4 RID WAIVEIt, AGREEMENT AND C(SVENANT: t ~
KNOW ALL MEN BY THESE PRESENTS, That Harold Sarff and Geraldine Sarff (H&W) and
also Paul J. Cysewski, as his separate property
being the owners of the following described landa in consideration of Mutual
Benefits to be hereafter,derived do for themselves, their heira, grantees, asaigns
and euccessor(s) in interest hereby agree to suthorize Spokane County to place their
name(s) on a petition for the formation of a Road Improvement District (RID) by the
petition netho3 pursuan: t'b Chapter 36.88 RCW, which petition includes the owner(s)
property, and further not to object, by the signing of a ballot, to the formation of
a RID by the reeolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RID is formed by either the petitic- or
reaolutioa method, ae provided for in Chapter 36.88 RCW, the owner(e) or
successor(s) further agree: (1) that the improvements or construction contemplated
withia the proposed RID are feasible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, together with the amounC of
any County participation, exceeds the cost and expense of formation of the RID, and
(3) that the prope=ty withia the proposed ItID is sufficiently developed. Provided,
further, the owner(s) or successor(s) shall retain the right, ae authorized under
ItCW 36.88.090, to object to any assessment(s) on the propertp as a result of the
improvements called for in conjunction with the formation of a RID by elther the
petition or resolution method under Chapter 36.88 RCW and to appeRl to the Superior
Court the decision of the Board of County Commissioners affirming the final
assessment roll.
It is further agreed that at such time as an RID is created or any Road Improvement
Project ie sanctioned by Spokane Cotinty, the improvements required (curb, sidewalk,
drainage control and paving to oxisting pavement) shall be at the sole expense of
the undersigned owner, their heirs, grantees and assigns withouC any monetary
participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from
the daCe of executlon below. However, at the expiration date the owner(s) or
successcr(s) agree to construct the required improvements at their own expense; pay
to Spokane County the then estimated cost of the required improvements to enable the
County to complete the same; or furaish a bond or othez secure method suitable to
the County, providing for or securing to the County the actual c:onstrucCion of the
improvemeata.
The above Conditions and covenant apply to the following described property:
Lot 8, Block 1, EIGHTH ADDITION TO VERADALE HEIGHTS, as recorded in Volume
9, of Plats, Page 28, in Spoka.ne County, Washingtan. In Section 14, Township
25 North, Range 44 E.W.M.

1. The site is zoned Agricultural Suburban and is
subject to land use conditions specified in files
CUE-41-86 and VE-79-87.
2. The site plan submitted is consistent with the site ~
plan that was approved at the Zoning Adjustor Hearing.
3. Installation of low lying landscaping between the
driveway and front property line shall be completed.

B. Permit Release Requirements
1. A revised site plan illustrating the landscaping,
including type and quantity along with a promissory letter
stating that the landscapinq will be installed, and the
required parking, and setbacks needs to be submitted for
review and approval.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments, relating to a drainage plan, recording of a
RID/CRP agreement, and approach permits, were given to the
applicant and Building and Safety by Jerry Sims.
B. PerYnit Release Requirements
l. A drainage plan for the total site needs to be
submitted for review and approval.
2. A RID/CRP agreement needs to be recorded prior to the
release of the building permit.
3. An approach permit for access to Mission Avenue needs
to be obtained.
III. Health District (456-6040)
A. Discussion/Requirements
1. The on-site sewage system, based on 14 residents and
1 full time staff person and 2 part-ti.me staff people, thQ
estimated gallonage flow per day is 1,377. Based on 1,377
qallonaqe flow per day and 0.8 gallons per square feet, a
1,720 square foot leach bed area is required. Shown on
the site plan fs 1,400 square feet of leach bed, which is
short 321 square feet of what is required. However, it
was stated that there appears to be sufficient area to add
the needed square footage to the leach bed area.

. . B. Permit Release Requirements
1. A sewage system permit needs to be obtained and test
holes approved prior to the release of the building
permit. The Health District will require 1 test hole per
leach bed.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present, however,
comments were given to Tom Davis prior to the
Pre-Construction Conference.
2. Double plumbing is required for the proposed project.
3. The applicant must siqn a ULID statement. (This
statement can be processed with the sewage permit).
4. The applicant can contact Don Largent, 456-3604,
regarding the depth of the proposed sanitary sewer line
for Mission Avenue.
V. Building and Safety (456-3675)
A. Discussion/Requirements
l. Plan review has been completed and a letter was qiven
to the applicant by Ken Jeffrey. The applicant and Ken
Jeffrey were to discuss the items after the meeting.
2. Ken Jeffrey had some concerns with the projected use
for the home. The classification on the boarding home is
Group R, Division 1, Type VN Construction. If the
applicant, sometime in the future, decides to change the
proposed use into a nursing home, then the Group
classification would change to Group I. If the change is
proposed, then it should be planned into the current
construction. (The applicant stated that there is no
change planned for the future).
3. Ken Jeffrey stated he needed to review the state
requirements for the boarding home.
B. Permit Release Requirements
1. A complete revised set of plans addressing the items
discussed after the meeting and other items from the plan
review letter needs to be submitted for review and
approval.
