The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
l. Spokane County Zone Change No. ZE-209-79
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. An RID/CRP agreement "Notice to Public No. 6" on
Cataldo and Yardley needs to be recorded.
2. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RID/CRP agreement.

D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
l. Drainage plan as specified.
2. Other information:
a. RID agreement for Cataldo and Yardley
b. From ZE-209-79: "Applicant shall construct
paved and delineated approaches to meet
existing pavement."
c. The arterial road plan specif ies a strip of
property 5 feet in width along Yardley to be
set aside in reserve. .
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.
Your contact person at the County Engineering Department may

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Division of Buildings Code Compliance Coordinator,
Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant, Gordon Gagliano, is proposing
to construct a 656 square foot office addition on the existing
building located on the corner of Cataldo and Yardly. The building
is a B-2 Occupancy and a Type VN Construction. The applicant is
proposing to start constructing in about a month.
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in an I-3 zone, the proposed
use is allowed in the zone.
2. The parcel number for the proposed is 35141.1709.
3. The project site is subject to conditions of zone
change ZE-209-79. A condition is that the proposal is
subject to review by the zoning administration. A
determination needs to be made as to whether a public
hearing will be required. It was noted that previous

building permits have been issued for the subject property
without hearing.
4. Please submit a revised site plan indicating the
square footage and usages in the proposed and existing
structures. Clearly specify that the property is a
contractors yard and office.
5. Please submit a Landscape plan showing where the
existing Landscaping is located on the property.
6. A total of 8 parking spaces are required, 8 are being
provided.
7. The applicant has checked with Steve Horobiowski from
the Planning Department regarding the 35 foot setback
requirements, and he did sign a waiver. A copy of the
signed waiver needs to be submitted to the County Planning
Department.
B. Permit Release Requirements
1. Please submit for approval a revised site plan
illustrating existing landscaping, and also indicate the
square footage and usages in the proposed and existing
structures.
II. Division of Engineering & Roads (456-3600)
A. Discussicn/Requirement
1. Comments were given to the applicant and the Division
of Buildings by Bob Turner.
2. Please submit a drainage plan for the site that is in
compliance with Spokane County Guidelines for Stormwater
Management. The project is not large enough to require a
drainage plan. However, the site plan needs to show spot
elevations to indicate the flow of stormwater.
3. It was noted that the approaches to the property
have never been paved and delineated. Conditions of the
zone change require an asphalt apron to all approaches.
Completion of the aprons will be a condition of the permit
and be installed prior to the issuance of the Certificate
of Occupancy.
4. Records indicate that no RID/CRP agreement has been
recorded for Cataldo and Yardley. An RID/CRP Aqreement,

Notice to the Public No. 6 needs to be recorded. Please
submit a copy of the recorded deed to the Division of
Engineering & Roads so that the agreement can be prepared.
If the agreement has been previously submitted, please
verify by submittinq a copy of the recording.
5. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Division of Engineering & Roads.
Plan review will not be completed until this document is
executed. The Agreement might have already been submitted
and the applicant must check with the Auditors office to
for the Engineer's records.
B. Permit Release Requirements
1. Either submit a copy of the recorded property deed or
verification of the filed RID/CRP agreement.
2. Submit the signed agreement to pay fees.
3. Describe how stormwater is being retained on-site.
III. Health District (456-6040)
A. Discussion/Requirements
1. The water purveyor is the City of Spokane.
2. Approximately 9 employees will be employed on site.
3. The proposed addition will be in conflict with a
portion of the existing drainfield. To alter or replace
the drainfield will require the issuance of a sewage
permit.
4. The drainfield system might be under the traveled
surface which is not allowed by regulations and will need
to be corrected. The applicant can either alter the
drainfield system and provide protective barriers,
eliminate the gate and pave the area which was permissible
under the regulations enforced at the time the system was
installed or the drainfield may be relocated to the east
to eliminate and potential problems. If relocated Daryl
Way suggested that the setback to the property line may be
relocated from 10 feet to 5 feet. This is allowable due to
the fact that public sewer would be available in
approximately 2 to 3 years. It was recommended that a
leach bed type of disposal system may be appropriate since

the amount of area needed would be approximately 400 ,
square feet.
5. Please verify whether the pipe from the building to
the septic tank is cast iron or an approved schedule 40.
6. Please submit a critical materials list to the
Division of Buildings for review. If it is determined
that the proposed is a critical materials user the owner
will be required to sign a Sampling Agreement. The
agreement allows the Health District to sample the
effluent of the septic system on an annual basis. All
cost for sample retrieval and analysis shall be paid by
the owner.
7. All construction debris shall be taken to a licensed
landfill.
B. Permit release Requirements
1. The applicant may need to apply for an on-site sewage
system.
IV. Fire District #1 (928-2462)
A. Discussion/Requirements
1. Fire Flow for the proposed is 2500 G.P.M.
2. The two existing hydrants are adequate for the
proposed.
3. A lock (Knox) box entry system for fire department
personnel access is required to be installed. Forms for
ordering was given to the applicant. The completed forms
are to be returned to the fire district.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only.
2. Please specify the location of crawl space
ventilation, their sizes and detail.
3. Cripple walls in the crawl space shall be a minimum
of six inches above ground.

4. A minimum of 1 1/2 inch air space shall be provided
above the ceiling insulation.
5. Provide details or cut sheets for skylight for our
review and approval.
6. Provide lighting budget calculation as specified in
Section 505 and Table 5-13 of the Washington State Energy
Code.
7. Mechanical plans and specifications must be submitted
for review.
8. One-hour fire-resistive occupancy separation must be
provided between the shop/storage building and the
proposed addition.
9. If construction specifications require concrete with
a design strength over 2,500 p.s.i., high strength
bolting, or structural welding special inspections will be
required on the proposed. Please indicate the name of the
testing laboratory and submit copies of the inspection
reports to the Division of Buildings for review.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during the meeting and other items from
the plan review letter needs to be submitted for review
and approval.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Division of Buildings who will
then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

Ft.NDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on October 22, 1979, and
the members of the Committee present being Ted McCoury, Acting Chairman,
Jane Myers, and Paul Sceva, Jr. and there being the foliowing persons present
who wish to .request approval of a Zone Change; Barry Pugh for a Zone
Reclassifcation, Agricultural to Manufacturing for the purpose of general
contractor's office and storage space.
B. F..,.INDINGS OF FACT
1. That the existing land use in the area is residential and industrial.
2. That the Comprehensive Plan designates this area as appropriate for
industrial development.
3. That the existing zoning of the property described in the application is
Agricultural. 4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the proPer legal requirements for advertisement of the Agenda Item
have been fulfilled.

6. That this proposal is not in conflict with the provisions of adopted regula-
tion.
7. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
8. That the proposed use is compatible with existing uses in the area.

water for domestic fire and irrigation uses.
d) COUNTY HEALTH DISTRICT 1. No comments received.
e) SEPA That the provisions of SEPA's NbaLpe of,Action pursuant to 43.21C.080 RCW
be initiated by the applicant within thirty (30) days of final action of the
Responsible Administrative Body and be completed before any site
improvements are made.
The request has proven to be environmentally non-significant. Therefore,
a final declaration of non-significance shall be signed by the Chairman of
the Hearing Examiner Commitfiee.
f) ZON I NG
1. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning Administrator
shall be submitted with a'performance bond for the project prior to
release of building permits.
2. The applicant shall develop subject property generally in accordance
within the concept presented to the Hearing Examiner Committee.
Minor variations when approved by *the Zoning Administrator will be

permitted, ' including, but not limited to the following changes:
Building location, landscape plans, and general allowable uses of the
permitted zone. All variations must conform to regulations set forth in
the Spokane County Zoning Ordinance. The original intent of the
development plans shall be maintained.

3. Direct light from any exterior area lighting fixture shall not extend
over the property boundary.
.4. Future construction will require the Zoning Administrator's review and
consideration for a change of conditions hearing.
g) That a 6 foot fence be constructed on the property for additional protection
of the storage area.
h) That the Hearing Examiner Committee afiter hearing all testimony and a
review of the staff analysis adopts the proposed declaration of non-signifi-
cance and directs the chairman of the committee to sign the final declaration
of non-significance.

and successor(s) in interest hereby agree to authorize Spokane County to place their
narie(s) on a petition for the formation of a Road-Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition include$ the owner(s)
property, and further not to object, by the signing of a ballot, or not to proteet
to the formation of a RID by the resolution method pursuant to Chapter 36.88 RCW,
wnich resolution includes the owner(a) property. If a RID is formed by either the
petition or resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (1) that the improvements or construction contemplated
within the proposed RID are feasible, (2) that the benefits to be derived from the
iorrnation of the RID by the property included therein, together with the amount of
any Counry participation, exceeda the cost and expense of formation of the RID, and
(3) that the property within the propoeed RID is aufficiently developed. Provided,
further, the owner(s) or successor(e) ehall retain the right, ae authorized under
RCW 36.38.090, to object to any assesement(a) on the groperty as a result of the
imp:ovemente called for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commisaionere affirming thefinal
assessment roll.
It is further agreed that at such time a8 an RID is created or any Road Improvement
Project,'. is._...6anctioned by Spokane County, the improvements required (curb, aidewalk,
drai-nage control.and paving to existing pavement) shall.be at the sole expense of
the undersigned owner, their heirs, grantees and aesigns without any monetary participation by Spokane County.
Tne RID waiver contained in thie agreement shall expire after ten (10) yeara_.,f'rom
the date of execution below. However, at the expiration- date the ownerJ-a),.pr,'
successor(s) agree to construct the required improvements at their own expen'se; pay.,.•-
to Spokane County the then eatimated cost of the required improvements to enable the
County to complete the aame; or furnish a bond or other secure method euitable to
the County, providing for or securing to the County the actual construction of the
improvements.
