That tlie Individuals and parties narnecl herein as having an interest in the above described property or
project agrce to the fnlf owing:
l. Reimburse Spokane Caunty fot project review and inspection fees As specified in
Chapter 9.14 of lhe Srokane County Code. The fees will be bASed on actual salary
costs incurted by Spokane Cnunty for project reviews ancl / or inspections plus a ten
percent adrninistrative charge, and wilt he bjlled rnonthly as accrued. Any finat
billing amounts, tu inclucfe any lote fees or any otlter expenscs f ncurrecl in tlie
collection of an overctue account must be paid ptiot to the County's acceptance of
the project for filing.
2. The undersigned agrees that thcse fees ore due and payabte upon receipt of the
billing as srecified above.
3. Any invoices not paid within 30 days of the invoice dnte will be subjected to A late
fee charge af l% per month (12% per yeer) on the unpaid balance of the account
and eny acerued late fee charges. In addition, if any outstanding balance on tlle
aocount for this project js not naid within 30 deys of the invoice date, no further
reviews of the project documents will be cnnductecl until tlie entire aocount balance
is paicl. Any balance on ihe acxount for this project not paid witllin 65 days of the
tnvoice clate may result in legal action or the initation of other collection pruceclures,

The County Enqineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
PLRABE NOTB: The soil for the afte may not support the use of Dry
Wells. The applicant must prove, by soil percolation tests that
are conducted by an independent consultant and witnessed by a
Spokane County Inspector, t.hat Dry Wells will meet Spokane County
standards for drywell percolation. If Dry Wells are proven to not
meet the County standards then it is the applicant's
responsfbility to submit a drainaqe plan that will adequately
handle site drafnage. This will require a design that is
submitted by a Professional Engineer. Please contact a
Professional Engineer as soon as possible, if required, so as to
not unnecessarily dzlay your permit.
PLEASE NOT$: This area is in a Spokane County Engineers
Department designated problem drainage area. The possibillty of
shallow bedrock and low soil permeability will require the use of
a geotechnical engineer. The qeotechnical engineer shall perform
necessary tests to verify proper site drainage.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.
b. The Washington State Department of
Transportation appears to be an aqency of jurisdiction on this
project and should therefore have their own siqnature block on
the permit.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this doaument is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirentents list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. 4nly
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

Dear Bill,
This addendum is to address the comments that were received by our first set of review
comments. Attachei is a copy of the comment letter with the method in which items were
addressed shown in red Following are the items which required additional calculations and
revisions:
- Offsite runoff, area south of Building "A"
We calculaied the runoff generated and provided a gravel sump along the property
line. (Calculations attached)
- Roof Drainage runoff
It appears that building "A" drainage was the concern with this item 6" Storm
pipe was added to maintain the drainage basins. The north portion of the east
half was the worst case situation so piping calculations were completed and are
attached.
- Calculations for outfall and piping for basin "B1"
Culvert calculations were completed for the piping system and are attached. The
outfall pad was also analyzed, revised and calculations ue attached.

Dear Bill,
This addendum is to address the comments that were received by our first set of review
comments. Attached is a copy of the comment letter with the method in which items were
addressed shown in red. Following ar+e the iteans which requued additional calculations and
revisions:
- Offsite runoff, area south of Building "A"
We calculated the runoff generated and provided a gravel sump along the property
line. (Calculations attached)
- Roof Drainage runoff
It appears that building "A" dramage was the concem with this item. 6" Storm
pipe was added to maintain the drainage basins The north portion of the east
half was the worst case situation so piping calculations were completed and are
attached.
- Calculations for outfaU and piping for basin "B 1"
Culvert calculations were completed for the piping system and are attached. The
outfall pad was also analyzed, revised and calculations are attached.

During the construction and/or maintenance of this facility, the Grantee shall comply wlth the
'Manval on Uniform Traffic Control Devices for Streets ard Highways`.
Highway traffic shall be protected by flaggers whenever any portion of the traveled surface is
obsttvded by equfpment woridng an thds projecL

developed or redeveloped joint access must be obtained to brmg the access into conformance with

At your request aad authonzation we have conducted a srte visit and observed the
subsurface soil condiaons in the proposed "208" pond locations at N. 2612 Fiaes Road, 48 unit
apartment project. The scope and purpose of our servlces consisted of observmg test prts in the
proposed pond Iocations, loggmg the subsurface soil conditions, and producmg this letter of our
findmgs.
We observed aad logged two test pits on May 16, 1994. Test pit TP-1 was excavated
in the proposed pond locahon adjacent to Pines Road. Test pit TP-2 was excavated m the
proposed pond location along the southwest property boundary. The USDA Soil Conservation
ServYCe "Sod Survey of the Spokane County Area", maps Gamson type soil on the property.
The soils observed are typical of Spnngdale soils near the surface and Gamson sofls at depth.
Spruigdale and Gamson sotls are specificaily mentoned in the Spokane County storm
water management "208" guidelines as sofls not requinng percolation tests in the field. It
appears based on our interpretation of the soil type at the site that standard Couniyr type "A" and
"B" dry wells are suitable for the disposal or storm water The test pit logs are attached to ttus
Ietter.

Project Description:
The proposed multifaznily project is located on the East side of Pines Road, SR-27, just
South of the Mazietta intersection. This project consists of the installation of 4
multifamily complexes providmg 48 living u,.nits total. The accesses and parkin,g areas
will be asphalt surfaced with garages pravided for covered parking.
Soils:
In accordance with "Soil Survev, Spokaae Countv, Washinaton, 1968" the soils are
identified and categorized as:
GgB - Garrison gravelly loam, classified as gravelly, medium textures, somewhat
excessively drained soils formed in gravelly glacial deposits.
GnB - Gamson very stony loam, simUar to aarrison gravelly loam, except that the
surface layer is very stony.
This sod group, Garrtson, is classif'ied Type "B" soil as per Technical Release 55 and
approved for drywell use as in the "Guicielines for Stormwater Management".
StC- Spokane very rock complex. Spokane loam, moderately shallow, part similar to
Spokane loamsoils, except that the depth to bedrock is between 20 and 30 inches. Rock
outcrop mcluded in these very rocky complexes
This soil group, Spokane, is classified type "C" soil per Technical Release 55.
Topographic data:
The existing site has a sloping ridge along the east side of the site which runs north-
south. Slopes vary from 4-25 % ui this area. The westera portion of the site slopes, in
general, from south to north at approximately 24%.
Demographic Data:
The site is located in an undeveloped area. The current condition of the property appears
to be forest along the westerly portion and meadow in the reniau'uiing area. Adjacent to
the site, to the north and east, the area is currendy undeveloped. South of the site there
is a residence and a proposed office buildmg

Data used is in accordance with Figure 2, page 6-3 of the "Guidelines for Stormwater
Management", by Spokane County Engineers. A 10 year return frequency event is used
since the basins are contained within the site.
Methods of Runoff Control:
Runoff control for the new development will be by overland flow and controlled
drainage. Overland flow will be provicied for all paved areas for direct deposit into
grassed swales Roofing will be deposited into swales through overland flow and ditches
by closed conduit.
Methods of Disposal:
Drywells will be utilized for disposal. Ttaey shall be Spokaae Couaty Standard Type "A"
and "B", as called out on the plans with Spokane County Standard grates. Iniet capacity
calculations, where necessary, are included with the calculation sheets.

The site was divided into 2 main basuls, basin nAn and basin oBn, which flow to
2 separate swales Basin "A" consists of, in general, the west portion of the site.
The 208 swale and drywell are located along Piaes Road
Basin "B" is the latger easterly partion of the site There are two subbasuls
within basin "B" which both contnbute to the swale along the west side of this
hasi.n.
The grassed percolatioa swales were sized to accommodate 1/2 inch of runoff
from all required surfaces within the site. The swales will provide 8" retention
depth, as called out on the planLv, to allow vafiltrauon of the collected runoff.
Due to the 8" depth of poading the top 6" of soil in the pond will need to meet
the minunum cation exchange capacity as specified i.n the Guidelines for
Stormwater Management. In both basms the swale volume provided exceeds the
volume required Followuig are the swale volumes required and provided for the
respective basins.

Drywells were sized to handle total runoff flow withia final collection basms.
The Bowstring method was used to analyze the runoff in determ'ining numbers
and size of drywells. See calculations, sheets 7 and 11
b. Inlet Capacities
A Spokane County Standard grate will be used on all drywells. Inlet capacities
are calculated to be 1.6 CFS for a flow depth of 2 feet. See calcuiations on
sheet 4.
Remarks
The above described system of stormwater control should provide the necessary quantity
and quauty controls, as oudined in the "Spokane County Stornawater Mainagement
Guide", for the progosed multi-family project
