I. General Overview - The owner Craig Catlow is proposing to
relocate an office and warehouse. The relocated building will be
connected to the Spokarie Industrial Parks water and sewage systems.
Please Note: At the request of Fire District No. 1, the Department
of Buildings has changed the address of the proposed from North 2617
Pioneer Lane to North 2608 Sullivan Road.
SUMMARY OF DEPARTMENTAL REQIIZREbIENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a I-3 Zone.
2. The applicant stated the parcel of land, will not be
segregated at this time.
3. Lorne Lakshas stated that when the parcel of land is
segregated the applicant shall obtain Certificate of

Exemptions for both parcels and a joint parking agreement
shall be submitted to the Planning Department.
4. Lorne Lakshas stated that she would make an on site
visit of the property to determine if the existing
landecaping is adequate.
5. Al1 park3.nq stalls shall be not more than 60 feet from
a landscape feature consistinq of 32 square feet in area.
A copy of landscaping requirements were given to the the
applicant.
B. Permit Release Requirements
1. The Planninq Department will determine if the existing
landscapinq is adequate and release the permit with the
condition that when the property is segregated a joint
parkinq aqreetaent and an administrative variance from the
road Frontaqe requirement will be submitted and
Certificate of Exemptions shall be obtained.
2. If laudscaping is required an estimate from a nursery
including si2e, type, and quantity along with a promissory
letter from the owner stating the landscaping will be
installed shall be submitted.
II. Engineering Department (456-3600)
A. Discussion/Requfreaaent
1. Comments were given to the applicant and the
Department of Buildinqs by Bob Turner.
2. Please submit a drainaqe plan for the site which is in
compliance with Spokane County Guidelines for stormwater
Management. It was noted that drainaqe from a metal roof
can be drair►ed directly into a drywell or "demonstrated"
that stormwater can be retained on site.
3. Approach permits shall be obtained for new driveway
approaches alonq county right of way.
4. Bob Turner advised the applicant that Sullivan Road
access to the property will be a right-in, right-out only
situation. The Enqineerinq Department is recommendinq
that the primary access to the site be off of Pioneer
Lane.

5. An Agreement ta Pa}t Fees was given to the apgliGant
during the meeting. The agreement is ta be signed by the
awnear and returned to the Engineering Degartment. Plan
review will not be cQmplet+ed until this dacument is
executed.

III. Health District (455-6040)
A. Discuss3.anJRequirements
1. The agplfoant stated that the proposed will be
coru~ectea to the Spokane xndustrial Parks water and sewage
systems and that the existing build3ngs have already been
connected to the industrial park system,s. Paan Heeter
stated that the Hea1th Dist-arict recards indicate #.hat the
existinq building is serued by an an site sewage dispasal
system. Flease verify if connectian ta the fndustrial
park systems have been made. If cannectian has been made
the an site sewage disposal systems will need to be
properly abandoned.
2. Flease submit verification from the State Degartment
of Ecology that connection to t.he Spokane rndustrial Park
sewage system is germi.tted.

IV. Fire District No. 1 (928-2462)
A. Diacussion/'Requixelnents
1. The hydrants located near the site axe adequate.

5. Ken Jef f rey stated that he wou ld 13.ke the bu.i lding ta

building ar structure is tempararily relacated to the
regularly occupied place af business or storage yard of a
hause mav►er ar such other lacation as may be approved by
the building offic ia]., all provisions of this Chapter
ehall apply except that: (1) Agplicatian f ar! fses for,
and constructian af any faundatian work or improvements is
not required until such tiiae as the building is ready to
be relocated from the yard. The foundation permit must be
released and the foundation insgected, appraved and
irrstalled priar to the removal of the building fram the
yard; and, (2) If zelocated structures are ta be stared
for a periad e.xceeding 30 days, they shall be in
compliance with setback requirernent.s as set forth in tha
Spokane County Zaning ardinance; and, (3) Al1 structures
shal.l be securely blocked to resist narmal wind farces.
In additian, a.ny structure stored shall be secured in a
safe manner. The building Official may condition any
approval subsequent to this section to accomplish its
intent."
6. Since this proposal involves a relacated structure,

the securing of the struature needs tv be completed as
~ soon as possible. Ken Jeffrey advised the partic ipants
' that their timely review and release would be ap►preciated.
B. Permit Release Requirements

NOTS To APPLiCANTt Sotae time ago the County recognized the need to
streamline the buildinq permit system and accordinqly initiated
these Pre-Constructian Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.
