And I 15 have laid out a proposed storage I brought one that is 16 marked. 17 MR. DAVIS: Now, this is for the proposed addition? 18 MR. MCARTHUR-: Yes. This is the arrangement that they 19 have over here now. They want to just continue more of the 20 storage of larger items here. The smaller items will be up 21 here. They-sell -everything -connected with constructinn; fans, 22 hot water heaters, everything that you have in a building. 23 Except construction materials like drywall. They don't sell 24 that. DAVIS: The notation on our notice here was 3 expansion and remodel. 4 MR. MCARTHUR: Oh yes. I show that on those drawings. 5 Mine are just marked up. They are taking out a wall to enlarge 6 the sales room. That lunch room is going to be moved over here 7 is what it amounts to, and enlarging this, which was a 8 warehouse over here, and making that office. Then that would 9 be additional second floor for storage over there. That is 10 shown properly on your drawings, not on mine. I didn't have 11 time to make copies. 12 MR. DAVIS: Are there any questions before we start? ~ 13 Just one thing I have. The building, of course, is 14 over twelve thousand square feet. So that brought it under the 15 SEPA review. But checking the previous file for this building, 16 we have a check list that was submitted and filed August 10, 17 1978. In that description check list, they described this 18 building twenty thousand four hundred square feet. Also 19 describes the future expansion of the warehouse to twenty 20 thousand square feet. Since you are proposing twelve thousand, 21 you are within the description. Therefore, we do not have to 22 ask you to re-file a new check list. Related Planning 15 Department actions include zone classification file number ZE- 16 101-41, for which no conditions of approval exist. A 17 certificate of exception was approved in 1978, recognizing this 18 parcel as buildable. This file number is CE-553-78. MCARTHUR: Yes. We are moving it straight south. 10 MS. SHAW: We need you to locate that on your revised 11 site plan and illustrate the direction of illumination. Code 12 requires all exterior lighting to be directed away from { 13 adjoining properties. 14 Applicant must meet all applicable federal, state and 15 local agencies statutes, laws and ordinances with regard to 16 protecting the soil, ground or surface water, air, and human 17 health. 18 Does the cost of the construction and remodel exceed 19 $190,000? 20 MR. HERBERG: Yes, it does. 21 MS. SHAW: It does. There is a section in our code 22 that states that any project which exceeds fifty percent the 23 value of the existing structure based on county records, if the 24 fifty percent is exceeded, then landscaping shall be included. 25 For this project, then, you would need to install a five-foot l'On the Record'I Court Reporters (509) 482-4261 9 ~ 1 type three landscape strip along the property line fronting 2 Broadway. 3 MR. HERBERG: There is one there. 4 MZ. MCARTHUR: That's already there. All that 5 landscaping is up here. 6 MS. SHAW: You need to call that on your plan and show 7 me that. We have no record of your original building permit on 8 this. 9 MR. HERBERG: It is there. 10 MS. SHAW: You need to illustrate that on your plan. 11 There is curbing around that, and it is automatically 12 irrigated? { 13 MR. MCARTHUR: Yes. 14 MS. SHAW: You need to note out that it has got six- 15 inch curbing and auto irrigation. 16 MR. MCARTHUR: Okay. 17 MS. SHAW: It does appear that, for this addition and 18 remodel, seven new parking stalls are required. Your site has 19 adequate parking provided. However, the seven new stalls need 20 to be.within sixty feet of a landscaped area. The code 21 'requiresthat landscaping between a building.and a parking lot 22 does not work. However, and-I have noticed on this portion of 23 your site plan, there is an area here which could count as 24 landscape parkinq requirements. Is that landscaped strip 25 there? 1 IlOn the Record'I Court Reporters (509) 482-4261 10 C 1 MR. MCARTHUR: Yes. 2 MS. SHAW: We need you to illustrate some landsc 3 in this little portion of the 4 MR. HERBERG: The whole front there is landscaped. 5 MS. SHAW: in this portion of your front building 6 landscaping. Then that would satisfy the sixty percent rule. 7 MR. HERBERG: All right. 8 MS. SHAW: Sixty foot rule, excuse me. Everything is 9 in for landscaping then. 10 So for a permit release requirements, what we need is a 11 revised plan that notes the existing paving, the striping of 12 the parking stalls, and the location of the new or re-located ~ 13 exterior building lighting and direction of illumination, and 14 we can release. 15 MR. HERBERG: Great. 16 NII2. DAVIS: You did say landscaping. 17 MS. SHAW: The landscaping, yes, I did. We need to 18 illustrate the landscaping also. 19 Mt. DAVIS: We got four things; paving, striping, the 20 lighting and landscaping. 21 NR. MCARTHUR : R i ght . - . ' 22 MR. DAVIS: You did write on your plan the curbing 23 around the landscaping. 24 NIlt. MCARTHUR: Yes; paving, curbing. 25 MR. DAVIS: That should be clear enough. We need a drainage plan for the site, showing 5 where the roof drainage will be going. Is this going to be a 6 metal roof? 7 MR. MCARTHUR: Yes. 8 MR. TURNER: It's a metal roof. Are there any HVAC 9 materials on top; heating, ventilating, air conditioning? 10 MR. MCARTHUR: I don't think so. Heater is inside the 11 building. 12 MR. TURNER: Then the drainage from the roof can go ~ 13 directing to a dry well. If you use an existing dry well, 14 please verify that it is adequately sized. 15 MR. MCARTHUR: There is a lot of dry wells, as yau can 16 see. 17 MR. TURNER: We just need a drainage plan to verify, 18 even if you just run it sheet flow to these existing dry wells, 19 verify that the square footage of run-off will be accommodated 20 by these dry wells. They may already be at their peek. 21 Because I don't have a.drAinage plan from you. 22 Ngt. MCARTHUR: This one here, this ridge will go like 23 this, so we will have to take this stuff off here and put it in 24 a dry well over here someplace. 25 MR. MCARTHUR: We are going to just propose to put it 2 in that five foot strip because they may want to add on more 3 here. 4 MR. TURNER: If you do that, make sure that any new dry 5 wells strictly for roof drainage are capped, have a roof lid 6 on. 7 MR. MCARTHUR: Yes. 8 MR. DAVIS: Question; would a dry well fit within the 9 f ive-foot strip? 10 MR. TURNER: The County Engineer's Department has no 11 problems with set-backs for dry wells that I am aware of. If 12 there is a no-build easement or something else that is along y 13 that five foot strip that isn't identified as such, we have to 14 address that when it is made known to us. 15 MR. DAVIS: But the width of the dry well on the bottom 16 is approximately how much? 17 MR. MCARTHUR: Four and a-half feet. 18 MR. DAVIS: Four and a-half? 19 IrII2. MCARTHUR: Yes. We want to get it away from 20 footings. We'll get it far enough away. This is an addition, 21 a metal building addition.. That new footing will be right here 22 and we will be ten feet away from that. So I'm going to 23 purposely put it over here someplace. 24 MR. TURNER: Engineer's Department would accept that. 25 It's the architect's responsibility, of course, to know what is t '$On the Record" Court Reporters (509) 482-4261 , , i • 13 1 going to happen in the future, if it is going to be in the way. 2 MR. MCARTHUR: Yes. 3 MR. TURNER: Since Francine has pointed out that the 4 improvements for this building are greater than fifty percent, 5 the County code does give the County Engineer's Office the 6 ability to go back and retro this parking lot to make it work 7 with 208. I will check with Gary Nelson, my supervisor, to 8 find out exactly how that works and get back to you. Right now 9 I don't have an answer. But since it is greater than fifty 10 percent, it does fall into a category where a 208 may be il required for the site. We will find that out today and get 12 back to you. ( 13 Mt. MCARTHUR: That would be a disaster. 14 NIlZ. TURNER: The other information I have here on the 15 form is I would like to see the SEPA review. Since there is no 16 SEPA review that is going to be duly required, strike that. 17 That is not required. 18 There is an agreement to pay fees attached to your form 19 that will need to be filled out and turned back in, so we can 20 be reimbursed for our review time. 21 . Any questions? . 22 MR. HERBERG: Can we talk about the 208 for a moment, 23 and that ruling? Are you going to come back with some thoughts 24 on that, after you talk to Gary? 25 MR. TURNER: All I can tell you right now is that our l'Oa the Record" Court Reporters (509) 482-4261 14 ~ 1 code specifies that if improvements to an existing facility are 2 greater than fifty percent, the County can require a 208 to be 3 imposed upon the entire site. Now Gary Nelson was gone during 4 last week on vacation, so I wasn't able to talk about that with 5 him. He is back today, and I will do that and get back to you. 6 MR. MCARTHUR: Maybe you could have him visit the site. 7 NII2. TURNER: I have seen the site, so I know what it 8 looks like. Hopefully, I can reflect that to Gary. If he 9 still has some questions, I am sure he will go out and take a 10 look at it. 11 MR. MCARTHUR: Because that would be quite the project, 12 to get this stuff to slope away from these drains. Again, you ( 13 would have to re-pave everything. 14 NII2. TURNER: That is why it is not an automatic go to 15 208. We want to take a look at what our code says and what 16 your site says and make the best deternaination possible. 17 NII2. DAVIS: So, Bob, summarize again. 18 M42. TURNER: Summarizing, what we need is a roof 19 drainage plan. We are still questioning the 208, and I will 20 get back to him on that as soon as possible. . 21 MR. DAVIS: Okay.' . 22 John? 23 MR. ANICETTI: The proposed addition is strictly 2 storage, if I heard right? 3 NR. MCARTHUR: Yes. There is no plumbing added. 4 MR. ANICETTI: So no increased waste water usage at 5 all? 6 MR. MCARTHUR: Right. There are no drains in this 7 building or nothing. 8 MR. ANICETTI: That will make this real easy. The only 9 thing we may have is critical materials. 10 MR. HERBERG: We have submitted that to the owner, and 11 they have submitted it to their legal advice, and it will be 12 forthcoming. ~ 13 MR. DAVIS: We normally require that through our 14 permit. Is there on-site system here? 15 NIlZ. ANICETTI: Yes, there is. That's the only thing. 16 If critical materials are determined as being I guess 17 building code makes that determination then a critical code 18 material sampling would have to be signed with our office 19 because of the on-site sewage system. Depending, again, on 20 what those materials would be, there would be frequent analysis 21 of the effluent in-the subject tank, all costs to be borne by 22 the property owner. 23 MR. DAVIS: Do you think they are critical material 24 handlers? 25 MR. MCARTHUR: They might sell stuff. 4 MR. HERBERG: They are fairly used to this. I did talk 5 to them about it. They have five hundred eighty facilities. 6 In some of the areas it's 7 MR. DAVIS: Well, why don't I give you a copy of the 8 sampling agreement. 9 MR. MCARTHUR: There is the drain field there under 10 pavement. 11 NIl2. ANICETTI: I suppose the only thing, if there is no 12 increase in waste water, the only thing we would have is with ~ 13 the critical materials potential. 14 MR. DAVIS: Normally, in a situation like this where 15 Darrel has done it, there is no critical materials, then he 16 authorized the Buildings Department to issue or sign off for 17 the Health District. If there is critical material, then the 18 filing of the sampling agreement will have to be completed 19 prior to the building permit. 20 MR. MCARTHUR: What department are you from now? 21 MR. ANICETTI: Health Department. 22 MR. MCARTHUR: Okay. 23 MR. DAVIS: Any questions? 24 MR. OLSON: County determined fire flow to be twenty- 8 five hundred ppm, which equates to two hydrants. We have one 9 directly in front of the building. There isn't a logical place 10 to put a second hydrant, so we are going to waive that. 11 The old building is sprinkled. I assume the new 12 building will also. ~ 13 MR. MCARTHUR: Yes. 14 MR. OLSON: We will need to take a look at the 15 sprinkler plans, along with the County. Is this system 16 currently monitored centrally? 17 MR. MCARTHUR: I don't know. 18 NIl2. OLSON: If it isn't 19 Mt. HERBERG: You need to get a water pump? Is that 20 what you are 21 MR. OLSON: No. That's coming up. Code requires if- 22 you have over a hundred sprinkler heads in the building, it has 23 to be centrally monitored. It may already be. If not, it 24 needs to be done. 25 MR.
