10:00 a.m. by Building and Safety's Code Compliance Coordinator,

SCOPB/PRiOJgCT DBSCRIPTION:
The applicant has proposed to remodel a portion of an existing
bvilding on the back parcel o€ property located at East 12624
Sprague for use as corporate offices for Pioneer Pies. The
property consists of two parcels of land, one fronting on Sprague
Avenue and the other directly behind the €irst. Both are owned
by Dick and Mel Armstrong, owners of Pioneer Pies.
Originally occupied as a two-story, three-unit concrete block
apartment buildinq, the proposal is to remodel the lower level
for the corporate offices. The upper apartment "on the right"
will be used by the corporate offices as a conference and storage
room, however there will be no remocieling. The apartment unit on
the left will remain occupied as an apartment until such time as
additional office space is needed.
Future plans for the property is to create an R.V. Park for the
remainder of the back portion of the property.
Sewer connections have been put in to the rear property line of
the front parcel. The sewer is hooked up to the restaurant.
Plans are to connect the sewer to the remodeled buildinq. The
driveway/parking lot will remain unpaved untfl such time as the

SUMMARY OF DEPARZ'MEN'TAL RSQUIRMTS :
1. Building and Safety (456-3675 )
a. At the time the R. V. Park is put in,, 8uil.ding and
Safety will need to know the proximity of the proposed
3.aundry bu3.lding to the existing building in vrder to
determine wa11 construction requirements.
b. Additional pl.ans for the building bezng remodeled are
required to incIude a description of the scope of wark
and building construction drawings or svmething similar
indicating the building materials to be used.
c. The Barrier--Fxee Code is applicahle for the of f ices if
the remadel vaYue is greater than 60% of the appraised
value of the building.
d. The fi~~ flaw reguirements are low, howeWer Fire
riistrict rito. 1 will probably require afire hydrant.
Title 3 of the Sgokane County Cade requires hydrants
within 175 feet of cornineraial builtiings.
e. The Energy Code 3.s applicable - any exgosed eavLties,
etc., require insulation. Any changes in the
rneehanica1 systems ; i. e., heating, li.ghti.ng, must
comply with the Energy Gode. The chapter on Saund
Transmission Contral between apartments wauld alsg
apply to this praj ect. (Applicant indicated they will

furred out where the inner wall is and R--11 insulatian
installed.)
f. Regard.i.ng the removal of the existing resideaces, a
demol.itian permit or relocatian permit, whichever is
applicable, is required priar ta such wark.
2. Engineering (456-3540)
a. When the paxking lot 3.s paved, 208 wil1 be requi.red.
Engineerf ng w►i 11 need t4 have drainage glans and
calculatians, shcrwing elevations. As the project has

two phases; i.e., office remodel and R.V. Park, it will
acceptable to submit the plans for both phases at once
and save time.
b. Need to list the types and sizes of trailers to be
allowed in park in order to determine if they conflict
with the parking layout. (Applicant stated they will be
limited to a max.imum of 401).
3. Health District (456-6040)
a. The use of the apartment building with the septic
system is allowable until such time as the sewer is
hooked up. (APPlicant stated the sewer connections will
be completed by the summer.)
b. When a demolition/relocation permit is obtained for the
houses and trailer, the Health District asked that they
probe to locate the sub-surface disposal system and
remove.
c. There are no anticipated problems with connecting the
R.V. Park to the sewer.
d. Should there be food items/materials stored within the
office building, the Health District shoul.d be notified
in order to make an inspection of the surfaces.
(Applicant stated there will be no food items stored,
with the exception of coffee.)
4. Planning Department (456-2205)
a. As there are two separate parcels involved, with the
front 225 feet zoned Commercial and the rear portion
zoned Restricted Industrial, it is required that the
Restricted Industrial zone have at least 104 feet
frontage.
b. In order to make the paxcel buildable, a lot line
adjustment is required (making the two parcels into
one) prior to release of the build3.ng permit. This is
an administrative procedure and the fee is $15.00.
c. Apartments are allowed only for permanent residence
within a store building, however this apartment
building has been existing for quite some time, so will
probably be non-conforminq.

d. with regards to the two houses and themobile home, it was determined that the residential use is prohibited
in the Restricted Industrial Zone, however they may be
considered as a non-conforming use.
e. Parking calculations based upon the offices and
apartments, and existing residences will be necessary.
Planning will also need to know the customer service
area of the restaurant in order to calculate the
existing parking.
f. Restricted Industrial Zone has been approved for the
construction of an R.V. Park.
5. Utilities (456-3604)
a. Design persons need to contact Utilities with regards
connections to the sewer. In order to save the
applicant time in the future, a layout of the sewer
plan for the entire pareel may be submitted and the
proposal for the restaurant's office remodel and R.V.
Park done in phases. Will need sizes and
specifications on pipes.
b. There is a general facilities charge for the
connection.
c. If not already done, a ULID agreement needs to be
processed.
Required Actions: (County,)
1. Marty Robinson, Building and Safety, to discuss whether a
fire hydrant is required with Fire District No. 1 and get back to
applicant with f indings.
2. John Pederson, Planning, to work with the applicant on the
non-conforming status on the houses and a lot line adjustment.
3. Tom Davis, Huilding and Safety, to talk with Building
Technicians in order to determine the correct addresses for the
site.
4. Jim Leqat, Utilities, to loak into the matter of whether the
ULID statement was ever processed and get back to the applicant
with his findings.
ADrTO : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
