General Overview - Proposed is the construction of a sinqle dentist office, with a possible future expansion to the north of the buildinq. SIIMMRY OF D$PARTMENTAL RgQtTIREMSWS s I. Planning Department (456-2205) A. Discussion/Requirements 1. The site is zoned Urban Residential-22 (UR-22) and is subject to zone change, ZE-1-89. 2. Conditions of the zone chanqe, ZE-1-89, that are applicable to the proposal are as follows: a) Specify critical materials. (A critical materials list will be supplied by Buildinq and Safety) b) Al1 siqnaqe shall conform to the standards of the UR-22 zone. A separate permit will be required for any new sfqnaqe. - 1 - ~ r c) Title Notices are to be filed as per condition Numbers 7 and 10 of zone change, ZE-1-89. d) No required landscaping, parkfng, 11208" areas, or signs are permitted within the future acquisition area. (A copy of the conditions were to be given to the applicant after the meeting). 3. Any future expansion may be limited, dependinq on the parkinq amount available. 4. Landscaping along the westerly property line shall have Type 1 landscaping. 5. Parking for the site is adequate. 8. Permit Release Requirements 1. A detailed landscape plan and an estimate from a nursery along with a promissory letter from the owner stating the landscapinq will be installed shall be ' submitted for review and approval. II. Engineering Department (456-3600) A. Discussion/Requirements 1. Comments were qiven to the applicant and Buflding and Safety by Bob McCann. 2. A drainaqe plan prepared in compliance with Spokane County "Guidelines for Stormwater Management" shall be submitted. 3. The property is aubject to the Enqineer's conditions of zone chanqe.. ZE-1-89. 4. Construction of sidewalks along Second Avenue shall be completed. B. Permit Release Requiremerits 1. A drainaqe plan shall be submitted for review and approval. 2. Construction of sidewalks or a bond in an amount extimated by the County Engineer to cover the cost of construction or improvements shall be filed prior to the release of the building periait. - 2 - . . ~ 3. Approach permits for Sullfvan Road and Second Avenue shall be obtained prior to the release of the building permit. III. Health District (456-6040) A. Dfscussion/Requirements 1. The proposed project will connect to t.he existing sewer system. 2. All construction debris shall be disposed of into a licensed landfill. IV. Building and Safety (456-3675) A. Dfscussion/Requirements 1. Plan review has been completed and a letter was given to the applicant, which was discussed prior to the meetinq. B. Permit Release Requirements . 1. Two complete revised sets of plans addressing the items discussed prior to the meeting and other items from the plan =eview letter needs to be submitted for review and approval. The following are additional findings of fact coasidered by the Hesnag Examiner Coramittce: a The proposal is consistent with the Urban Category of the Comprchensive Plan in that it proposes office usage adjacent to a pnncipal arterial and adjacent to a Major Commercial Category. b. The applicant has indicated the intent to reserve an area for future nght of way acquisition to comply with the long range goals of the Arterial Road Plan for Sullivan Road. c. The proposed site plan generally. with the exception of needed parking, indicates compliance with the various standards of the Zoning Code. The landscaping requircments for this site need to be scaled back so it does not exceed the maximum fifteen (15%) percent landscaping area required by the Zoning Code. Measores will be taken to ensurc that adeqnatc landscaping for bnffering pwposes is not eliminated in those areas along the west pr9operty line and around the proposed parking areas. D.
