The following information must be provided in order for us to proceed with aur review. , A) For any new hard surface area, for an asphaltic roof, or ~ aroof csntaininq HVAC maahinery, a drainage plan , for ~e ite shall be prepared in compliance with Spokane County "Guidelines for Stormwater Manaqeanent". At a minimum the plan must contain: l. Drainaqe calculations for stormwater voluunes generated on site. 2. Calculations for total impervious surfaces ; contafned within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished qrade elevations at the top and bottom of U ~ the 208 swale. S. A typical cross section of the 208 swale. ~W\ 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. As an alternative to the required road i.mprovements ~ the County willaccept an RID/CRP agreement ~ "Notice to Public No. 6" on Sprague. 3. Please submit a copy of a recorded property deed ~ from the Auditors office for the subject property. Upon receipt of the deed our staff will prepare the RID/ CRP agreetaent. . Page 2 . 4. Approach permits must be obtained from the Courity Enqineering Department for any new or improved driveway approaches to the following streets: a. Sprague C) Insufficient information was submitted with the proposal. We are unable tc proceed with our review. We will need the followinq before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A parkinq and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic enqineerinq practices. Pavinq as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. . D) Utility Condition: Permittee is responsible for arranging for all necessary utility adjusttnents or relocation as required for completion of the improvement. E) The owner of the property or the authorized representative must complete and siqn Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This ~ document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. Only after all the information and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released. Pursuant to the provisions of Chapter 43.21C RCw, the SEPA Guidelines (wAC 197-10) and the Spokane County Envirormental Ordinance (SCEO), a proposed declaration of non-significance has been issued at least fifteen (15) days prior to this date; the official file, written comnents and/or public testimony contain information regarding assessment of the proposal's likely significant adve rse impacts to the physical environment; a finding is hereby made that no probable significant adverse impacts upon the ptysical environ ment are anticipated as a result of the project; and a final declaration of non-significance is hereby to be issued. 11. That a buffer be provided immediately in conjunction with the existing contractor's office and/or storage yard, adj acent to residential uses on the east and along the north property line. ~ The buffer shall consist of: 1) a minimum 6-foot sight-obscuring fence; 2) mature landscaping that consists of dense tall growing, bushy, and spreading plants; and 3) storage area setuacks from property 1 ines per the Conmercial Ione standards or in excess of those standards. Applicant shall improve Sprague Avenue in a manner consistent with Spokane County TYPICAL roadway section No. 1 minimum paving width Major Arteri al Standard. 3. A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shal] be in accordance with standard traffic engineering practlces. Paving or surfacing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 6. The word "applicant" shall include the owner or owners of the property, his heirs, assigns, and successors. 7. To construct the road improvements stated herein, the applicant may, with the approval of the County Engineer, j oin in and be a wi 11 i ng parti ci pant 1 n any peti tion or resol uti on which purpose is the formation of a Road Improvement Uistrict (RID) for said improvement pursuant to ttCW 36.88, as amended. Spokane County will not participate in the cost of these improvements. B. As an alternative method of constructing the road improvement stated herein, the applicant may, with the approval of the County Engineer, accomplish the road improvements stated herein by joining and participating in a County Itoad Project (CRP) to the extent of the required road improvement. Spokane County will not participate in the cost of these improvements. 9. The construction of the road improvements stated herein sha'!1 be accomplished as approved by the Spokane County Engineer. lu. All required improvements shall conform to the current State of Washington Standard Specifications for koad and Bridge Construction, and other applicable County standards and/or adopted resolutions pertaining to Road Standards and Stormwater Management in effect at the date of construction, unless otherwi se approved by the County Engi neer. 11. Sewage disposal method shall be as authorized by the Director of Utilities. Spokane County. 3. Subject to specific application approval and issuance of permits by the Hea]th Officer, the use of an individual on-site sewage system may be authorized. b , tONE RECLASSIFICATION N0. Water service shall be by an existing public water supply when approved by the Regional Engineer tSpokanel. State Department of Social and Nealth Services. 6. Use of private wells and water systems is prohibited. 7. Ui sposal of sewage ef f] uent beneath paved surfaces i s currently prohi bi ted. e) COUN7Y BU ILU ING ANO SAFETY DEPARTMENT 1. The site is located in Fire District # 1. 2. Fire hydrants which meet the fire flow are required to be i nstal l ed pri or to any constructi on. These hydrants shai 1 be placed so that no portion of the building exterior is more than ar 175 feet f rom the hjrdrant. The bottom of the 1 owest outl et of the hydrant shall be no less than 18 lnches above grade. A water plan showing each fire hydrant (specifying the gallons per mi nute for each fi re hydrant) and meeti ng the requi rements i n Chapter 10.04 of the Uni form Fi re Code is requi red prior to constructi on of the water service. A] 1 requi red fire protecti on facilities shall be installed and made serviceable prior to and during the time of construction. 3. Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly vislble and legible from the street or road fronting the property. ZE-95-84 g) COUNTY AIIt POLLUTION CONTROL AUTHORITY 1. Air pollution regulations require that dust emissions during demolition, excavatlon and construction projects be controlled. Thi s may requi re use of water sprays, tarps, spri nkl ers, or suspension of activity during certain weather condltions. Haul roads should be treated and emi ssions from the transfer of earthen material must be controlled as well as emissions fram all other construction related activities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, measures must be taken imnedi ately to cl ean these surfaces. 3. All travelled surfaces (ingress, egress, paMcing areas, access roads) should be paved and kept clean. 4. SCAPCA Regulation I, Article Y requires that a Notice of Construction and Application for Approval be submitted to and approved by our Agency prior to the construction, instal l ation or establishment of an air pollution source. 5. SCAPCA ttegulation I, Article VI and SCAPCA Regulation II, Article IY addresses emission standards. All emission standards must be met. 6. All air pollution regulations must be met. E.
