1. General Overview - Proposed is the construction af a. two
story addition for the purpose of the warehousing and assembly af
electronic alarm systems fQr the Moriacv Cvrparatian. The main
floar will be 50 ft. x 100 ft., with tne second story at 50 ft. x
80 ft.

1. Planning Department (456-2205)
A. Discuss ionf Requirements
1. There appears to rie a conflict between the parcel
number on the application and the area refleeted on the site
plan.
2. The east 150 ft. of the progerty is zoned
Commerc.ial with the rest being zoned Agricultural. Th.e
Agricultural zene daes not allaw for starage, assembly,
manufacturing, parking or temporary structures. Those

structures currently located on that portion of the site and
the portable buildinq needs to be removed.
3. Permits issued at the site are all for offices and
warehousinq. Current manufacturing activities may not be a
permitted use within the Commercial Zone. The applicant may
need to file for a zone change or a determination of
non-confonaing use in order to continue with the
manufacturing activity.
4. The owners will need to comply with ASA
requirements for the storage of critical materials.
% 5. The applicant should contact Steve Horobiowski for
a zoning determination.
8. Permit Release Requirements
1. Resolution of the zoning issues.
2. A revised site plan needs to be submitted prior to
release of the permit illustrating the following:
(a) Setbacks to property lines,
(b) The square footage of the office area and of
the warehouse area in order to calculate the number of
required parking spaces.
(c) Parkinq stalls need to be illustrated at 9
ft. x 20 ft.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A copy of written comments were given to the
applicant and Building and Safety by Bob McCann.
2. Jerry Sims will be the contact person at the
Engineer's Office.
3. The drainage calculations received were reviewed
with comments made and returned to the applicant at the
meeting.
4. Any additional parking will require a new site
plan and drainage calculations.

5. Should a zone chanqe be filed, one of the
conditions made by the Engineer's Office will be that there
be a transportation corridor along the Milwaukee Road
right-of-way, starting at the south property line and
extendinq north 100 ft. The Milwaukee Road right-of-way is
only 60 ft. now, so it will require another 40 ft. of
right-of-way, plus there is a 35 ft. setback requirement
from the property line. This may impact where the swale
will be located for the drainage.
B. Permit Release Requirements
~ l. Approval of the drainage plan.
2. Sidewalks are required along Sprague Avenue.
3. A typical cross-section needs to be submitted and
approved.
4. Item 5 above will need to be addressed prior to
release of the permit.
III. Health District (456-6040)
A. Discussion/Requirements
1. The site is adjacent to ULID 86-2 and sewer
service is available at this time. The Director of the
Health District has indicated no new on-site sewage disposal
systems will be allowed.
2. Any critical materials generated at the site will
be under the ASA Overlay Zone Ordinance and would be under
the jurisdiction of the Department of Ecolvgy.
3. When the building is connected to sewer, the two
existinq on-site systems will need to be abandoned - the
tanks pumped and filled with pea gravel.
B. Permit Release Requirements
1. The Health District will release their portion of
the permit providing the project is connected to sewer.

2. Tom Davis did mentien that a sewer permit wauld be
required at the time of connection.
V. Building and Sa.f'ety (456-3675)

A. Discussion,/Requireme.nts
1. The set af plans have been reviewed with a plan
review letter given to and discussed with the applicant at
the meeting, along with an energy form and criti+cal
materials list that needs to be filled out and returned to
the office.
2. It was noted that five areas of improvements were
made without the issuance of building permits invalving a
canopy, building additians, temporary strctcture anc3 a mobile
home. These germit issues will need to be resolved.
3. PravisiansJcorrections need to be made for the
opening in the area separation wall of the existing
?auilding.
4. An analysis af the faotinqs/fa►undation needs to be
made a round the storage a rea .
B. Permit Release Requirements
1. A revised set af plans aaad/or adtiertdum needs to be
submltted for review and approval prior tv release of the
permit, along with a cvmpleted Critical Materials listing.
2. A camplete floor plan of the existirrg buYlding
needs tv be submitted in order to determine occupant load,
exits, number af rest rooms, etc.
3. Permits must be obtained for the those
improvements listed in Item 2 abave which are to remain.

departments shall be submitted in sets of 7 to Building and
Safety%who will then distribute accordinqly to each department.
ADJOURNMENT: There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems which may arise.

1. The Comprehensive Plan indicates commercial land use for the area
in question as the subfect property is located between East Sprague
Avenue and the Chicago, Milwaukee, St. Paul and Pacific Railroad
