
fence. (The applicant noted that it is not considered
storage, but display and asked that it be considered as
such.) The alternatives regarding requirements can be
discussed after the meeting. It is believed something
can be worked out in order to get the permit released.
3. The 12 spaces shown for parking looks adequate,
but the applicant needs to specify square footage for
the retail space and the office space so calculations
can be made on the minimum amount of parkinq required.
II. Enqineering (456-3600)
A. Discussion/Requirements
1. A copy of comments were given to the applicant and
Building and Safety by Gary Nelson.
B. Permit Release Requirements
' 1. A condition of the zone change is to widen the
street on 3rd Avenue and install curbing and a
• sidewalk. The Engineer's Office had the road plans and
gave a copy to the applicant to submit to an engineer
who can work off the plans for road improvement. Due
ta the time of the year, the owner can bond for the ~
improvements either by submitting an Irrevocable Letter
of Credit or by a Savings Assignment.
2. A drainaqe plan must be submitted for the entire
site. All runoff water must be retained on the site.
The agplicant needs to confirm the location of
drywell(s) on the site.

III. Health District (456-6040)
A. Discussion/Requirements
1. The property lies within the ULID which is
currently scheduled for sewer usage by 1989. It is
requested that the building be connected when sewer
becomes available and not wait the one year which is
allowed after availability.
2. The applicant was advised that it may be to their
advantage to install a dry sewer line prior to site
improvements to avoid site work when sewers become
available. The Utilities Department may be contacted
for line location.
3. The applicant needs to contact a refuse company
for information on dispasal and removal.
4. Plant nurseries are exempt from licensing of food
sales, provided the food is grown and sold on the
property. Any purchase of food for sale on the
property would require the business to apply for a
restaurant license.
5. If any critical materials exceed the limits set
forth in the Critical Materials Checklist, non-ground
disposal of all waste will be required.
6. The Health District has no records of the on-site
sewage disposal system. If the system should be cess
pool, which is no longer allowed, it will be required
to be chanqed to current standard systems if it fails
prior to the availability of the sewer system.

7. The sewage system needs to be barricaded from
vehicular traffic.
8. It was noted that cess pools were usually located
approximately 20' or 30' from the building.
B. Permit Release Requirements
1. The applicant will need to notify the Health
District by Affidavit or other proof, from the owner of
the property, the location of the system, the type of
system and size.

A. DiscussioniRequirements
1. Utilities was not present at the meeting, however
comments received indicated the project is located
within ULID 88-01 and had na comment.
V. Building and Safety (456-3675)
A. DiscussionJRequirements
1. Plan review has been completed and discussed with
the architect who is required to submit revised floor
plans. Once this is done and agpraved, Building and
Safety will be able to release the permit.
2. Fire District No. 1 was contacted regarding
hydrant size and location on the property. Clyde
Wisenor reviewed the plan and indicated all was
adequate.

The applicant acknowledged that all comrn@nts/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORREGTIONS :
To minutes or changes from what appears in the minutes, we should
be notified within ane day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safqty who will then distribute accordingly to each department.
ADJO : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems which may arise. ~
