The County Engineering Department has completed a review of
the above referenced project. The followinq information must be
provided in order for us to proceed with our review.
A) A drafnage plan foY the site which has been prepared in
complfance with Spokane County "Guidelines for Stormwater
Management". At a mfnimum the plan must contain:

generated on site.

contained within the site.
3. Finished grade elevatlons for structuZes to be

1. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the followinq streets:
a. Pioneer Lane
C) Insufficient informatfon was submitted with the proposal.
We are unable to proceed wfth our review. We will need
the following before we can proceed:
l. Site Plan.
2. Dzainage plan as specified.
3. Other information:
a. Within 12 months a traffic light will be
installed at Marietta and Sullivan; this will be
the main route for entering and leaving the Itron
facility. Channelization of Sullivan will
follow within 12 months of the light installation
and will restrict Sullivan Road access to the
property in question to a r ight-i n, right-out
only situation. The County Engineers therefore
suggest that primary access to the pzoperty in
question be off of Pioneer Lane. This could occur
if the site plan were re-designed to allow
access. Spokane Industrial Park also has an
easement agreement to go across Lot A and
negotiations with SIP could allow access to the
property off of Marietta and across Lot A.

for all necessaty utility adjustments or relocation as
required for completion of the improvement.
E} The owner of the property or the authotized
representative must complete and siqn Spokane County

not be completed until this document is executed. This
document is attached to these comments. Please return

BEFORE THE SPOKANE COUNTY SUBDIYISION AOMINISTRATOR
IN TNE MATTER OF ) FINDINGS OF FACT,
SNORT PLAT N0. SP-86-457 ) CONCLUSION AND DECISION
THISMATTER, an application from Spokane Industria] Park, Inc. has been
received and decided upon, pursuant to Spokane County Subdivision regu]ations,
on the ZZnd day of August, 1986.
The individua] signing below has further been properly delegated the
resPonsibility for renderin9 the decision by the Spokane County Director of
Planning.
FINDINGS OF FACT AND CONCLUSION
1. The proposal is to divide 6.4 acres into 3 lots for the development of
uses allowed within Manufacturing zone.
2. The proposal is located adjacent to and easterly of Sutlivan Road in the
southwest corner of the property known as the Spokane Yndustrial Park in
Spokane County in Sectlon 12, Township 25N, Range 44 E.W.M.
3. The current zoning of the property is Manufacturing. The proposed lot
sizes, frontage and intended uses are allowed within this zone.
4. The Spokane County Comprehensive Plan designates this area as
Industrial. The density and uses proposed are in accord with this
planning category.

5. The required public notice was provided for this proposal and agencies
having a potential fnterest in the project were notified and asked for
reconmendations.
6. That no one in the area comnented on the proposal.
1. That in consideration of the recommended conditions and Spokane County
development standards, the proposal is not detrimental to the public
health, safety and general welfare.
8. That the project is exempt from environmental review under the State
Environmental Policy Act. DECISION
Based upon the above noted Findings of Fact, Short Plat Application
SP-86-457 is hereby APPROVEO subject to conditions which shall be complied
with by the applicant andlor sponsor prior to finalization of the short plat.

CONDITIUNS OF APPROYAL FOR SP-86-457
PLANNING DEPaRTMENT
11 That the preliminary plat be given conditional approval to September l,
1989. The Short Plat Admjnlstrator may administratively approve a
request for a one year extension of time if the sponsor submits a
written request forty-five (45) days prior to the above explration
date. A request for an Extension of Time may subject the praposal to
new conditions required by reviewing agencies.
2. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
3. That appropriate street names be indicated.
4. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
plat.
5. That three certificates of title be furnished the Planning Department
prior to the filing of the final plat.
6. That a survey be required prior to the filing of a final plat.
COUNTY ENGINEERS
1. That conditional approval of the plat by the County Engineer is given
subJect to dedication of Right-of-Way and approval of the road system.
2. That the plans, profiles and cross sections as designed to County
standards showing proposed street centerline and curb grades be
submitted to the County Engineer for approval prior to construction
and/or the filing of a final plat; road plans to be prepared under the
direction of a licensed Professional Civil Engineer. This condition is
applicable to the right turn lane and Tract X easement required by these
conditions.
3. That drainage plans and design calculations showing the allgnment of
drainage facilitles be submitted to the County Engineer for approval
prior to construction andlor the filing of each final plat. Drainage
plans to be prepared under the direction of a licensed Professional
Civi 1 Engineer. •
4. The applicant should be advised that individual driveway access permits
are required prior to issuance of a building permit for driveway
approaches to the County road system."
5. A statement shall be placed in plat dedication that no direct access be
allowed from Lots A and C to Sullivan Road.
6. Existing County roads providing direct access to the plat sha11 be paved
and/or curbed to Spokane County standards.
7. The word "applicant" shall include the owner or owners of the property,
his heirs, assigns and successors. The Applicant shall be responsible
for the construction of a right turn lane along Sullivan Road which wi11
accommodate turning movements into the proposed development.
8. To construct the road improvements stated herein, the applicant may,
with the approva] of the County Engineer, join in and be a willing
participant in any petition or resolution which purposes is the
formation of a Road Improvement District (RID) for said improvements
pursuant to RCW 36.88, as amended. At such time as an RID is created or
any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, dralnage control and paving to
existing pavement) will be at the sole expense of the undersigned owner,
their heirs, grantees and assigns.

9. As an alternative rnethod of constructing the road improvement stated
herein, the applicant may, with the approval of the County Engineer,
accomplish the road improvements stated herein by joining and
participating in a County Road project (CRP) to the extent of the
required road improvement. At such time as an RIO is created or any
Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to
existing pavement) will be at the sole expense of the undersigned owner,
their heirs, grantees and assigns.
10. That the following statement be placed in the plat dedication: "The
owner(s) or successor(s) in interest agree to authorize the County to
place their name(s) on a etition for the formation of a Koad
Improvement District (RIDg by the petition method pursuant to Chapter
36.88 RCW, which petition includes the owner(s) property, and further
not to object, by the signing of a ballot, the formatlon of a RIO by the
resolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RIO is formed by either the
pet3tian or resolution method, as provided for in Chapter 36.88 RCW, the
owner(s) or successor(s) further agree: (1) that the improvements or
construction contemplated within the proposed RID is feasible, (2) that
the benefits to be derived from the formation of the RID by the property
included therein, together with the amount of any County participation,
exceeds the cost and expense of formation of the RID, and (3) that the
property within the roposed RID is sufficiently developed. Provided,
further, the owner(s~ or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjunction with
the formation of a RID by either petition or resolution method under
Chapter 36.88 RCW.
ll. The proposed private road(s) as shown on the preliminary plat serving
one lot with no extension possible is approved by the County Engineer.
12. That private road(s) be improved to Spokane County standard for a
private road Urban-Suburban standard serving one 1ot. Subject to
approval under Section 10.207 of the Spokane County Fire Code.
13. All vested owners shall sign and record private road documents as
prescribed by the Spokane County Engineer. These documents shall be
rev3ewed and approved by the Spokane County Engineer prior to recording
with the Spokane County Auditor. Recording numbers shall be referenced
in the dedicatory languagea of the plat.
14. That the foliowing statement be placed in the plat dedication:
°WARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued on
property on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide drainage or
snow removal on a private road. This requirement is and shall run with
the land and shall be binding upon the owner, their heirsg successors or
assigns including the obligation to participate in the maintenance of
the private road as provided herein".
15. The proposed plat shall be improved to the standards set forth in

amended, which establishes regulations for roads, approaches, drainage,
and fees in new construction.
16. The County Engineer has examined this development proposal and has
determined that the impact of this proposal upon the existing County
Road System warrants the dedication of additional right-of-way and the
roadway improvements herein specified.

17. That the following statement must appear in the dedicatory language of
the plat: The private road as shown hereon is an easement which
provides a means of ingress and egress for those lots within the plat
having frontage thereon.
18. That a 60 ft, wide "Tract Xu future public right of way tract shal] be
provided along the north property line of Parcel "Au. This easement
shall extend from the west property line to the east property line. If
the easement is located within the boundary of the proposed plat, it
shall be depicted on the final plat. If it is to be located north of
the glat boundary the applicant shall record those documents Je rescribed
b te County En9ineer and refer to the recording number in plat
dedication. Thepurpose of this easement is to serve as a means of
access tv parcels within the plat as we11 as provide for future public
road access to ad3oining parcels. The applicant shall be responsible
for installation of traffic signals at the new intersection. Conditions
8, 9&10 are applicable to signal installation and construction of a
right turn jane on Sullivan Road.
19. SulliVan Road is a designated major arterial. The development of this
property will give rise in the future to the need for a right turn lane
which will serve the uTract Xu future public right of way tract.
Sufficient right of way does not exist along Sullivan Road to permit
construction of the right turn lane. Therefore, the applicant shall
deed the right of way which is necessary for the addition of this
lane. The applicant shall deed a 40 ft. radius at the intersection of
Sullivan Road and the uTract Xa easement. Right of way dedication for
the right turn lane shall be based upon the design of the lane. This
design is to be reviewed and approved by the County Engineer as
specified in Condition #2.
COUNTY HEALTH DISTRICT
1. Sewage disposal method shall be as autharized by the Director of
Utilities, Spokane County.
2. A statement shall be placed in the dedication to the effect that: uA
public sewer system wi11 be made available for the plat and individual
service will be provided to each tract prior to•sale. Use of individual
on-site sewage disposal systems shall not be authorized.u Note: The
public sewer system which will serve the project is under the purview of
the Department of Ecology.
3. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social & Nealth
Services..
4. Prior to filing the fina1 plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: uUse of private wells and water systems is prohibited.p
6. The plat dedication will contain a statement to the effect that: uThe
public water system as approved by County and State health authorities
and the local fire district and purveyor wiTl be installed within this
plat, and the subdivider will provide for individual domestic water
service as well as fire protectlon to each tract prior to sale of each
trdCt.°

COUNTY UTILITIES
1. The dedication shall state: "The owner(s) or Successor(s) in interest
agree to authorize the County to place their name(s) on a petition for
the formation of ULID by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to object by the
signing of a protest petition against the formation of a ULID by
resolution method pursuant to RCW Chapter 36.94 which includes the
Owner(s) property. PROYIDED, this condition shall not prohibit the
owner(s) or successor(s) from objection to any assessment(s) on the the
property as a result of lmprovements called for in conjunction with the
formation of a ULID by either petition or resolution method under RCW
Chapter 36.94.

2. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.
3. Any sewerage service for this project shall be provided in accordance
with the Comprehensive Wastewater Management P1an for Spokane County, as
amended.
