Dear Jeff and Gary,
In accordance wnth the Planrung Department's request, we are enclosing schematic plan sheets 1-
12 showing plans and elevations of the major Fairgound Buildmg (Sheet 1 Master Plan) The
plans were developed in 1992 in collaboration and consultation wnth aU the major fairground
users Questionn,aires were prepared and answers tabulated Dozens of major fairground users
participated Each bwlding represents the "special iaterests" of the specific bwldmg user (For
example, the Horse Barn/Arena ) The first bwldings to be bu.ilt follovving approval of the Master
Plan were the Poultry, Ra.bbit, Swine Barn and the Ltama Barn These buldings closely resemble
the Master Plan size and placement Also, as a part of the above project, the mitial phase of the
ICiddie Barnyard was bulit
The "Iogic" behind the plan envisioned long-term major gowth of the Fairgrounds Relocation to
another site was exanuned, discussed and rejected Expansion of the existing site to the south
through purchase of surplus radroad land was tentatively negotiated with the rmlroad ownerslup
The Master Plan incorporates this additional property for strategically located parlang near the
Fairgrounds front doors (west and south) The Fairgrounds' back door (sernce door) ts the east
door The short-term plans are for an 80,000 sq ft faciuty Phase I encompasses 40,000 sq ft
and Phase II will encompass 40,000 sq ft to complete the new Main Exlubit Hall The Master
Plan envisioned a 100,000 sq ft Mmn Exlvbit Buildhng
Please note the large Central Green Area in the center of the Master Plan (7 acres) The Master
Ptan shows the pennanent food concession pavihons oa both the east and west side of the Central
Cmeen with Iarge spaces for "fill-in" exhibitors during fair time In the long-term Master Plan, the
stadium arena area is shown relocated fiirther to the east, thus allowing growth of the valuable
revenue-producing Central Green Area and reduction in the less vaJuable, under-utitized east area
The Master Plan (as stated) was followed in locahng the Poultry, Rabbit, Swine Barns, Ltama
Barns and imtial phase of the Kiddie Barnyard The Railroad Display area was located following
the Master Plan The cwTent plans for the Matn Exlubit Building clasely resemble the Master
Plans layout

The Master Plan is, as the name implies, a guideliae oa which orderty long-tenn decisions can be
based A great number of alternates were examined with key user-groups pnor to finalization of
the Master Plan (18 plan studies) Property acquisition and opening of the Central Green are key
long-term goals and should not be compromised by short-sighted, hasty decisions In-depth
discussions with all key decision makers is of paramount importance Convenient parking is a key
ta the long-term success of the Fairgrounds The plan shows parlang for 4,155 velucles, wluch is
in balance with the demonstrated needs and projected btulding areas
Our uaderstanding from the July Sth meetuig, is that the Plannmg Department will deternune the
number of parking places required and Iocations tbat must be paved as a condition of issuance of
a Building Permit for the Exhibit Building Phase I construction program The County
Engineering Department stated that they would require drainage plans for the ernire northwest
parking lot with implementation of those portions to serve the Exhibit Building Phase I, plus any
portions which need to be included in cuirent plans to provide for ihe future additions

The County Engineering Departnnent has completed a review of
the above referenced project. T'he following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Fi.nished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of tbe 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) T'he subject property is affected by the "Find.ings and
Order" and the "Conditians of Approval" for the following
land use action:
Spokane County Zone Change No. ZE 101-41
C) T'he following i.mprovements within adjacent Right of Way
are required prior to the release of a build.ing permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the followi.ng
streets:
a. Havana Rd. Typical Roadway Section #1
b. Broadway Ave. Typical Roadway Section #1
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a buildingr perm.it or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Erigineer. Required plans are to be suboaitted prior to estimating
the amount of the financial guaranty or permit release.

the County will accept an RID/CRP agreement
`'Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building pezmit, from the County Engineering
Departinent for any new or i.mproved driveway
approaches to the following streets:
a.Havana Rd.
b.Broadway Ave.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
l. Site Plan.
2. Drainage plan as specified.
3. Other informatian:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of VJay.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property ar the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these commnents. Please return
the completed Agreeinent to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Praject" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to ineet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County rep►resentatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will

DRAINAGE REPORT FOR
SPOKANE INTERSTATE FAIRGROUNDS
EXHIBIT BUILDING EXPANSION AND PARKtNG LOT IMPROVEMENTS
PROJECT DESCRIPT/ON
This project includes the removal of the existing Exhibit Annex buildings and construction
of a new 40,000 square foot exhibit buiiding at approximately the same location. A
36,975 square fioot maneuvermg area at the south of the new buiiding will be paved for
truck access and parking during the fair.
The project also includes improvements to the existing parking lot located at the
northwest corner of the fairgrounds site. The existing parking lot consists of paved
travel lanes with gravel/dirt parking aisles. There are eleven double parking aisles and
two single parking aisles. Phase 1 of the project inctudes paving the eastern five aisles
of the parking lot. The remaining aisles will be paved jn subsequent phases.
This drainage report identifies the collection, treatment and disposal of stormwater runoff
from half of the new exhibit annex building, a portion of the existing exhibit building, and
the entire parking lot at project completion.
SO/LS
The soils are identified by the "Soil Survey of Snokane Countv. Washington. 1968" as
GgA - Garrison gravelly loam, 0 to 5% slopes, and GgB - Garrison gravelly loam, 5 to
20% slopes. At the back of this report is a copy of the soils map from this survey,
showing the soils in the general area of the project.
The Garrison soil is pre-approved by Spokane County for the installation of drywells, as
identified in the Spokane County "Guidelines for Stormwater Management", page 4-15.
ORA/NAGE 8AS/N DA TA
Drainage basins for the project are identified on the attached basin map and in the
calculations as follows:
Exhibit Building
Aisle A; Overall Parking Aisle A
Aisle A:A-1; South half of Aisle A
*Aisle A:A-2; North half of Aisle A
North - East Entry; Basin east of entry along Broadway
North - West Entry; Basin west of entry along Broadway
West - Overall; Basin along Havana
West - South End; South half of basin along Havana
#West - North End; North haif of basin along Havana
A grassed swale will be constructed for each drainage basin. Stormwater from each
adjoining paved surface will drain to these basins. Final disposal of stormwater collected
in each basin will be through drywells installed as a part of this project or subsequent
phases. The improvements for each basin are designed to sheet flow runoff to the
swales
Bui di and Maneuverina Area Drainaae
There is one basin for the exhibit building. Stormwater from the west haif of the new
exhibit building and the west half of the main exhibit building, the parking areas, travel
lane and maneuvering area will be collected in a swale south of the maneuvering area.
The drainage swale for this basin has been sized to colleci, treat and dispose of
stormwater from the Phase 1 Project and future Phase 2 expansion of the Exhibit
Building. Only runoff from the east side of the new buiiding roof will drain into the grass
exhibit area east of the new building. Existing dryweils will provide disposal of the
stormwater.
Parkina Lot Drainaae
The parking lot is divided into four basins. Two of the basins (Aisle A and the West
Overall basin) have been further divided into two sub-basins each. These sub-basins
collect stormwater from the surrounding impervious surfaces and store the runoff for
"208" treatment. Once the swales for each sub-basin fill above the 6-inch storage depth,
they overflow across the paved aisle to the south into the adjacent swale in the system,
with final disposal through a Type A drywell in the lowest swale. Therefore, Basin A-2
overflows to Basin A-1 for disposal, and the north basin overflows into the south basin
for disposal.
Each swale, whether in a complete basin or a sub-basin, provides the required u208"
storage for the surrounding impervious area, except for the north sub-basin of the West
Overall basin. This swale provides 231 c f. of storage out of the required 354 c.f., short
123 c.f. This sub-basin will over#low to the south sub-basin for final "208" treatment
and disposal. The south sub-basin provides 406 c.f. of 208 storage and is requrred to
have only 270 c.f., 136 c.f. of excess storage. Therefore, the south sub-basin and the
north sub-basin provide the required 208 storage prior to overflowing into the drywell for
disposal.

RA/NFALL DA TA
The rainfall data used to compute runoff volumes included the intensity/duration/
frequency curves shown on Figure 2, page 6-3, of the County's Stormwater Guidelines.
The curve for the 10-year return frequency event was used.
METHODS OF D/SPOSi4L
Disposal of stormwater generated by this project will be through drywells and grassed
percolation swales. Runoff water entering the swales, after the initial six-inch depth has
been stored in the swales, will enter the drywells through a Type 4 grate. Grate capacity
caiculations are provided in this report.
PEAK FLOW, VOLUME AND D/SPOSAL CALCULA T/ONS
A. Hydrology Computations:
The grassed percolation swales were sized to store the first 1!2 inch of runoff
from the parking lots and adjacent streets. The swales will provide a six-inch
retention depth to aliow infiitration of the collected runoff. This has been shown
on the construction plans.
To caiculate the bowstring storage volume, the outflow rate was based upon using
Type A and Type B drywells. 0.3 cfs was used as the flow rate for a Type A
dryweli and 1.0 cfs for a Type B drywell in the Garrison Soil. These disposal rates
are as provided in the Spokane County Stormwater Guidelines, page 415.
Swales were sized to be in conformance with the County's guidelines. The table
on the following page is a summary of the major drainage features.
8. Inlet Capacities:
A Spokane County Standard Type 4 grate will be used on a!I drywells. Inlet
capacities are calculated to be 1.62 cfs, 2.26 cfs, and 3.42 cfs for flow depths
of .2, .25, and .33 feet, respectively. The Type 4 grate will accept the design
peak flows.
CONCLUS/ONS
The storm drainage systems designed for this project fully meet the requirements set
forth in the Spokane County Stormwater Management Guidelines for capacity, storage
and disposal.
