General Overview - Froposed is the construction of two 80 x 75 speculative warehouse/office buildings. The buildings will be shells at this time. Once occupants are found for the proposed buildinqs appropriate permits will be taken out for remodeling. The applicant would like to begin construction as soon as possible. SUMIIKARY OF D$PARTMMAL 1tgQUIR$MSNTB: 1. Planning Department (456-2205) A. Discussion/Itequireraents 1. Comments were given to the applicant and Building and Safety by Allan deLaubenfels. 2. A copy of the conditions of Binding Site Plan No. 88-21 and landscaping requirements were given to the applica►nt during the meeting. ~ 3. The proposed parking lot is adequate as shown on the site plan. The lot will be paved between the buildinqs and streets except for the landscaping areas. - 1 - X ~ 4. The Binding Site Plan provides for landscaping by the Industrial Park. 5. The Planninq Department needs a copy of as-built water plan. 8. Permit Release Requirements 1. The proposed must meet the conditions of Binding Site Plan No. 88-21. 2. An estfmate from a nursery includinq size, type and quantity along with a promissory letter form the Industrfal Park statinq the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and 8uildinq and Safety by Scott Egqer. 2. The zoning ordinance requires that the proposed have access to a county maintained road. The site plan indicates that access to the property will be on Marietta Avenue, which is not a county maintained road. Please contact Theron Rust at the Spokane Industrial Park for an estimated time frame for the construction of Marietta Avenue. Access along Euclid Avenue may be required. 3. Approach permits must be obtained for any new driveway approaches along Marietta Avenue and possibly Euclid Avenue. 4. An Aqreement to Pay Fees was qiven to the applicant during the meetinq. The Aqreetaent is to be signed by the owner and returned to the Enqineering Department. Plan review will not be completed until this document is executed. 5. The drainage check print was returned to the applicant durinq the meetinq. Please address the comnients on the check print and return it to the Cownty Engineerinq Department. 6. Bob McCann advised the applicant to review the road plan for Marfetta Avenue to detenaine 208 drainage areas and driveway approach locations. - 2 - B. Permit Release Requirentents 1. Please address the comtaents on the drainaqe check print and return it to the Engineerinq Degartment. 2. Spokane County Notice to the Public #4 needs to be executed. III. Health District (456-6040) A. Discussion/Requirements 1. The Health District was not at the Pre-Construction Conference, however, comments were given to Tom Davis prior to the meetinq. 2. The proposed buildings must be connected to existing public water and sewer systems. No on-site utilities will be allowed. 3. Please submit an updated critical materials listing to Suilding and Safety for review. 4. All construction debris must be taken to a licensed landfill. IV. Fire District No. 9(466-4698) A. Discussion/Requirements 1. A letter was given to the applicant and Suilding and Safety by Clyde Wisenor. 2. Fire flow for the proposed is 2750 g.p.m. 3. Two fire hydrante are required to be installed as per an approved water plan prior to accupancy. 4. One hydrant is to be located on Marietta Avenue on the southeast side of the curb cut. The other hydrant is to be located at the proposed curb cut on Euclid Avenue at the west side of the curb cut. 5. Road access needs to be addressed. 6. A lock (Knox) box needs to be installed for fire personnel access to the proposed. - 3 - ~ V ' V. Building and Safety (456-3675) A. Discussion/Requirement,s l. Plan revfew has been completed and a letter will be sent to the applicant by Tom Fostlewait. ° 2. The proposed muet meet the minimwon requirements of the Requlations for Barrier-Free Facilities. 3. Please submit an updated critfcal materfals to Building and Safety for review. 4. Please submit structural drawings for the proposed office and warehouse. 5. Special inspections are requfred for concrete wfth a desigxi strenqth of aver 2, 500 p. s. i. , structural wefding, and hiqh strength bolting. Please indicate the name of the testinq laboratory and submit copies of the reports to the Department of Building and Safety for review. 6. Please revise the lightinq lay-out to meet the maximum lighting budget. 7. Any floor drains installed in the proposed shall be reviewed by the County Healt,h District and the Departmerit of Ecology. 8. Permit Release Requireanents 1. Two complete revised sets of plans addressinq the items discussed durinq and after the meeting and other items from the plan review letter needs to be submitted for revfew and approval. General Overview - Proposed is the construction of two 80 x 75 ~ , speculative warehouse/office buildinqs. The buildings will be ` - shells at this time. Once occupants are found for the proposed buildings appropriate permits will be taken out for remodeling. The applicant would like to beqi.n construction as soon as possible. SWOARY OF D$PART!KMFTAL REQIIIRSMENTS S 1. Plarininq Department (456-2205) A. Discussion/Requirements 1. Comoments were qiven to the applicant and Building and Safety by Allan deLaubenfels. 2. A copy of the condit'ions of Binding Site Plan No. 88-21 and landscaping requireaaents were given to the applicant during the meetinq. A 3. The proposed parkinq lot is adequate as shown on the site plan. The lot will be paved between the buildinqs and streets except for the landscaping areas. - 1 - - - - ~ - _ _ - - ~ f 4. The Bindinq Site Plan provides for landscaping by the Industrial Park. 5. The Planninq Department needs a copy of as-built water plan. B. Permit Release Requirements 1. The proposed must meet the conditions of Binding Site Plan No. 88-21. 2. An estimate from a nursery including size, type and quantity along with a prom.fssory letter form the Industrial Park statinq the landscapinq will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and Buildinq and Safety by Scott Sgger. 2. The zoning ordinance requires that the proposed have access to a county maintained road. The site plan indicates that access to the property will be on Marietta Avenue, which is not a county maintained road. Please contact Theron Rust at the Spokane Industrial Park for an estimated time frame for the construction of Marietta Avenue. Access along Euclid Avenue iaay be required. 3. Appraach permits must be obtained for any new driveway approaches along Marietta Avenue and possibly Euclid Avenue. 4. An Agreement to Pay Fees was given to the applicant durinq the meeting. The Agreement is to be signed by the owner and returned to the Engineerinq Department. Plan review will not be completed until this document is executed. 5. The drainaqe check print was returned to the applicant durinq the meeting. Please address the comments on the check print and return it to the County Enqineering Department. 6. Bob McCann advised the applicant to revfew the road plan for Marietta Avenue to determine 208 drainage areas and driveway approach locations. - 2 - ! < . ~ 8. Permit Release Requirements 1. Please address the comments on the drainage check print and return it to the Engineerinq Department. 2. Spokane County Notice to the Public #4 needs to be executed. III. Health District (456-6040) A. Discussion/Requirements 1. The Health District was not at the Pre-Construction Conference, however, coments were qiven to Tom Davis prior to the meetinq. 2. T'he proposed buildings must be connected to existing public water and sewer systems. No on-site utilities will be allowed. 3. Please submit an updated critical materials listinq to Building and Safety for review. 4. Al1 construction debris must be taken to a licensed landfill. IV. Fire District No. 9(466-4698) A. Discussion/Requirements 1. A letter was given to the applicant and Building and Safety by Clyde Wisenor. 2. Fire flow for the proposed is 2750 g.p.m. 3. Two fire hydrants are required to be installed as per an approved water plan prior to ocaupancy. 4. one hydrant is to be located on Marietta Avenue on the southeast side of the curb cut. The other hydrant is to be located at the proposed curb cut on Euclid Avenue at the west side of the curb cut. 5. Road access needs to be addressed. 6. A lock (Knox) box needs to be installed for fire personnel access to the proposed. - 3 - I . i i ~ . V. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed and a letter will be sent to the applicant by Tom Postlewait. a 2. The proposed must meet the minimum requirements of the Regulations for Barrfer-Free Facilitfes. 3. Please submit an updated critical materials to 8uildinq and Safety for review. 4. Please submft structural drawinqs for the proposed offfce and warehouse. 5. Special inspections are requfred for concrete with a desiqn strenqth of aver 2,500 p.s.i., structural welding, and high strenqth bolting. Please indicate the name of the testinq laboratory and submit copies of the reports to the Department of Suilding and Safety for review. 6. Please revise the liqhting lay-out to meet the maximwoa liqhtinq budqet. 7. Any floor drains fnstalled in the proposed shalL be reviewed by the County Health District and the Department of Ecoloqy. B. Permit Release Requfrements 1. Two contplete revised sets of plans addressing the items discussed during and after the meeting and other itents from the plan review letter needs to be submitted fo= review and approval.
