Discussion/Requirements 1. The proposed is located in a B-2 zone. 2. The proposed shall comply with conditions of Zone Change ZE-65-83. 3. A two lot short plat is required for the subject property. 4. Parking as illustrated on the site plan is adequate. 5. One 12 x 30 loadinq dock is required for the proposed, please illustrate on the site plat. - 1 - r , 6. All traveled surfaces are to be paved. 7. A 10 foot strip of Type I landscapinq is required alonq the north property line. Also, a five foot strfp of Type III landscaping is required alonq Spraque Avenue. 8. Please submit a revised site plan fllustrating the 12 x 30 loading dock, all paved surfaces, landscaping, outdoor liqhtinq plan, and setbacks from property lines. 9. Tom Veljic advised the applicant that since the entire parcel is etill under one ownership and that the seller would be filinq the short plat, Planning would sign off the building permit prior to the filinq. The reason is that commercial properties can have more than one buildinq located on the same parcel. Iiowever, the short plat must be completed prior to sale. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. 2. An estimate from a nursery includinq size, type, and quantity alonq wit.h a promissory letter from the owner stating the landacaping will be installed shall be submitted. II. Divisfon of Enqineerinq & Roads (456-3600) A. Discussion/Requirement 1. Comments were qiven to the applicant and the Division of 8uildings by Bob Turner. 2. Please submit a drainaqe plan for the site that is in compliance with Spokane County Guidelines for Stormwater Manaqement. 3. The proposed shall comply with the conditions of zone chanqe ZE-65-83. 4. If the required short plat is not approved prior to permit release the followinq shall apply: a. An additional 10 feet of right of way dedication is required on Everqreen Road. Please submit a copy of the recorded property deed to the Division of Enqineerinq & Roads so that the riqht of way agreement can be prepared. - 2 - b. Please submit road and drainage plans prepared by an engineer for road improvements to Evergreen Road. The aqreement is to be siqned by the owner and returned to the Division of Enqineering & Roads. Plan review will not be completed until this docwnent is executed. 8. Permit ReleaBe Requirements 1. A letter was sent to the current property owner, Marfe Hamanond from the Health District reqarding an extension of - 3 - r ~ time to connect the existinq residence to the public sewer aystem. Conditfon No. 3 in the letter states that when the property ie sold, the property is to be connected to the public sewer system at time of sale. If the subject property ia short platted prior to the issuance of the buildinq permit the extension as stated in the letter will be granted until 1992. If the property is not short platted prior to permit issuance the residence shall be connected to public sewer or removed from the property. _ 2. The proposed furniture store shall be connected to the public sewer system. 3. All constructfon debris shall be taken to a licensed landf f 11. 4. Please submit a crftical material6 liet to the Divisfon of Buf ldinqs for review. 5. The water purveyor for the proposed ie Vera Water and Power District (456-8000). Please contact the water purveyor to revfew requirements for back flow preventers. 8. Permit Release Requirements - 1. Please indicate if the property will be sbort platted prior to the issuance of the buildinq permit. IV. Fire District No. 1(928-2462) A. Dfscussion/Requirements 1. Fire flow for the proposed ie 41000 q.p.m. 2. Please verify if the hydrant on the south east corner of the property is a two port or three port bydrant. If it is a two port hydrant it will need to be chanqed to a three port hydrant. 3. A lock (Rnox) box entry system for fire department pereonnel access is required to be installed. Forms for orderinq was given to the applicant. The completed forms are to be returned to the fire district. ~ - 4 - ~ . V. Division of Bufldirigs (456-3675) A. Discussion/Requirements 1. Plan revfew has been aompleted on the site plan only and a letter was sent to the applicant by Tom Postlewaft. 2. The west exterfor wall of the proposed shall be a minimum one-hour fire-resistive rated construction. 3. The proposed shall meet the minimum requirements of the Requlations for Sarrier-Free Facilities. 4. Please verify that the proposed mechanical systeat is capable of supplyinq the minimum outside air required in the Washington State Enerqy Code. 5. The showroom area and the storaqe area shall be separated by a one-hour fire-resistive occupancy separation wall. 6. Grose connection devices shall be installed on equipment which can cause pollution of the domestic water supply. 7. Please submit a critical materials list to the Division of 8uf ldings for review. 8. If conatructfor► epecifications requfre concrete with a deafgn strenqth over 2,500 p.s.i., hiqh strenqth bolting, or etructural weldinq specfal inspectiona will be required on the proposed. Please indicate the name of the testinq laboratory and submit copies of the inspection reports to the Division of Buildings for review. 9.
