Drainage Report for East Valley High School Expansion
Project Description:
East Valley High School Expansion consists of a gym and
music addition, a second story, and 4 new parking areas.
Thjs report does not include the portable building site in
the northwest corner of the property since it has already
been submitted and approved.
The additional roof over the new expansion areas and a por-
tion of the new second story are being piped to a new 208
area. Tht s area is shown as Basi n A. The remainder of the
roof drai nage i s pi ped to exi sti ng drywel 1 s on the east slde
of the building, as it always has been.
Each new parking area is also drained by overland flow to a
new 208 area as discussed in the following pages.
Methodoloq,y:
The procedures used are as outlined in Guidelines for
Stormwater Manaqement published by Spokane County

Soils:
In accordance with Soi1 Survey, . Spokane County Washinqton,,
1968 the soil is identified and categorized as:
GgA - Garrison Gravelly loam, classified as gravelly, medium
- textured, somewhat excesst vely drai ned soi1 s formed
i n gravel ly gl acial deposits.

Topoqraphi c Data:
The exi sti ng si te sl opes to the west at about a 1% overal 1
g rade. The s 1 te 1 i es on the val 1 ey fl oor at the bottom of
the ri dge. The drai nage off the ri dge fl ows to a draw nvrth
of the school and to drywells in the basebali field along
Sullivan Road. The baseball field is lower than the sur-
rounding s i t e and is nearly 1eve1. The drainage off the
ridge does not affect the new parking areas.

Defiographic Data:
East Val ley High School currently has a popul ation of about
900. The future expansion is sized for an ultimate popula-
t i on of 1600.
Ralnfall Data:
Data used is in accordance with Figure 2, page 6-3 of the
Guidel ines for Stormwater Management, by Spokane County
Engineers. A 10 year return frequency event is used.
Methods of Runoff Control:
Control is by overland flow off the new parking lots and
roof s into new 208 a reas and drywel 1 s. Ex i st i ng roof s and
parki ng areas dra3 n directly to drywell s wi thin the parking
areas. Grass percolation areas will be sodded for erosion
cont ral .
Methods of Disposal:
Disposal wi11 be by single or double depth drywells. They
shall be Spokane County Standard Type A a^d 6, as Called out
on the Farking and Drainage P1 an wi th Tyoe 3 grate. Inl et
capacity calculations are shown on sheet 18.
Peak Flow, Volume, and DisQosal Calculations:
a. Nydrology Computations:
The grassed percolation (208) area was sized to accom-
modate 1J2 i nch of runoff from the new surfaces. The
exi sti ng su rfaces, drat n as they always have, to
drywells wlthin the parking lots.
Drywel i s were sized to handl e the total runoff fl ow i n
thei r respective basi ns. i'he Bowstri ng method was used
to analyze the runoff, wi th a worst case ti me of con-
centration of 5 minutes. See calculattons an sheets 5
through 14.
b. Inlet Capacities:
A Spokane County St andard Type 3 1 nl et wi 11 be used .
Inlet Capacities are calculated to be 1.6 CFS for a
flow depth or .2 feet. See calculations on sheet lII.

c. Detention/Retention Storage Capacities:
Grass percolation areas were calculated to hold the
first 1/2" runoff generated by the new impervious sur-
faced areas. In some cases the area is larger than
required. The Bowstring Method is used is used to
analyie the storage area for drywell disposal.
d. Culvert Capacities:
Pipe diameter is calculated to be 12 inches for the
generated runoff of .90 cfs. See sheets 15 and 16.
REMARKS:
The above described system of stormwater control will
provide the necessary quanti ty and qual i ty controls, as out-
lined in the Spokane County Stormwater Management 6uide for
East Valley High School Expansion.

~ Thank you for the opportunitp to review and cociment on the Envfrcnmental
{ Chekclist for the proposed expansion of the East Valley High School facility
at E. 15711 k'ellesley Avenue. The primary focus of our review has been
provisions for the oa site disposal of stormwater, on site traffic cizculation
aad the traffic impacts of the expansion an the existing and proposed County
Road System.
The increase f rom 4-2'08- student capaci ty to 1600 represects a25q.
; fncrease in the student population. This will bring about an increase in bus
~ and other vehicular traffic associated with Lhe site. Traffic associated with
the expanded school facility is going to have an impact upon both the existing
and future County Road System,
~
Sullivan Road is designated as a Principal Arterial route by the Spokane
Countp Conprehensive Plan. Plans call for ihe wideniag of Sullivan Road from
k'ellesley Avenue northward. This roadway will provide a direct connection [o
Forker Road.
The future widening of the roadway will require a minimum of 100 feet of
' right of way along the proposed Sullivan Road alignment. This right of way
width is necessary for the construction of roadway improvements, the
ins[allation of curb, sidewalk and 208 Drainage Swales. The present right of
way width of Sullivan Road is only 50 feet. This means that additional right
of way will have to be acquired before the proposed roadway improvenents can
be constructed.
The site plan for the school site should depict an additional setback
along Sullivan Road of 25 feet. This setback must be kept clear of buildings,
required parking, landscaping, and other permanent structures whfch would
_ interf ere with road right of way acquisition in the near future. This setback
will facilitate road right of way acquisition.

4 1►loore Road fs the prxmary access point to the school site and parking
~ facilities. Pedestriaa traffic along Moore Road, turning movements at the
intetsectian of Moore and Wellesley and school bus traffic must all be taken
! into consideration when the improvements are constructed along the roadway.
It will be necessary to widen Moore Road to accommodate fuCure traffic needs.
In order to mitigate the immediate impacts af the expansion of the
~ school facility we will require the construction of curb and sidewalk aloag
Sullivan Road, Wellesley Avenue and Moore Road. Future traffic predictions
~ justify the construction of left turn lanes and installation of traffic
signals at the intersection of Wellesley and Sullivan. This may require the
~ widening of k'ellesley and the encroachment of the road fmprovements into the
area by the tennis courts. Actual constructian of the ia:provements will take
~ place wben Spokane County makes improvements to the subject streets.
Prior to the release of the building persit, we will require the
~ applicaat to sign Spokane Coun[y Notice to the Public ro. 6. This document
specifies that the owner of tbe pzopertq agrees not to protest the formation
of a Road Improvement District or a County Road Project created for the
~ purpose of icproving Moore Road, Sullivan Road or k'ellesley Avenue.
It will also be necessary for the School District to contact the County
~ En$ineer's Office regardin8 the drirewaY access Points along Sullivan Road.
~
The Principle Arterial Classification of that street and proposed future
improvements w•ill limit the nunber and type of driveway accesses along
Sullivan Road.

Project Oescription:
East Val 1 ey Hi gh School Expansi on consi sts of a gym and
music addition, a second story, and 4 new parktng areas.
This report does not include the portable building site in
the northwest corner of the property since it has already
been submitted and appruved.
The additional roof over the new expansion areas and a por-
ti on of the new second story are bei ng pi ped to a new 208
area. This area is shown as Basin A. The remainder of the
roof drai nage i s piped to exi sti ng drywell s on the east side
of the bui 1 ding, as it always has been.
Each new parki ng area i s al so drai ned by overl and fl ow to a
new 208 area as discussed in the following pages.

The procedures used are as outlined in Guidelines fQr
Stormwater ManPS ement published by Spokane County

Topoq raphi c Data :
The exi sti ng site sl opes to the west at about a 1% overall
grade. The site lies on the valley floor at the bottom of
the ridge. The drainage off the ridge flows to a draw north
of the school and to drywells in the baseball field along
Sullivan Road. The baseball field is lower than the sur-
rounding site and is nearly level. The drainage off the
ri dge does not affect the new parki ng areas.

East Valley High School currently has a population of about
900. The future expansion is sized for an ultimate popula-
tion of 1600.
Rainfall Data:
Data used i s i n accordance wi th Fi gure 2, page 6-3 af the
Gui del i nes for Stormwater Management, by Spokane County
Engi neers. A 10 year return frequency event i s used.
Methods of Runoff Control:

areas. Grass percolation areas will be sodded for erosion

Methods of Disposal:
Disposal will be by single or double deptti drywells. They
shal 1 be Spokane County Standard Type A and B. as ca' 1 ed out
on the Farking and Drainage Plan with Tyoe 3 grate. Inlet
capacity calculations are shown on sheet 18.
Pezk Flow, Volume, and Disposal Calculations:
a. Hydrology Coniputati ons :
The grassed percol ation (208) area was siied to accom-
modate 1/2 i nch of runoff from the new surfaces. The
exi sti ng surfaces, d r a i n as they always have, to
drywells within the parking lots.
Drywel 1 s were si Zed to handl e the total runoff fl ow i n
their respective basins. The Bowstring method was used
to analyze the runoff, wi th a worst case time of con-
centration of 5 minutes. See calculations on sheets 5
through 14.
b. Inlet Capacities:
A Spokane County Standard Type 3 i nl et wi 11 be used.
Inlet Capacities are calculat2d to be 1.6 CFS for a
flow depth of .2 feet. See calculat »ns cn sheet 18,

Grass percolation areas were calculated to hold the
first 112" runoff generated by the new impervious sur-
faced areas. In some cases the area is 1 arger than
required. The Bowstring tlethod is used is used to
analyze the storage area for drywel 1 di sposal .
d. Culvert Capaciti es:
Pipe diameter is calculated to be 12 inches far the
genErated runoff of .90 cfs. See sheets 15 and 16.

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator

SCOPB/PROJECT DBSCRIPTION:
The applicant, East Valley School District is proposing an
addition of 70,000 square feet to the existing school facility,
along with a remodel of existing classrooms, commons areas and
gymnasium. The expansion will include adding a second story to a
portion of the existing structure, a two story addition and a one
story shop addition. Fxpansion to the gymnasiwn is also planned.
The project will require minimal amount of exterior site work.
The project is currently in the schematic stage with the design
development stage to begin approximately late July and ending in
early September. Construction is planned to begin in Spring of
1988.
SiiNMARY OF DEP AL RBQUIREZENTS :
1. Building and Safety (456-3675)
A. Discussion/Requirements
1. The project is subject to the State Environmental
Policy Act requiring the completion and
circulation of an Environmental Checklist. The
schooi 3istrict being a publi( entity is the
respon~i.ble agency to complete this requirement.

2. The plans subrnitted to Building and Safety were
wery general therefare, a complete plan► review can
nat be made at this ti.me.
3. This project is in Fire District No.1 and the
Trentwood Water District. There are several fire
f low problems evident with this progasal which
will have to be addressed. The narthwest and
southeast fire hydrants need to be uggraded to
meet fire f low requirernents, alsa the nartheast
fire hydrant is Currently behind a fence and must
be moved or the fence relocated.
4. The praject exceeds the al lowa}ale area f or a type
iII-N construction, the applicant will consider
what agtivns to take in order to bring this
pro~ect to the required type III-1HR canstructiori.
5. The basement area may require asprinkler system
~ to be ins~al1ed.
6. The apglicant needs to clneck with Fire District
No. 1 for the number(s) and lacation af the
hydrant(s) to satisfy the minimvrn fire flow.
Hydrant(s) are required to be installed prior to
commencement af cvnstructian utnless otherwise
approved by the Fire Distriet. If such appraval
is abtained, it should specify when hydrant
installatian is deetned necessary by the district
(i . e. "prior to occupancy, "within days of
occupancy," etc. ) such statements should be
included in the letter from the district
delineatYng the hydrant(s) location.

B. Pexmit Release Requirements
1. Revised plans are required to be submitted for
review and approval.
2. Approval from Fire District No. 1 that adequate

2. Engineers Office (456-3600)
A. Discussion/Requirements
1. The total structure is 107,000 square feet and
with an addition of 70,000 square feet the total
valuation appears to exceed 50 percent of the
total valuation therefore, drainage conditions may
apply to this project.
2. Should there be additional parking, 208 drainage
requirements will be effective for additional
parking.
3. Health District (456-6040)
A. Discussion/Requirements
1. The site plan submitted was accurate.
2. The current sewage system installed in 1960, has a
25,000 septic tank and 5,100 lineal feet of
drainfield.
3. The existing system has the capability of handlinq
a 12,240 gallons of waste water per day.
B. Permit Release Requirements
1. The applicant needs to submit the current water
use for a one year period. This can be obtained
from meter readings. Also, the current enrollment
along with the expected enrollment after the
addition is complete is required to be submitted
in order to determine if the existing system has
the capacity to accommodate the expected
enrollment for the addition.
2. The State Board of Health Regulation WAC 248-64
requires a that a local health agency review and
approve all school construction plans. Therefore,
a full set of plans and specifications must be
submitted to the Health District for this review
process. The fee for this p=ocess is $25.00 an
hour, the total fee for this project should not
exceed $200.00.

4. Planning Department (456-2205)
A. Discussion/Requirements
1. The parking requirement for schools is based upon
the following, 5 spaces for each teaching station;
1 space for every 400 square feet of
administrative of f ice space ; and 1 space for every
3 seats in the gymnasium. Some flexibility may be
granted in the gymnasium where temporary or
portable seating (bleacher) is used.
2. The unpaved parking areas may be included in the
total number of parking spaces.
2. The setbacks are appropriate.
B. Permit Release Requirements
1. The applicant is to determine the number of
teaching stations, office areas and seating
capacity for the gymnasium and submit to the
Planning Department in order that a determination
of the number of parking spaces required can be
made.
5. Utilities (456-3604)
A. Discussion/Requirements
1. Double plumbing is not required for a remodel.
B. Permit Release Requirements
1. A ULID statement will be required if there is an
addition to the current sewage system, if there is
not an addition to the system the Utilities
Department has no requirernents and will sign off
the permit.
ADr70URNMENT: There being no further business, Tom Davis thanked
the applicant and the deparzments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise. Also, should there be any
changes from what appears in the minutes, we should be notified
within one day of your receipt of these minutes. The meeting was
