MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 24th day of March, 2017, and ending on the 24th day of March, 2017, all dates inclusive,

an anticipated amount of earlh disturbance

addressed as 1705 North Wilbur Road;
located at the intersection of Wilbur Road
and Nora Avenue; further located in the SE
14 of Section 9, Township 25 North, Range
44 East, Willamette Meridian, Spokane
County, Washington.

Lead Agency: City of Spokane Valley
The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
Determination: This DNS is issued using
the optional DNS process M WAC 197-11-
355. There is no further comment period
on the DNS.

Appeal: An appeal of this determination
shall be submitted to the Community De-
velopment Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and make specific
factual objections to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at time of appeal
submittal. Pursuant to WAC 197.11.680,
appeals shall be limited to a review of a
final threshold determination.
