General Overview - The proposed involves the interior remodel of an existing retail store for use as a bingo establishment by the American Red Cross. The building permit for the existing retail building was issued on June 5, 1984. Seatinq arrangement will be non-fix seating. Interior remodel will include a delicatessen kitchen and new bathroom facilities. All aspects of the proposal will comply with current code requirements. Exterior site work will include additional parking on an adjoiniag 35,000 square feet parcel recently acquired by the applicant and the re-striping of the existing parking lot. The parkinq areas will be landscaped in accordance with a plan being approved by Planning. The applicant stated it is their intention to enhance the site with added landscaping, and have been working with Steve Horobiowski to finalize the landscape plan. r . 6 . • • ~ 1 r SUNIlH[ARY OF DEPARTMENTAL REQUIREMENTS: I. Planninq Department (456-2205) A. Discussion/Requirements 1. Parking and landscaping requirements were given to the applicant during the meeting by John Harrington. 2. The required aumber of parking stalls for the proposed is 212 stalls. The proposed meets the specifications by having 224 parking stalls. 3. Landscaping is required for new parking only, however, the applicant indicated they will be adding landscaping to the existing parking lot. John Harrington noted that at least 10 per cent of the new parking area shall be devoted to landscaping. 4. The new parking area shall be provided with at least 3 feet in width of landscaping along Sprague Avenue. The planting area shall be of Type IV landscaping (Per Section 8.06.060 of the County Zoning Code). 5. It was explained to the applicant the process for segregating either through a lot line adjustment or the filing of a Short plat. 6. Applicant will meet with Steve Horobiowski for further clarif ication of planning requi.rements. B. Permit Release Require,ments l. Please submit a revised site plan illustrating parking and landscaping reflecting the clarification of requirements as determined by Steve Horobiowski. 2. An estimate from a nursery including size, type and quantity along with a promissory letter from the owraer stating the landscaping will be installed shall be submitted. 3. Certificate of Exemption must be filed in regards to Parcel number 13543-1328 verifying that the parcel has been properly segregated. II. Engineering Department (456-3600) A. Discussion/requirements 1. Comments were given to the applicant aad Building and Safety by-Bob McCann. . . • 2. Please submit a drainage plan for the site, at a minimum the plan shall contain following: drainage calculatYOns for stormwater volumes generated on site, calculations for total i.mpervious surfaces contained within the site, f inished grade elevations for structures to be constructed on site, finished qrade elevations at the top and bottom of the 208 swale, typical cross section of the 208 swale, calculations ta justify tbe number and type of drywells proposed, and elevation of drywells inlets where applicable. 3. The proposed site is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Spokane County Zone Change No. ZE 27-89. 4. Road and drainage plans prepared by an engineer for street improvements along Sprague Avenue are required to be submitted. Plans are to include sidewal.k, curbing, and pavinq. 5. An agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Engineering Department. Plan review will not be completed until this document is executed. 8. Permit Release Requirements 1. Approach permits must be obtai.ned from the County Engineers for driveway approaches to Sprague Avenue. 2. Please submit a site plan and drainage plan including agreement to pay fees as described above for review and approval. 3. Please submit a copy of a recarded property deed for the proposed property. Upon receipt of the deed our office will prepare the right of way deed and/or the RID/CRP agreement. 4. All required road work with the public riqht-of-way as described above shall be completed or a bond in an amount estimated by the County Engineer to cover the costs of improvements shall be filed. III. Health District (456-6040) A. Discussion/Requirements 1. Daryl Way addressed the fact the proposed is already connected to the sewer system. V . . . . . 2. Please submit an updated critical materials listing to Building and Safety for review. B. Permit Release Requirements 1. Please submit plans for food facilities and room finishing schedule. V. Fire District No. 1(928-2462) A. Discussion/Requirements 1. A lock ( Rnox ) box contai.ning access keys for f ire personnel is required to be installed. A brochure and letter was given to applicant explaining the Knox box system. 2. it has been determined that the building has an existing central monitor system for the sprinkler system. VI. Building and Safety (456-3675) A. Discussion/Requirements 1. Ken Jeffrey commeated that he is ready to sign the release of the construction plans. There were minor conunents noted which were red lined on the plans. 2. It was noted that there will be no cooking equipment involving the use of grease. Therefore grease trap/separation is not applicable to the proposal. 8. Permit Release Requirements 1. Building and Safety is ready to release their portion of the building permit. APPLICANT'S COMMENTS/ACKNOWLEDGEMENT: The applicant acknowledged that all camments/requirements were understood and had no further questions at this time regarding permit requirements. CORRECTIONS: To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. CONCLUS1QriS AND ORDER INTRODUCTION This matte,r having c~ome before the Hearmg Examiner Committee on July 20,1989, and the members of the Comnnittee pr+esent being Jane Myers, Ghairman, Ron Odell and John Skadan. PROPOSAL The sponsar, Paul G. Hawldns 8t Robacar Associates, requests approval of a Zone Change, F'ile No. ZE-27-89, for the purpose of changing from AG, C, RO & RMH to B-2 and SR 1 f2. (NOTE: The applicants ultimately sought a le,ss excensive zone change as addressed below.) FINDINGS OF FACT AND CONCLUSIONS 1. The legal description of the svbject praperty is to be pravided tu the Planning Deparmnent in the near funu+e. 2. The property is generally located on the narth side of Sprague Avenue,, south of Valley Way aad east of Sullivan Road (approximately on the Northeast carner of Sprague Avenue and Sullivan Road) ia Section 13, Township 25 N. Range 44, EWM, Spokane County, Washington. 3. The oommitt ee adopts the Planning Departnent Report as a part of this rocbrd,. 4. The existmg land uses in the area are commeraal, residential and agricultural. 5. The Comprehensive Plaa designates this site as Major Commercial and Subnrban. The Majar Commercial category is for business purposes similar tio tbose proPosed by the applicant The Suburban categctty is not intended for such a bnsin~ proposal, but the transition policy (Comprehensive Plan) effects this gr+oposal and the la►ndscapinglbuffering adequately pmwcts the Suburbann categary. 6. The Arterial Road Plan designates both Sullivan Road and Sprague Avenue as principal arterials, with a recommended right of way width of 130 fem Spragae Avenuc is wide enough for the needed six lanes, but Sullivan needs 30 feet of right of way dedication and 5 feet of acquisition reservauon. 7. The existing zoning of the property described in the application is Commercial, Agricnltural, Residential Office and Residential Mobile Home, previously established firom 1942 tbrongh 1973. Many changed circumstances exist since the last aunendment to the zoning map. 8. The provisions of RCW 43.21 C(The State Environmenral Policy Act) have been complied with and a Determination of Nonsignificance was issued. 9. The proper legal requirements for advertisement and nonce have been fulfilled. . • HEC Order for ZE-27-89 Page 2 10. The owners of adjacent lands expressed both apprnval and dhsapproval of the proposed use. 11. Prior to the hearmg the Planning Department aod the applicant agneed tn modify the zone reclassification area as follows: a. No Iand would be rezoned to SR-1/2. b. The extent of the B-2 zoning would be t,o approximately 1000 feet north of the centerline of Spiague Avenue and m approximately 1200 feet east of the cer►tervne of Sullivan Road, exoept for the pnopeity on the innmediate nartheast oamer of Sprague and Sullivan and excluding the chirop~r~,ctor's office and residential property in the southeast oorner, of the site documents submitted with the applicatian.(Alternate A best represents the approved concept and property.) 12. The Committee concludes: a. The proposed B-2 zoning impleaients the Comprehensive Plan, fwthering its objectives and goals. b. The nmtheast portion of the ownership, beyond the B-2 zoning is best left in the Agricvltural zone. c. Buffering and landscaping as recommended in t6e Planning Deparmnent report (page 74; V.B.) is needed. d. The proposed use is compatible with existing uses in the area and inoompatible - uses can be sucx;essfully buffered. e. The apphcant has demonstrated that conditions have subsiantially changed sinoe the original zoning of this area aad accordingly, the proposed zone reclassification is justified. f. The pmposal does not resnh in spot zoning. g. The proposed use will not be denriinental to the public healdi, safety, marals or welfare. h. The pravision of B-2 zoning at this intersecdon stands a good chance of promoting a focal point for business in the area and should discourage strip commercial developnent on Sprague Avenue east af Snllivan Road. CONDITIONS OR CONTINGENCIES APPLIED TU THIS APPROYAL 1.
