1. Reimburse Spokane County for project review and inspection
fees as specified in Board of County Commissioner's
Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrativ@ charge, and will be billed monthly as
accrued.
2. The undersigned agrees that these fees are due and payable

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
1. Drainaqe calculations for stormwater volwnes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale. '
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) See comments on the attached check print. Please return
the check print to your contact person at County
Engineering.
E) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information: Easement for use of adjacent
property for access.
F) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
G) The owner of tbe property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Aqreement to your contact person at the
Enqineers Department.

SCCiPElP'ROIECT DESCRIPTIUN:
I. Generral Overview - The owner, Thosath-Groenig Company is proposing to construct a
new 3,000 squar+e foot structure. The propased will be used as a Minor Emergency Clinic and
will operate from 9 a.m. to 9 p.m. daily. No more than 4 staff will be present at any one
time. It will be a frame structune with stucxo aad a meral roof.
SUMMARY OF DEPARTIVCM'CAL REQ CS:
1. Planning Department (456-2205)
A. Discussion/Requinements
1. The proposed is located ia a B-1 zone. The proposed use is allowed in the
zone.
2. The proposed is locatted on parcel number 14541-0219.
3. A minor lot line adjustiment was completed for the parvel through a Certifi-
cate of Exemption #457-91.
4. Parldng as illustrated on the site plaa is adequate. A minimum of 9 parldng
space.s are required and 18 spaces are shown.

5. The front yard set back on M'iss'ion Avenue as illustrated on the site plan is
adequate.
6. The minimum landscaping requirements of the code are required to be met
for the parldng area. A minimurn of 109b of the parldng area is to be land-
scaped. Also, all parking stalls are to be located within 60 feet of a landscape
feature consisting of 32 square feet in area. A five foot wide strip of Type III
landscaping is required along all roadways except driveways.
7. A remprocal easement for ingress/egress to the parking area is to be obtained.
The applicant stated that the easement has already been obtained. Please submit
a copy of the easement for Planning Department records.
8. A site obscuring fence may need to be constructed on the north property line
adjacent to state owned praperty. Lorne Lakshas will venify the requirement and
get back to the applicant.
9. The applicant questioned if the building could be occupied prior to the
completion of the landscaping. Lorne Lakshas explaiaed that dnring the winter
months completion of the landscapiag is not expected. However, all landscaping
is to be completed prior to April 15, 1992. Tom Davis explained that a Ternpo-
rary Certif cate of Occupancy may be issued for the building provided that all
lifc-safety items have beean completed. A condition of the issuanve would be
completion of the landscaping in accordance with the appraved plan.
B. Permit Release Requirements
1. Please subrnit a landscaping plan for review and approval. The plan should
include an estimate from a nursery including size, type, and quantity of landscap-
ing along vnth a promissory letter from the owner stahng the landscaping will be
installed shaU be submitted.
2. Please submit a copy of the parking lot ingress/egress reciprocal agreement.
II. Division of EngYneenng & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division of Buildings by Fat
Harper. Bob Turner of the Engineer's offioe will be the contact persoa.
2. Please submit a drainage plan for the site that is in complianoe with Spokaae
County Guidelines for Stormwater Management. A drainage check print was
returned stattng what informahon is oeeded. In particular, note that drainage
calculations are needed.
3. Please submit a copy of the parking lot ingress/egress reciprocal agreement
for Division of Engineenng and Roads records.
4. Submit a r+evised site plan showing existing asphalt and curbing.
5. The proposed must comply with the conditions of the zone changes: ZE
100-83 and ZE 179-78.

6. An Agreement to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Divisi,on of
Engineering & Roads. Plan review will not be compleLed until tlus document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for review and approval.
2. Please submit a reciprocal easement agreement for ingress and egress access
to the parking area.
3. Ple,ase submit a copy of the Agreement to Pay Fees signed by the owner.
M. Health District (456-6040)
A. Discussion/Requirements
1. The water purveyor for the proposeid is Vera Water & Power (924-3800).
Please contact the water purveyor to review requirements for ba,ck flow preve,nt
ers.
2. The applicant bas applied for a permit to install an on site sewage disposal
sysrem. The sewage system is currently be!ng sized for 225 gallons of waste
water per da.y. However, if the applicant wishes, the Health District would be
willing tio revww water u,sage from the othea clinics and size the sewage systeem
acoordingly.
3. According to the site plan, it appears thax the main waLer line is in conflict
with the drainfield. Health Distnct repilatiions require a minimum 10 foot
separation between domestic water supp 'es and the drainfield. The applimt
stated that the water line is for the sprinlcler system. Daryl Way stated that
because the water line is for the sprinkle,r system, it does not have to meet the
required separadon for domestic water.
4. Please subaut a critical materials list to the Division of Buildings for review.
5. All ovnstruction debris is to be taken to a lioensed landfill.
6. Test holes do not indicate that aay portion of the lot has been filled. If any
fill material is disoovered during excavadon, please call the Health District.
B. Permit Release Requirements
1. The Health District will release their portioa of the building permit once it
has been reviewed by the Division of Utilities for double plumbing and after 5na1
approval by the Division of Pangineening & Roads.
IV. Fire District No. 1(928-2462)
A. Discussion/Reqturements
l. Fire flow for the prooposed is 1500 g.p.m..

2. The existing hydraat located to the west of the property will be adequate for
the one fire hydsant that is required.
3. A lock (Knox) box entry system for fire depdartment personnel access is
required to be installed. Forms for ordering will be available in a couple of
days. The completed forms ar+e to be returned to the fire district.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been oompleted on the site plan only and a letter was sent to
the applicant by Tom Postlewait.
2. The proposed building is being classified a.s B-2 occupancy and Type VN
construction.
3. If the building is to be construct,ed over any disturbed earth (fill), soil com-
paction tests will be required by an approved testing laboratory.
4. If construciion specifications require voncrete with a design st=gth over
2,500 p.s.i., lugh strength bolting, or structural welding specpal inspections will
be required on the proposed. Please indicate the name of the testu.ig laboratory
and submit copies of the vnspection reports to the Division of Btrildings for
revievv.
5. Diawing shall be directly stamped and signed by the architect. (Pe,n aad ink -
not copy)
6. Please subinit verification that there is no major surgery being performed ia
the proposed.
7. Please submit a critical materials list to the DivMon of Buildings for review.
8. Tom Postlewait stated that he would like to mcet with the projeet's archibect
to discuss in detai.l itiems from the plan review letZer.
B. Permit Release Requirements

FINDINGS AND ORDER

A. INTRODUCTION
This matter having come before the Zoning Hearing Examiner Committee on
February 2, 1984, and the members of the Committee present being
Jerry Wi1liams, Chairman, F. lynn Tennicar, and Richard L. Skalstad.
B. PROPOSAL
The sponsor, Interstate 29i1 Investment Group, is requesting approval of a
zone reclassification, File No. ZE-100-83, Agrlcultural and Residential
Office to Residential Office, for the purpose of developing an Office
Complex.
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, Red Lion Motor
Inn, I-90, and vacant.
2. That the Comprehensive Plan designates this area as approprlate for
Major Comnerci al devel opment.
3. That the existing zoning of the property described in the application
is Agricultural and Residential Office.
4. That the provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Committee concurs with the
Qeclaration of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda
Item have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses
with3n the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and
accordingly, the proposed rezone is 3ustified.
8. That the proposed use is compatible with existing uses in the area.

D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
a) COUNTY PLANNING DEPARTNiENT
Those conditions of approval attached to Zone Change File #ZE-62-79
shall be complled with in the development of thls site.
1. The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing Examiner
Committee. Minor variations when approved by the Zoning
Administrator wi11 be permitted, including, but not limited to
the following changes: Building location, building materials,
landscape plans, and general allowable uses of the permitted
zone. All variations must conforin to regulations set forth in
the Spokane County Zoning Ordinance. The original intent of the
development pians shall be maintained.
2. A landscape plan showing specific detail and accompanied by a
performance bond shall be approved by the County Zoning
Administrator prior to building permit issuance.
3. That the provisions of SEPA's NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County
Comm1 ss i one rs' Resol uti on #77-1392 be i ni ti ated by the project
applicant within thirty (30) days of final disposition of this
application, and prior to aRy on-site improvements, or file
appropriate documents to the effect that the NOTICE OF ACTION is
waived in accordance with Spokane County Commissioners'
Resolution #82-0458 dated May 4, 1982.
4. Interi or dri veways and parki ng areas shal1 be paved.

8. All current standards of the Residential Office Zone, as
amended, shall be complied with in the development of this
si te.
b) COUNTY ENGINEERING DEPARTMENT
Those conditions of approval attached to Zone Change File #ZE-62-79.
NOTE: All required improvements shall be built to meet or exceed
minimum County construction standards.
1. Applicant shall obtain approval for on and off-site drainage
plans and access permlts before issuance of building permits.
2. Applicant shall construct cement concrete curb sidewalk and pave
to existing pavement on Mission Avenue or be a wglling
participant in ar~y future LID, RID or CRP as directed by the
County Engineer.
c) COUNTY UTILITIES DEPARTMENT
1. Pursuant to Board of County Commissioners Resolution No.
80-0418, the use of on-site sewer disposal systems is hereby
authorized. This authorization is condltioned on compliance
with all rules and regulations of the Spokane County Health
District and is further conditioned and subject to specific
application approval and issuance of permits by the Health
District.

2. The owner(s) or Successor(s) in interest agree to authorize the

object by the signing of a protest petition against the
formation of a ULID by resolution method pursuant to RCW Chapter
36.94 which includes the Owner(s) property. PROYIDED, this
condition shall not prohibit the Owner(s) or Successor(s) from
objection to any assessment(s) on the property as a result of
improvements cal l ed for i n conjuncti on wi th the formati on of a
ULID by either petition or resolutfon method under RCW Chapter
36.94.
3. Ary water service for this project shall be provided in
accordance with the Coordlnated Water System Plan for Spokane
County, as amended.
4. Each building shall be double-plumbed for connection to future
areawide collection systems.
5. Plans and specifications for the double plumbing are to be
reviewed and approved by the Utilities Department prior to
making application for Building Permit.
d) COUNTY HEALTH DISTRICT
Those conditions of approval as contained within File #ZE-62-79.
1. The applicant shall comply with rules and regulations of the
Nealth District in providing for adequate sewage d3sposal. A11
necessary Health District permits shall be obtained prior to
building permit issuance.

FINDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on February 15, 1979,
and the members of the Committee present being Eldon Thornas, Chairman, Jane
Myers and Ted McCoury and there being the following persons present who wish
to request approval of a Zone Change; Chris Lunde for a Zone Change, Two
Family Residential to Locai Business for
the purpose of professional office building.
B. FINDINGS OF FACT
1. That the existing land use in the area is Red Lion Motor Inn, Freeway,
service station, residence, and vacant.
2. That the Comprehensive Plan designates this area as being under study.
3. That the existing Zoning of the property described in the application is Two
Family Residential .
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been compl ied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
6. That this proposal is not in conflict with the provisions of adopted regula-
tion or intent of adopted policies.
7. That the land in this area is suitable tor the proposed use, or uses within
the proposed Zone Classification.
8. That the proposed use is compatible with existing uses in the area.

9. That the owners of adjacent lands expressed neither approval or
disapproval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in harmony

C. ORDER
The Hearing Examiner Committee, pursuant to the aforementioned, finds that the
application of Red Lion Motor Inn for a Zone Change, Two Family Residential to
Local Business as described in the application should be approved.
Special conditions or contingencies applied to motion:
a. County Engineer's Office:
The County Engineer's Office has requested the following be considered if
the rezone is approved:
NOTE: All required improvements shall be built to meet or exceed
minimum County construction standards.
1. Applicant shall dedicate 10 feet on Sullivan Road and a twenty (20)
foot radius on Sullivan and Mission for rlght-of-way.
2. Applicant shall dedicate a triangular shaped piece of property on the
NW corner of Mission and Sullivan for a future traffic signal standard.
3. Applicant shall construct cement concrete curb sidewalk and pave to
existing pavement on Mission and Sullivan.
4. Applicant shall obtain approval for on and off-site drainage and access
plans before issuance of building permlts.
b. Spokane County Health District:
The applicant shall comply with rules and regulations of the Health District
in providing for adequate sewage disposal. All necessary Health District
permits shall be obtained prior to building permit issuance.

when approved by the Zoning Adminlstrator will be permitted, including,
but not limited to the following changes: Buiiding location, butlding
materials, landscape plans, and general altowable uses of the permitted
zone. Ali variations must conform to regulations set forth in the Spokane
County Zonjng Ordinance. The original intent of the development plans
shall be maintained.
`g. A landscape plan showing specific detail and accompanied by a performance
bond shalt be approved by the County Zoning Administrator prior to
building permit issuance.
h~. That the provisions of SEPA's Notice of Action pursuant to 43.21c.080 RCW
and the Board of County Commissioner's Resolution #77-1392 be accomplished
by the applicant within thirty (30) days of formai action by the Board, as
instructed by the Planning Department staff.
