The County Engineering Department has completed a review of
the above referenced project. The followinq information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within ad7acent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
.streets:
a. Boone Ave.
b. Yardley St.
c. Desmet Ave.
All required construction (sidewalk/curbing/pavement) wit}li.n
the Public Road Right of Way is to be completed prior to the
release of a bui lding permit or a f inancial guaranty i.n ari arnourit
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimatirig
the amount of the financial quaranty or permit release.
2. Approach perrnits must be obtained f_rom the County
Engineering Department for driveway approac}ies to
the following streets:
a. Yardley St.
b. Boorie Ave.

D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:

a. Road plans for Boone, Yardley, and Desmet. These
roads shall have curbing and paving to the
' existing pavement. These road improvements are
required because:
l. This is in compliance with the Spokane County
Standards.
2. The curbing and pavement requirements will .
abate existing drainage problems caused by
clogged dry wells.
b. Approaches to the new parking area must be
clearly identified.
c. New and existing pavement areas must be clearly
identified.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required.for completion of,the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 21,000
square foot warehouse. The proposed warehouse will be one story and
be of Type B-2 construction. The existing warehouse and residence
located at the site will be demolished and on site sewage disposal
systems moved.
An Environmental Checklist requiring a 15 day public comment period
and a$75.00 fee is required for the proposed building.
SIIMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-3 Zone.
2. The nine involved parcels need to be aggregated into
one parcel of land. An aggregation form including the
parcel numbers for the nine parcels to be aggregated was
submitted to the applicant during the meeting. An
Official Assessors map will need to be submitted along
with the aggregation form.

3. Forty three parking stalls' are. required for the
proposal. Fifty three stalls are shown.
4. Type IV landscaping is required for new parking areas.
All parking stalls are to be within 60 feet of a landscape
feature consisting of 32 square feet in area.
5. A five foot wide strip of Type III landscaping is
required along road frontage and along arterials.
6. Please submit a revised site plan illustrating
landscaping, paved parking areas, and label the uses and
square footage of the existing building.
7. The applicant had a question regarding the required
side yard setback for the proposed warehouse. Tom Davis
stated that an Administrative Determination dated April
20, 1987 regarding setbacks for the site was formally
issued by Steve Horobiowski of the Planning Department.
Lorne Lakshas stated that she would review the
determination and get back to the applicant regarding
setback requirements for the proposed.
B. Permit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
2. An estimate from a nursery including size, type, and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
3. The nine involved parcels shall be aggregated into one
parcel of land.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Buildings by Bob Turner.
2. Please submit a drainage plan for the proposed that is
in conformance with Spokane County Guidelines for
Stormwater Management.
3. Road and drainage plans prepared by an engineer for
street improvements on Boone Avenue, Yardley Street, and

Desmet Avenue shall be submitted. Street improvements
shall include curbs and additional paving extending from
the curb to the existing paving.
4. All required construction within the public right of
way is to be completed prior to the release of the permit
or a bond in an amount estimated by the County Engineer to
cover the cost of construction shall be filed with the
County Engineer. The applicant was advised to submit the
road and drainage plans as soon as possible so that the
release of the permit would not be delayed.
5. Approach permits shall be obtained for driveway
approaches along the county right of way.
6. Please submit a revised site plan illustrating all
existing and proposed curb cuts and the new paved areas.
7. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a revised site/drainage plan as
described above for review and approval.
2. Please submit road and drainage plans for Boone
Avenue, Yardley Street, and Desmet Avenue.
3. Submit a copy of the Agreement to Pay Fees signed by
the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The on site sewage disposal system for the existing
warehouse is in conflict with the proposed and therefore,
must be properly abandoned and inspected. The on site
sewage disposal system for the existing residence is also
in conflict with the proposed and must be removed at the
request of Daryl Way.
2. A permit to install the new on site sewage disposal
system shall be applied for. Please indicate the number

of employees so that the size of the system can be
determined.
3. Please submit an updated critical materials list to
the Department of Buildings for review.
4. It has been determined that the proposed is a critical
materials user. Therefore, the owner is required to sign
a Sampling Agreement. The agreement allows the Health
District to sample the effluent of the septic tank on an
annual basis. All cost for sample retrieval and analysis
shall be paid by the owner.
5. The proposed project will be reviewed by the County
Utilities Department to determine if double plumbing will
be required.
6. The integrity of the existing on site sewage disposal
system is question because vehicular traffic has passed
over the drainfield. The proposed drainf ield is to be
barricaded from vehicular traff ic and shall be grass
sodded to further deter traf f ic .
7. The water purveyor for the proposed is the City of
Spokane. B. Permit Release Requirements
l. A permit to install the proposed on site sewage
disposal system shall be applied for.
2. Please submit verification that the existing on site
sewage disposal systems have either been properly
abandoned or removed.
3. Please submit a copy of the Sampling Agreement signed
by the owner.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The three existing fire hydrants located on Yardly
Street are adequate.
2. Please verify that the hydrants are' three port
hydrants.

3. A lock' (Knox) box entry system for fire department
personnel access is required to be installed.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Ken Jeffrey.
2. Demolition permits for the existing warehouse and
residence shall be obtained. All demolition debris shall
be taken to a licensed landf ill.
3. Please submit soil reports for the compaction of all
fill material for basement and septic systems of
demolished residence and warehouse.
4. Please verify what interior changes will take place in
the existing building as a result of the proposed (i.e.
will the storage currently located in the existing
building be moved into the proposed building to allow for
more manufacturing room.) Is the new structure to be used
solely for storage?
5. The applicant was advised to determine the openings in
exterior walls, if openings are not provided as per
Section 3802 UBC a sprinkler system will be required to be
installed. Other uses other than storage could require
sprinkling due to building size.
6. The openings at each end of the arcade connecting both
buildings shall be a one hour fire resistive assembly.
7. Class II standpipe is required because the building is
over 20,000 square feet.
8. Please verify if the proposed is to be heated or
non-heated. 9. Please submit a critical materials list for review.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.

returned to the County Engineers Office. Plan review will
not be completed until this dacument is executed. This
dvcument is attached to these comments. Please return
the completed Agreement to yvur cantact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirerrrents list. ThYS list is nat irrclusive of a11 the
requireme,nts needed but should be used as a minimurn guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the proj ect and could
result in prvlonging the geriod befare permit issuance. only
after all the informatian and requirements listed above are
