bays, a classraom, aIdtchen, shawers, and restroorns. Minor truck regairs wilI be pecformed
in the shop, and a fuli-ame mecha~c wM be employeti. Fire dnus arc held a cauple temes
per week at die site. rTv new signage, exteriar hghtrng, fencing, andl'ar ap$raaches are

The eacisting 208 swale is not in compliance with county , regulations, which
require that they be sodded and irrigated. Due to the lugh pressure water
velocity, the applicant would 1'tke to have this, reqwrement waived. It was
suggested that the apphcant subnut a letter requesang a design deviation from the
requirements for sod and irrigation, stating the reasons for requesting this
waiver.
3. The original building permit for this site required a chemic,al coatainment
plan, for which no record exists as to if this was ever submittad. The applic,ant
statsd that no chemicals are used, as the fires on tbe site are Class A. The Fire
District will submit documentation stating the products they use.
4. An Agreement tro Pay Fees was given to the applicant during the meeting.
The agreement is to be signed. by the owner and returaed to the Division of
Engineering & Roads. Plan review will not be cornpleted until this document is
executed.
B. Permit ltelease Requirements

III. He,alth District (324-1577)
A. Discussion Items
1. The water purveyor for the proposed is Spokane Industrial Park, which also
providos the site with sewer.
2. Please submit a utility site plan for the site including the location of the water
lines and fire hydrants.
3. Please submit a critical materials list to the Department of Buildings for
review. The Fire District will submit documentation stating the products they
use.
4. The tloor drain that drains into the sewer must have an oil/water separator
and a grit tra►p installed between the drain and the sewer. Please contact the
Washi.ngton State Department of Ecology regarding the design of this and if they
will require double containment. Please submrt a letter to the Health Distact
stating that double containment is not reQuired by the Washington Shate Depart-
ment of Ecology.

V. Department of Buildings (456-3675)
A. Discussion Items
1. Plan review has been completed on the site plan only by Tom Posttewait.
2. The proposed office is being classified as a B-2 occupancy, and the vehicle
maintenance area is being classified as B-1 occupaacy.
3. If construction specifications require concrete with a design sireno over
2,500 p.s.i., high stnength bolting, or structural welding, special inspections will
be requirei on the proposed. Plc~se indicate the name of the testing Iaboratory
and submit copies of the inspection reports to the Department of Buildings for
review.
4. Applicants were advised to properly place voncrete in cold weather.
5. Please subsnit verificadon that the proposed shop is used for the exchange of
parts, and maintenance requiring no flame, welding, or use of Class I, II, or
III A liqnids.
6. A one-hour oc;cupancy separation wall is required between the training area
and the shop.
7. The north exterior wall must meet the requirements of the code. The appti-
cant stated that the wall will be solid concrete, with no windows, and only an
emergency exit.
8. The exterior walls and structural frame shall satisfy the m'uiimum requirv-
ments of UBC Table 17-A and UBC Section 2003(a).
9. Please verify that the mezzanine meets the reyuirements of Chapter 17
regarding exztutg. The applicant stated that a guand rail will be installed.
10. Please submit detaiis of the handicap shower.
11. Please submit a oopy of the letter from the Washington State Department of
Ecology regarding double containment.

12. Please submit an updated critical materials list for review. The Fire Districi
will submit documentation stating the producLs they use.
13. The proposed shall meet the minimum requirement of the Regulations for
Barrier-Free Fa,cilities. Proposed may also have additional responsibilities under
federal regulations. For information about the Americans with Disabilities Act,
call 1-800-435-7232. Please verify that the slope, landings, curb cuts,
restrooms, dimensions, signage, door and hardware schedules, etc. meet the
requirements. The applicant stated that no employees are handicapped as they
are all LEOFF (I.aw Enforcement Officers & Fire Fighters) employees.
14. Fire extinguishers mnst be located aceording to the requirements of ihe fire
code.
15. Please verify that the mechanically operated ventilation system has the
capability of supplying the minimum outside air requirements soeCified in the
Washington State Energy Code.
16. Cross connections devices shall be installed on equipment that may cause
pollution of the domestic water supply.
17. The front gage (cover sheet) of the constructioa drawings shall contain, at a
minimum, the professional starap with an ari in dated signature. This cover
sheet shall include the building address, legal description annd index of gages
being submitted under the professional stamp.
B. Permit Release Requirements
1. Trivo complete roevised sets o€ plans addressing the items discussed during the
meeting and other items from the plan review letter needs to be submitt,ed for
review and approval.

BQBJBCT: Design Deviation for Fire District #1 Training Center
Gary,
The deviation for the Fire District Training Center does have some merit
due to the reasons mentioned. I have seen the site and attached the oriqinal
permit. The original permit had riprap and no sod called out on the plans.
There is no riprap but there are concrete splash pads in the swale. I have
seen the swale and the side slopes are steep as mentioned and would require
extensive re-shaping.
I would recommend that the sod, sprinkler system and dry wells not be
required. I would also recommend that the swale be cleaned and some sort of
maintenance schedule be submitted by the Fire District.

THIS IS A LARGE HARD SURFACE AREA APPROXIMATELY 2701X340' (2 ACRES) OF
CONCRETE AND ASPHALT. THIS SITE WILL BE USED AS A DRILL FIELD, TRAINING
AREA AND MAINTENANCE SHOP FOR FIRE DISTRICT #l.
THERE WILL BE TWO DEPARTMENT VEHICLES PER DAY AT THE SITE PLUS AN
AVERAGE OF 50 TRUCK TRIPS TO THE DRILL FIELD PER MONTH, 8 MONTHS OF THE
YEAR. THIS IS LESS THAN 4 VEHICLE TRIPS PER DAY AT THIS SITE. WITH THIS
LIMITED USE AND THE MAINTENANCE PROGRAM REQUIRED OF FIRE DEPARTMENT
APPARATUS THE AMOUNT OF CONTAMINANTS THAT WOULD GET TO THE HARD SURFACES
WOULD BE NEGLIGIBLE. WHEN USING THE DRILL FIELD AND DRILL TOWER WE USE
LARGE QUANTITIES OF WATER, THOUSANDS OF GALLONS. WHEN THIS WATER ENTERS
THE 208 SWALE IT WOULD HAVE VIRTUALLY NO CONTAMINATION IN IT.
DUE TO THE LARGE SIZE OF THIS SWALE, APPROXIMATELY 2801X401, IT WOULD
COST $30,000 TO REDESIGN. THE SIDE SLOPES, DUE TO STEEPNESS, WOVLD HAVE TO
BE C'HANGED TO HOLD SOD. ALSO, THE VELOCITY OF THE LARGE QUANTITIES OF
WATER ENTERING THE SWALE WOULD TEAR OUT THE SOD. WHEN LARGE VOLUMES OF
WATER WERE PUMPED INTO THE SWALE OVER A 7-10 DAY PERIOD OF TIME, STANDING
WATER WOULD OCCUR AND KILL THE GRASS.
FOR THE ABOVE REASONS, FIRE DISTRICT ,#1 IS ASKING FOR THE FOLLOWING

I have reviewed this proposal and do not feel that a design
deviation for the swale is warrented. It seem that the main
reason for the deviation is that the proposed use of the site
would tesult in continuous flooding of the swale for several days
and death af the grass. If the swale is properly designed and
installed this should not occur if there is as much as 24 hours
betWeen inundations. A properly designed swale should pond no
more than 6 inches of water. During any period of use the swale
would fill to the 6 inch depth with the excess flowing into
drywells. The 3C3 uses an infiltzation rate of 0.36 inches per
hour for valley qravelly loam soils. The ponded urater should
d=ain from the swale in less than 18 hours.
I agree with your concern for the nature of the "water" used to
put out fires and the types of material burned 3n the exercises.
In addition, it is probable that trucks and equipment will be
used all around the proposedtower. Any fuel, lubricants or
other chemicals from these sources will find its way into the
runoff. I am suze that the water coming off the site will not be
"pure" in any sense of the word.
The 1/2 inch runoff event used as the design storm in the
County's drainaqe desiqn standards was established based on the
goal of treatinq 80$ of the site runoff. For the proposed use,
a system designed to tzeat the first 1/2 inch of runoff will not
prov3de for treatment of 80$ of the runoff from the site. Due to
the nature of the proposed used I think the comprotaise to require
treating only the first half inch of runoff is acceptable.
At a minimum I would suggest that the runoff from the normal
traveled way in and out of the facility and the pazkinq azea
adjacent to the buildinq be diverted to a qrass percolation area
desiqned accordinq to the design standards. Any deviation would
then apply to only the fire suppression water. Even under this
scenario I would like to see a requirement that the pzoponent
sample the "runoff" from several traininq exercises and verify
the claim that,the runoff is not contaminated.

Clyde W,isenor, Spokane Valley Fire District, has asked me ta
prepare this correspondence in response tv your comments and
concerns about the existing swale and splash bl.vcks which serve the
existing Fire Tawer.
The existxng Fire Tower,, adj acent hard surface area, drafnage
systeffi, splash blacks, and swale haVE been in operation far
approximately six (5) yeazs. During that six yeaFx periad, the
system has functianed properly and without serious erasion
problems.
However, during t.he Gonstructfan period for the new Training Center
adjacent to the Tawer, the Fire District will autharize the
Contraator to grade snd dress up the existing 5wa1e, to remove
weeds, and etc tv create a Swale which will be rncrre mai.ntainable
' then the existYng cvnditions allow. The ntinor eroded area which
currently exists, will be reconstructed. The aplash b~~cks, as
they exist, wi11 be reinforced with stone riprap a~~ the gerimeter
to alleviate the possibility of erasion. There is a sufficient
quantity of large boulders onsite to reinforce the splash blocks.

THIS MATTER, an application from Spokane Industrial,Park, Inc. has been
received and decided upon, pursuant to Spokane County Subdivision regulations,
on the 22nd day of August, 1986.
The individual signing below has further been properly delegated the
responsibility for rendering the decision by the Spokane County Director of
Ptanning.
FINDINGS OF FACT AND CONCLUSION
1. The proposal is to divide 6.4 acres into 3 lots for the development of
uses allowed within Manufacturing zone.
2. The proposal is located adjacent to and easterly of Sullivan Road in the
southwest corner of the property known as the Spokane Industrial Park in
Spokane County in Section 12, Township 25N, Range 44 E.W.M.
3. The current zoning of the property is Manufacturing. The proposed lot
sizes, frontage and intended uses are allowed within this zone.
4. The Spokane County Comprehensive Plan designates thfs area as
Industrial. The density and uses proposed are in accord with this
planning category.

5. The required public notice was provided for this proposal and agencies
having a potential interest in the project were notified and asked for
recomnendations.
' '6. That no one in the area comnznted on the proposal.
7. That in consideratlon of the recomnended conditions and Spokane County
development standards, the proposal is not detrimental to the public
health, safety and general welfare.
8. That the project is exempt from environmental review under the State
Environmental Policy Act. •
DECISION
Based upon the above noted Findings of Fact, Short Plat Application
SP-86-457 is hereby APPROVED subject to conditions which shall be complied
with by the applicant and/or sponsor prior to finalization of the short plat.

CONDITIUNS OF APPROYAL FOR SP-86-457
PLANNING DEPARTMENT
1. That the preliminary plat be given conditional approval to September 1,
1989. The Short Plat Administrator may adminlstratively approve a
request for a one year extension of time if the sponsor submits a
written request forty-five (45) days prior to the above expiration
date. A request for an Extension of Tinte may subject the proposal to
new conditions required by reviewing agencies.
2. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
3. That appropriate street names be indicated.
4. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the fina]
plat.
5. That three certificates of title be furnished the Planning Department
prior to the f il ing of the f inal pl at.
6. That a survey be required prior to the filing of a final plat.
COUNTY ENGINEERS
1. That conditional approval of the plat by the County Engineer is given
subject to dedication of Right-of-Way and approval of the road system.
2. That the plans, profiles and cross sections as designed to County
standards showing proposed street centerline and curb grades be
submitted to the County Engineer for approval prior to construction
and/or the filing of a final plat; road plans to be prepared under the
direction of a licensed Professiona] Civil Engineer. This condition is
- applicable to the right turn lane and Tract X easement required by these
conditions.
3. That drainage plans and design calculations showing the allgnment of
drainage facillties be submitted to the County Engineer for approval
prior to construction and/or the filing of each final plat. Drainage
plans to be prepared under the direction of a licensed Professional
Civil Engineer. •
4. The applicant should be advised that individual driveway access permits
are requlred prior to issuance of a building permit for driveway
approaches to the County road system.p
5. A statement shall be placed in plat dedication that no direct access be
altowed from Lots A and C to Sullivan Road.
6. Existing County roads providing direct access to the plat shall be paved
and/or curbed to Spokane County standards.
7. The word Mapplicant" shall lnclude the owner or owners of the property,
his heirs, assigns and successors. The Applicant shall be responsible
for the construction of a right turn lane along Sullivan Road which will
accommodate turning movements into the proposed development.
8. To construct the road improvements stated herein, the applicant may,
with the approval of the County Engineer, join in and be a willing
participant in any petition or resolution which purposes is the
formation of a Road Improvement District (RID) for said improvements
pursuant to RCW 36.88, as amended. At such time as an RID is created or
any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to
existing pavement) will be at the sole expense of the undersigned owner,
their heirs, grantees and assigns.

9. As an alternative method of constructing the road improvement stated
herein, the applicant may, with the approval of the County Engineer,
accomplish the road improvements stated hereln by joining and
participating in a County Road project (CRP) to the extent af the
required road improvement. At such time as an RID is created or any
Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to
existing pavement) will be at the sole expense of the undersigned owner,
their heirs, grantees and assigns.
10. That the foilowing statement be placed in the plat dedication: "The
owner(s) or successor(s) in interest agree to authorize the County to
place their name(s) on a etition for the formation of aRoad
Improvement District (RID~ by the petition method pursuant to Chapter
36.88 RCW, which petition includes the owner(s) property, and further
not to object, by the signing of a ballot, the formation of a RID by the
resolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RID is formed by either the
petition or resotution method, as provided for in Chapter 36.88 RCW, the
owner(s) or successor(s) further agree: (l) that the impravements or
construction contemplated within the proposed RIO is feasible, (2) that
the benefits to be derived from the formation of the RID by the property
included thereln, together with the amount of any Gounty participation,
exceeds the cost and expense of formation of the RID, and (3) that the
property within the roposed RID is sufficiently developed. Provided,
further, the owner(s~ or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjunction with
the formation of a RID by either petition or resolution method under
Chapter 36.88 RCW.
11. The proposed private road(s) as shown on the preliminary plat serving
one lot with no extension possible is approved by the County Engineer.
12. That private road(s) be improved to Spokane County standard for a
private road Urban-Suburban standard serving one lot. Subject to
approval under Section 10.207 of the Spokane County Fire Code.
13. All vested owners shall sign and record private road documents as
prescribed by the Spokane County Engineer. These documents shall be
reviewed and approved by the Spokane County Engineer prior to recording
with the Spokane County Auditor. Recording numbers sha11 be referenced
in the dedicatory languagea of the plat.
14. That the following statement be placed in the plat dedication:
pWARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued on
property on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide drainage or
snow removal on a private road. This requirement is and sha11 run with
the land and shall be binding upon the owner, their heirs, successors or
assigns including the obligation to participate in the maintenance of
the private road as provided herein".
15. The proposed plat shall be improved to the standards set forth in
Spokane County Board of Commissioners Resolution No. 80-1592, as

determined that the impact of this proposal upon the existing County

17. That the following statement must appear 1n the dedicatory language of
the p1at: The private road as shown hereon is an easement which
provides a means of ingress and egress for those lots within the plat
having frontage thereon.
18. That a 60 ft. wide uTract Xp future public right of way tract shall be
provided along the north property line of Parcel uAu. This easement
shall extend from the west property line to the east property line. If
the easement is located within the boundary of the proposed plat, it
shall be deplcted on the final p1at. If 1t 1s to be located north of
the plat boundary the applicant shall record those documents prescribed
by the County Engineer and refer to the recording number in the plat
dedication. The purpose of this easement is to serve as a meansof
access to parcels within the plat as we11 as provide for future public
road access to adjoining parcels. The applicant shall be responsible
for installation of traffic signals at the new intersection. Conditions
8, 9& IO are applicable to signal installation and construction of a
right turn lane on Sullivan Road.
19. Sullivan Road is a designated ma3or arterial. The development of this
property will give rise in the future to the need for a right turn lane
which wi11 serve the pTract Xu future public right of way tract.
Sufficient right of way does not exist along Sullivan Road to permit
construction of the right turn lane. Therefore, the applicant shali
deed the right of way which is necessary for the addition of this
lane. The applicant shall deed a 40 ft, radius at the intersection of
Sullivan Road and the uTract Xu easement. Right of way dedication for
the right turn lane shall be based upon the design of the lane. This
design is to be reviewed and approved by the County Engineer as
specified in Gondition #2.
• COUNTY HEALTH OISTRICT
1. Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
2. A statement shall be placed in the dedication to the effect that: "A
public sewer system will be made available for the plat and individual
service will be provided to each tract prior to•sale. Use of individual
on-site sewage disposal systems sha11 not be authorized.p Note: The
public sewer system which will serve the project is under the purview of
the Department of Ecology.
3. Water service sha11 be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social 8 Health
Services..
4. Prior to filing the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private we11s and water systems is prohiblted.°
6. The plat dedication will contain a statement to the effect that: pThe
public water system as approved by County and State health authorities
and the local fire district and purveyor will be installed within this
plat, and the subdivider will provfde for individual domestic water
service as well as flre protectlon to each tract prlor to sale of each

Owner(s) property. PROYIDEO, this condition shall not prohibit the
owner(s) or successor(s) from objection to any assessment(s) on the the
property as a result of improvements called for in conjunction with the
formation of a ULID by either petition or resolutlon method under RCW
Chapter 36.94.
2. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.
3. Any sewerage service for this project shall be provided in accordance
with the Comprehensive Wastewater Management Plan for Spokane County, as
amended.
