The applicant is proposing the construction of a 15,000 square
foot single story church. The site consists of a 7 acre parcel
of land, the actual construction site consists of 3 acres.
There will be no school or kitchen facilities in the church.
Construction is set to begin approximately October 1, 1987.
SU1rIIMIARY OF D8P AL REQUIRW[ENTS :
I. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review was completed by Ken Jeffrey.
2. Fire District No. 1 is requiring that two fire
hydrants to be installed to adequately meet fire flow
requirements.
3. An Environmental Checklist has been circulated to
the appropriate agencies. The comment period will end
on August 26, 1987. To date, one comment has been
submitted by the County Engineer's Office, which was
given to the applicant by Tom Davis.

B. Permit Release Requirements
1. Ken Jeffrey had discussed comments/requirements at
an earlier date with the applicant. When conunents
discussed previously have been satisfied Huilding and
Safety will sign off the permit.
II. Engineers Off ice (456-3600)
A. Discussion/Requirements
1. A copy of comments was given to the applicant and
Building and Safety by Gary Nelson.
2. A drainaqe plan check print with comments was
given to the applicant by Gary Nelson. _
3. Your contact person at the Engineer's Office will
be Jerry Sims.
B. Permit Release Requirements
l. A drainage plan with calculations must be
submitted for review and approval.
2. Riqht-of-way dedication is required to be as
follaws ;
a. 4 feet on Evergreen
b. 25 feet on Crown
c. 15 feet on Bannen
3. An RID/CRP Agreement "Notice to the Public No. 6"
on Crown and Bannen needs to be recorded. In order for
the Engineer's office to prepare the Right-of-Way deed
and/or the RID/CRP agreement a copy of the recorded
property deed must be submitted.
4. Road and drainage plans for street improvements on
Evergreen must be submitted. These plans must be
prepared by and Engineer.
5. Approach permits for Evergreen Road must be
obtained.
6. All comments on the check print must be satisfied
and the check print returned for review and appraval.
7. A flood plain development permit is required which
sets the minimum elevation the building must be
constructed at. The permit fee is $30.00 and the
finished elevation of the building must be certified to
the County Engineer's Office.

III. Health District (456-6040)
A. Discussion/Requirements
1. It was stated that this propasal in within a flood
area, therefore, no on-site sewage system is allowed in
this area.
2. The location of the system must be a minimum of 3
1/2 feet above the flood plain.
3. The type of system whether a conventional system
or a pressure mound system has not been determined at
this time.
4. The applicant had a soils report prepared for the
site and submitted a copy to the Health District.
However, the District still needs to review the test
holes before the type of system can be determined.
B. Permit Release Requirements
1. A ULID Statement is required to be submitted by
the applicant.
2. In order to determine the appropriate sewage
° system size the Health District needs to know the
number of inembers in the church.
3. A permit for an on-site sewage system must be
applied for, and test holes checked.
IV. Planning Department (456-2205)
A. Discussion/Requirements
1. The Planni.ng Department was not present, however,
Building and Safety was contacted, the Planning
Department has comments for this proposal on file, your
contact person at the Planning Department will be Pat
Frankovic.
V. Utilities (456-3604)
A. Discussion/Requirements
1. A ULID statement is required, this can be obtained
at the Health District.
B. Pernnit Release Requirements
1. Double plumbing is required. A 6" line installed
at 1$ or .65% minimum slope is the recommended line.

reminded all that he should be contacted if there are any
unforeseen problems which may arise. Also, should there be any

This correspondence is a follow-up to our conversations regarding the
proposed church construction at Evergreea Road aad Crowa Avenue in the Spokane
oalley.
Forker Road has been designated as a major arterial bq Spokane County.
The road right-oF-way width is presently 60 feet. The exieting roadwaq
adjacent to the site is 10 to 20 feet ia width and, as such, caanot adequately
accommodate the turniag movement8 aad other aspects of traffic circulation
which are normally asaociated with this type of land use. Therefore, we must
require that Evergreen Road be improved along the frontage of the property
which is being developed (the church aite). The improvemeats ehall coasist of
widening the east side of Evergreea Road and inatallatioa of curb and
eidewalk.
We will permit two drivewaq approachea to Evergreen Road as you have
depicted oa the project site plan.
We are also requirtag the dedication of 25 feet of additioaal right-of-way
along Crown Aveaue. The proposed church aad associated recreatioa facilitiea
do not accees Crown Avenue. Improvements to Crown Avenue need not be made at
this time. However, we will require that the owners of the property sign
Spokane County No[ice to the Public Number Six. Thie docwmeat provideB Fot
future participation in a Road Improvement District created for the purpose of
improving Crown Avenue.
It will also be necessary for the owners of the property to dedicate 15
feet for right-of-way along Bannen RQad. We will require the signing of Notice
to the Public Number Six for Baanen Road also.
You will be required to submit a etormwater disposal to the County Engi-
neering Department for review and approval. It will be necessary for us to
review tbe landscape plan in order to aesure compatability with the drainage
plan.
