The County Engineering Department has completed a review of ~
the above referenced pro ject. The followinq information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqement". At
a minin►um the plan raust contain:
1. Drainage calculations for storinwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the nUmber and type of
drywells proposed.
7. Elevatfon of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findinqs and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Chanqe No. ZE-166-58
C) The following improvements within adjacent Right of Way
are required prior to the release of a buildinq permit:
1. You must submit road and drainage plans for street
ianprovements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Progress, Typical Roadway Section No. 1,
Access Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Riqht of Way is to be completed prior to the
release of a buildinq permit or a financial quaranty in an amount
estimated by the County Enqineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2. As an alternative to the required road improvements
the County will accept an RID/CRP agreement
"Notice to Public No. 6" on Proqress.
3. Please submit a copy of a recorded property deed
f rom the Auditors of f ice f or the subj ect property.
Upon receipt of the deed our staff will prepare the
RID/CRP aqreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a buildinq permit, from the County Engineering
Department for any new or improved driveway
approaahes to the following streets:

, The congregation of the Veradale United Church of Christ
numbers some 160 individuals. This figure has remained fairiy
constant f ar the 1 ast twenty years, hav ing var ied by on 1 y abvut
10% during that time. Average Sunday church attendance is T5--
80. Th is number i ncreases s 1 i ght 1 y dur i ng f a 1 1 and winter m4nths,
and approaches some 140 or so on holidays.
Documentattion and notes on blueprints from when this
structure was built outline areas for future expansion. The
congregat i on has, f or severa 1 years now, cons idered bu i1 d i ng
additTOnal space, and a 8uiiding Committee was appointed this
p8st Spr i ng to deve lcp a v+rorkab 1 e p 1 an . Commi ttee persons are
listed above, in May they retained the services of Oordon
Oagliano, AIA, to work with them in an advisory capacity. In mid-
July, after several manth's work, a preliminary presentation was

meetings, discussions, and study between Building Committee,

In addition to Sunday services, events such as dinners or
pot-lucks occur four to six times per year. The new space would
accommodate these gatherings (presentiy held in the sanctuary)
and no increase in their frequency or attendance is planned. On
occasion, too, a function such as a weddzng reception mey also be
held. Typically, then, any use of this new space would be church-
related, not open to the public.
Concerns expressed by the various County departments durting
prel iminary tnformal discussions were the impact on parking, site
drainage, and the septic system at the south end of the buildin9.
Esch of these will be addressed separately below.
Parkina:
The ex ist ing park i ng 1 ot dates pack to when the present
structure was constructed in the mid 1960's. At the time, it was
built for use by mot^e people and what could have been a much
iarger congregation than exists today. (As an example, spaces
originally intended as classrooms are now used as a choir robe
spaca and a church ltbrary.) Parking Zs utzlized one morning a
week, for a service starting at 10:30 and lasting, usually, n4t
more than about one and one-half haurs. Mid-week occupancy of the
facility is limited to office use by a part-time church
. secretary, and occasional pastoral counselin9 sessions or small
meetings. Thus, other than on Sundays, parking is limited to a
very small number of vahicies.

It is intended that the proposed addition not reduce the
existing parkirtg lot in size, configuration, or number of spaces,
and it has been laid out leaving the adjecent driveway intact.
Upgrade or alteratlon wi 1 1 be in the farm of providing four
handicapped stalls at the new buildin9 entry--these wi11 be
located to provide direct building access without crossing
traf f i c. They w i1 1 be paved, graded, and des i gnated as requ i red
to meet barrier-free standards.

At present, there is a drywell off of the southwestern

work, this south win9 will be reroofed to slope externally to
gutters and downspouts tight-lined into the drywell. New roofing
