SCOPE/PROJ$CT DBSCRIPTION:
I. General Overview - Chevron USA, Inc., is proposing the
purchase and subsequent demolition of the existing structures and
the construction of a new service station/fvod mart located on
the southeast corner of Sprague Avenue and Pines Road. The food
mart portion of the structure will consist of approximately 932
square feet. The total square footage for the lot is 47,000
square feet. There will he no food service, strictly sales.
Eight fueling positions are proposed. The building will be
setback approximately 50 feet from Sprague in order to allow free
traf f ic f low.
The applicant distributed to all participants a brochure prepared
by Chevron USA, Inc. which identified the proposal.
II. Construction Schedule - At this time the purchase of the
property is under option. The option period will end April 30.
Therefore, the applicant would like to know the possibility of
obtaining a permit before that time. Construction drawings,
along with the drainage plan will be submitted the week of March
21, 1988. The lease for the current property will expire in
August, 1988 therefore, the applicant would like complete
construction by that time. .

. SUIMMARY OF DEPARZMENTAL REQUIRENTS :
I. Planning Department (456-2205)
:
A. Discussion/Requirements ,
1. It was stated that this proposed property is
within a Commercial zone, which is adequate for the proposal.
2. John Pederson indicated that he had been in
contact with John Hicks of R. Lee Architect for the
project regardiag setbacks and other information
pertinent to the project.
3. It was noted that setbacks as inda.cated on the
site plan are adequate for the project.
B. Permit Release Requirements
1. A Certificate of Exemption is required to be
completed in order to combine all parcels. The
applicant was ga.ven the Certif icate of Exemption
application to fill out and return to the Planning
Department. This completion of the Certificate of
Exemption will be required prior to issuance of
Certificate of Occupancy.
2. Although landscaping is not a requirement, it was
noted that the Planning Department will need plans for
any landscaping installed, along with a letter of
intent to install the proposed landscaping.
3. The signaqe is adequate however, should the
apglicant choose to install signs on Pines Road, the
Department of Transportation has jurisdiction and will
need to approve signage.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A cogy of comments was given to the applicant and
Building and Safety by Bob McCann.
2. Your contact person at the Engineer's Office will
be Jerry Sims.
B. Permit Release Requirements
1. A drainage plan including calculati.ons is required
to be submitted.

, A'copy of Spokane County drainage plan calculation
requirements was given to the applicant. The applicant
indicated that the complete drainage plan with
calculatioris would be'submitted the week of March 21,
1988.
2. Copies of approach permits obtained from the State
, Department of Transportation for approaches from Pines
Road are required to be submitted to the Engineer's
Of f ice .
3. Approach permits for approaches from Sprague
Avenue are required to be obtained from the Spokane
County Engineer's Office.
III. Health District (456-6040)
A. Discussion/Requirements
1. It was stated that the Department of Building and
Safety would require demolition permits for all
buildings demolished. It was suggested that all
materials be deposited in a licensed landfill.
2. It was noted that this property has several
on-site sewage systems and upon demolition of the
existing structures the tanks should be pumped out and
either removed or filled.
3. If food preparation is to be done on site a full
menu is required to be submitted. The applicant
indicated that no food preparation will be done. It
was noted that there will be no grill or roaster on
site. Only coffee pots, popcorn popper and other items
of this nature will be used.
4. A operational permit is required to be obtained vn
an annual basis for the operation of the food mart.
The fee for this will be prorated on a 6 month basis
should the food mart open after July 1, 1988.
B. Permit Release Requirements
l. A full set of construction plans is required to be
submitted for review and approval by Health District.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department'was not present, however
comments were submitted prior to the conference.

. 2. This project will connect to Valley sewer.
B. Permit Release Requirements
1. The applicant must exercise their option on the
property before Utilities can qo ahead with plans for a
specific type of side sewer to be constructed. The
.
applicant should contact Dean Fowler, of the Utilities
Department regarding this matter.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Tom Postlewait has conducted an initial plan
review for the proposal.
2. Paul Chase of Fire District No. 1 has been
contacted regarding fire flow requirements.
3. It was noted that the building and canopy are
required to meet a 30 pound snow load, 70 mph wind load
and a seismic zone of 2.
4. It was noted that the plans should comply with the
1985 Edition of the Uniform Building Code, the 1985
edition of the Uniform Mechanical Code, the 1985
edition of the Uniform Plumbinq Code, the Regulations
for Barrier Free Facilities, the Washington State
Energy Code and the lightinq budget and switching
conform to the requirements of the Northwest Energy
Code Chapter 5.
5. It was stated that the tanks are required to be
double containment tanks.
6. Fire District 1 has indicated in order to meet
fire f low requirements, a fire hydrant will be required
to be installed at the second approach on Sprague
Avenue.
7. The required handicap parking space is required to
be positioned so as not to cross traffic in order to
enter the building.
B. Permit Release Requirements
1. A critical materials list was given to the
applicant for completion. It was stated that there
will be no critical materials used for this project,
however, the critical materials list is required to be
submitted to Building and Safety for their files.

completion of the pla4 review and approval of the
project. •
' APPLICANT' S CONKOTS/ACRN :
~ The applicant acknowledged that all comments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements. The applicant indicated that
complete plans would be submitted the week of March 21, 1988, and
requested the number of plans required be noted separately in the
minutes for clarification.
The number of plans to be submitted are as follows:
A. 2 complete sets of construction plans, alonq with 5
additional site plans to 8uilding and Safety.
B. 2 landscape plans to Building and Safety.
C. 1 complete set of construction plans to Health
District.
D. 1 landscape plan to Planning Department.
CORRBCTIONS:
To minutes or changes from what appears in the minutes, we should
be notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submi.tted in sets of 7 to Building and
Safety who will then distribute accordingly to each department.
AW0 : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise.
