The County Enqineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with aur review.
, A) For any new hard surface area, for an asphaltic roof, or
~ aroof csntaininq HVAC maahinery, a drainage plan
, for ~e ite shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqeanent". At
a minimum the plan must contain:
l. Drainaqe calculations for stormwater voluunes
generated on site.
2. Calculations for total impervious surfaces
; contafned within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
U ~ the 208 swale.

~W\ 6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.

5VA are required prior to the release of a building permit:

improvements. These must be prepared by an
~ engineer. Plans must be prepared for the followinq
streets:
a. Sprague, Typical Roadway Section No. 1, Major
Arterial Standard.

Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial quaranty in an amount
esti.mated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or periait release.
2. As an alternative to the required road i.mprovements
~ the County willaccept an RID/CRP agreement
~ "Notice to Public No. 6" on Sprague.
3. Please submit a copy of a recorded property deed
~ from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
RID/ CRP agreetaent.

4. Approach permits must be obtained from the Courity
Enqineering Department for any new or improved
driveway approaches to the following streets:
a. Sprague
C) Insufficient information was submitted with the proposal.
We are unable tc proceed with our review. We will need
the followinq before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic enqineerinq practices. Pavinq as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.

D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjusttnents or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
~ document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

This matter having come before the Zoning Hearing Examiner Comnittee on
December 6, 1984, and the members of the Conmittee present being
Kenneth Kennedy. Chainaan. F. Lynn Tennican and Richard L. Skalstad.
B. PROPUSAL
The sponsor, Bernie E. Johnson, is requesting approval of a zone
rec]assification, File No. ZE-95-84, Agricultural and Residential Office
to Restricted Industrial and Camnercial, for the purpose of developing a
Contractor's Office and Storage Yard -(No Site Plan).
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, conmercial,
and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
Major Conmercial development.
3. That the existing zoning of the property described in the application
is Agricultural and Residential Office.
4. That the provisions of RCW 43.21C (The State Enviromental Policy
Act) have been canplied with, and the Committee concurs with the
Ueclaration of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda
Item have been fulfilled.
6. That the land in this area is suitable for the proposed use, or
uses wi thi n the proposed Zone Cl assi fi cati on.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and
accordingly,, the proposed Commercial rezone is justified.

6. That the present proposal is not detailed enough to determine
whether or not the use of or materials stored on the site are in
compliance with Chapter 4.16A (Aquifer Sensitive Area Overlay
Zone) of the Spokane County Zoning Ordinance. Accordingly, as a
condition of approval, the sponsor/applicant shall be required

7. Applicant shall comply with '208' recommendations concerning
stormwater runoff and provide necessary landscaping for runoff.

shall comply with RCW 58-17 and the Spokane County Platting
Ordinances prior to issuance of building permits.

application, and prior to aRy on-site improvements.
10. Pursuant to the provisions of Chapter 43.21C RCw, the SEPA
Guidelines (wAC 197-10) and the Spokane County Envirormental
Ordinance (SCEO), a proposed declaration of non-significance has
been issued at least fifteen (15) days prior to this date; the
official file, written comnents and/or public testimony contain
information regarding assessment of the proposal's likely
significant adve rse impacts to the physical environment; a
finding is hereby made that no probable significant adverse
impacts upon the ptysical environ ment are anticipated as a
result of the project; and a final declaration of
non-significance is hereby to be issued.
11. That a buffer be provided immediately in conjunction with the
existing contractor's office and/or storage yard, adj acent to
residential uses on the east and along the north property line. ~
The buffer shall consist of: 1) a minimum 6-foot
sight-obscuring fence; 2) mature landscaping that consists of
dense tall growing, bushy, and spreading plants; and 3) storage
area setuacks from property 1 ines per the Conmercial Ione
standards or in excess of those standards. Review and approval
of the buffer shal l be by the Zoni ng Admi nistrator.
12. Tnat prior to release of aRy building permits, specific site

b) CUUnITY tNG INtEIt ING DEPA1tTMEn1T
Prior To The Issuance Of A Building Permit:
1. Applicant shall dedicate 15 feet on Sprague Avenue for
right-of-way prior to any use of the property.
2. Applicant shall improve Sprague Avenue in a manner consistent
with Spokane County TYPICAL roadway section No. 1 minimum paving
width Major Arteri al Standard.
3. Applicant shall improve Main Avenue in a manner consistent with
Spokane TYPICAL roadway section No. 2 minimum paving width
Access Standard.

4. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detalled
combined on-site sewage system plan and surface water disposal
pl an for the enti re project prior to the i ssuance of arty
building permit on the property.
5. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shal] be in
accordance with standard traffic engineering practlces. Paving
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or traveled by vehicles.
6. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
7. To construct the road improvements stated herein, the applicant
may, with the approval of the County Engineer, j oin in and be a
wi 11 i ng parti ci pant 1 n any peti tion or resol uti on which purpose
is the formation of a Road Improvement Uistrict (RID) for said
improvement pursuant to ttCW 36.88, as amended. Spokane County
will not participate in the cost of these improvements.
B. As an alternative method of constructing the road improvement
stated herein, the applicant may, with the approval of the
County Engineer, accomplish the road improvements stated herein
by joining and participating in a County Itoad Project (CRP) to
the extent of the required road improvement. Spokane County
will not participate in the cost of these improvements.
9. The construction of the road improvements stated herein sha'!1 be
accomplished as approved by the Spokane County Engineer.
lu. All required improvements shall conform to the current State of
Washington Standard Specifications for koad and Bridge
Construction, and other applicable County standards and/or
adopted resolutions pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless
otherwi se approved by the County Engi neer.
11. Roadway standards, typical roadway sections and d rainage plan
requirements are found in Spokane Board of County
Comnissioners'Kesolution No. 80-1592 as amended and are
applicable to this proposal.

c ) COUNTY UTILITIES DEPAItTMENT
l. Pursuant to Board of County Commissloners Resolution No.
80-0418, the use of on-site sewer disposal systems is hereby
authorized. This authorization is conditioned on compliance
wi th al l rul es and regul ations of the Spokane County Heal th
Uistrict and is further conditioned and subject to specific
appl ication approval and issuance of permits by the Heal th
Ui strict.
2. The owner(s ) or Successor(s) i n i nterest agree to authori ze the
County to pl ace thei r name(s) on a peti ti on for the formati on of
a ULIO by petition method pursuant to RCw 36.94 which the
peti ti on i ncl udes the Owner(s) property and further not to
object by the signing of a protest petition aga9nst the
formati on of a UL IU by resol uti on method pu rsuant to ttCW Chapter
36.94 which includes the Owner(s) property. PROYIOED, this
condi ti on shal l not prohi bi t the Owner(s) or Successor(s) f rom
objection to any assessment(s) on the property as a result of
improvements cal l ed for i n con,j uncti on wi th the formati on of a
UL IU by ei ther peti ti on or resol uti on method under RCW Chapter
36.94.
3. Any water service for this project shall be provided in
accordance with the Coordinated Water System Plan for Spokane
County, as amended.
4. 7he unit shall be double-plumbed for connection to future
areawi de coi 1 ecti on systems.
5. That project shal l be condi ti oned wi th the performance cri teri a
of Secti on 4.16A.050 of the Zoni ng Ordi nance for thi s acti on as
we] 1 as al l future uses.
d) CUdNTY NEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall
be approved by the County Engineer and the Heal th Ui strict prior
to the i ssuance of any bui 1 di ng permi t for thi s project.
2. Sewage disposal method shall be as authorized by the Director of
Utilities. Spokane County.
3. Subject to specific application approval and issuance of permits
by the Hea]th Officer, the use of an individual on-site sewage
system may be authorized.

4. Water se rvice shall be coordinated through the Uirector of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regional Engineer tSpokanel. State Department of
Social and Nealth Services.
6. Use of private wells and water systems is prohibited.
7. Ui sposal of sewage ef f] uent beneath paved surfaces i s currently
prohi bi ted.
e) COUN7Y BU ILU ING ANO SAFETY DEPARTMENT
1. The site is located in Fire District # 1.
2. Fire hydrants which meet the fire flow are required to be
i nstal l ed pri or to any constructi on. These hydrants shai 1 be
placed so that no portion of the building exterior is more than
ar 175 feet f rom the hjrdrant. The bottom of the 1 owest outl et of
the hydrant shall be no less than 18 lnches above grade. A
water plan showing each fire hydrant (specifying the gallons per
mi nute for each fi re hydrant) and meeti ng the requi rements i n
Chapter 10.04 of the Uni form Fi re Code is requi red prior to
constructi on of the water service. A] 1 requi red fire protecti on
facilities shall be installed and made serviceable prior to and
during the time of construction.
3. Approved numbers or addresses shall be placed on all new and
existing buildings in such a position as to be plainly vislble
and legible from the street or road fronting the property. Said
numbers shall contrast with their background.
4. Trash enclosures shall not be located adjacent to combustible
construction or underneath windows or nonprotected eaves.
5. A 1 and use permi t wii 1 be requi red for each structure.
6. Recl assi fi cati on of an exi sti ng bui 1 di ng shal l requi re an
application for change of occupancy permit and subsequent

g) COUNTY AIIt POLLUTION CONTROL AUTHORITY
1. Air pollution regulations require that dust emissions during
demolition, excavatlon and construction projects be controlled.
Thi s may requi re use of water sprays, tarps, spri nkl ers, or
suspension of activity during certain weather condltions. Haul
roads should be treated and emi ssions from the transfer of
earthen material must be controlled as well as emissions fram
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
imnedi ately to cl ean these surfaces.
3. All travelled surfaces (ingress, egress, paMcing areas, access
roads) should be paved and kept clean.
4. SCAPCA Regulation I, Article Y requires that a Notice of
Construction and Application for Approval be submitted to and
approved by our Agency prior to the construction, instal l ation
or establishment of an air pollution source.
5. SCAPCA ttegulation I, Article VI and SCAPCA Regulation II,
Article IY addresses emission standards. All emission standards
must be met.
6. All air pollution regulations must be met.
