Resolution 09-006 Declaring Banking Authority CITY OF SPOKANE VALLEY SPOKANE COUNTY,WASHINGTON RESOLUTION NO.09-006 A RESOLUTION OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON, DECLARING WHICH FINANCIAL INSTITUTIONS THE CITY IS AUTHORIZED TO CONDUCT FINANCIAL TRANSACTIONS WITH, DECLARING WHICH COUNCIL MEMBERS AND CITY OFFICERS HAVE SIGNING AUTHORITY, REPEALING RESOLUTION 03-040, AND OTHER MATTERS RELATED THERETO. WHEREAS, the City Council has authority, pursuant to Spokane Valley Municipal Code section 3.55.010, to declare by resolution which financial entities the City may invest public funds with, including depositing funds into accounts, writing checks from such accounts, and authorizing fund transfers to and from such accounts; and WHEREAS, the City Council has authority, pursuant to Spokane Valley Municipal Code section 3.55.010, to declare by resolution those Council members and City officers who may sign checks on behalf of the City;and WHEREAS, it is necessary from time-to-time to update which financial institutions the City is authorized to do business with, and to identify those Council members and City officers who are authorized to sign on behalf of the City. NOW THEREFORE, be it resolved by the City Council of the City of Spokane Valley, Spokane County, Washington, as follows: Section 1. The City is authorized to use Banner Bank, Mountain West Bank and other public depositaries as listed on the Washington Public Deposit Protection Commission listing of approved banks,for public deposits, checks, and making fund transfers to and from accounts. Section 2. The City is authorized to invest its public monies with the Local Government Investment Pool and make all appropriate transfers related thereto. Section 3. The following Council members are authorized to transact business with public depositaries and the Local Government Investment Pool: Richard Munson Diana Wilhite Rose Dempsey. Section 4. The following City officers are authorized to transact business with public depositaries and the Local Government Investment Pool: Ken Thompson,Finance Director Mike Jackson,Deputy City Manager. Section 5. Repeal. To the extent that previous council motions, resolutions and ordinances are inconsistent with those set forth herein, including Resolution 03-040, they are repealed.
